Following are comments regarding the plan review for Tractor Supply Company. Our review was based
on the Minnesota State Building Code (MSBC) which adopted with amendments the 2000 International
Building Code (IBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341. Also
requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with amendments the 2000
International Fire Code (IFC). This review is based on plans that were submitted on October 17, 2006.
The items listed are numbered from our September 27, 2006 plan review letter. Additional comments
are in italics.
1. Submit dated architectural plans.
2. Separate mechanical, plumbing and sprinkler permits are required. An Electrical permit is required
from the Minnesota State Board of Electricity. Plumbing Plans must be approved by the Minnesota
Department of Health. MSBC 4715.3130.
6? The structural alterations to the wall panels must be designed by a Structural Engineer registered in
the State of Minnesota. Minnesota Statutes 1800.5200. Sht. A300: Are the three new openings

Following are comments regarding the plan review for Tractor Supply Company. Our review was based
on the Minnesota State Building Code (MSBC) which adopted with amendments the 2000 International
Building Code (IBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341. Also
requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with amendments the 2000
International Fire Code (IFC).

improvements. Show sawcut removal limits. Show dark hatch for all proposed concrete
work or in some other way show the proposed site improvements.
2. Since the handicapped parking areas are being altered. Please provide spot elevations in this
area to show that the grades meet ADA.
3. Show existing and proposed spot elevations to clarify the grades. With the removal of the
curbing, how will these areas now function. Show door locations and finished floor

Dear Mr. Becker,
At your request,. we have reviewed the existing drawings for tbe building tbat will be occupied by the Tractor Supply store for the
purposes of evaluating whether it is SbUcturaUy feasible to place a newly proposed RTU in the location of an existing RTU. It is our
understanding thal the proposed replacement RTU weighs approximately 12,000# and has cabinet dimensions of lOft x 30ft. The
original building was built for County Market located on TH 13 and Cty Rd 23 in Prior Lake, MN and has original plans dated 5/29/92
and revised 10/9/92.
After review and analysis of the existing plans, it can be concluded tha1 the existing roof system (between existing grids F and G along
grid 4 - shown on the enclosed partial plan) was designed to accommodate a RTU that is spread over approximately 7 joists with a
weight of 16,000#, equating to a weight per joist of 2285#. The proposed replacement RTU weighs approKimately L2,ooO# and is
spread over approximately 6 joists, equating to weight of 2,000# per joist.
The new RTU does not exceed the initial design criteria and lherefore no remedial work to the structure is necessary. If the new RTU
curb does no1 have the same width as the existing, please reinforce the joist chords per 2/84 of the original construction docwnents.

. Surface storm water drainage flowing to the perimeter of this lot to
and from adjoining properties must be conveyed to the roadway
and/or to the rear of the lot in drainage swales wjthin the drainage
easement.
. All bare soil areas must be protected from eroding into neighboring
properties through the properly installed and maintained silt fence or
bales.
. The silt fence required by the erosion control plan must be installed
prior to any earthwork being started.
. The builder is responsible for maintaining the erosion control
measures until the turf is established.

backfilling of the foundation.

EROSION CONTROL MEASURES
FOR BUILDING CONTRACTORS
Whenever grading or excavating for the purpose of constructing a building occurs, the City of
Prior Lake erosion control standards must be applied. The standards will reduce the erosion of
soils into the City's storm sewers, waterways and roads. This handout provides you with the
information you need to comply with these standards.
An erosion control plan will be created for the site as part of the permit review process. Failure to
comply with the approved plan during construction will result In the loss of the $1,500.00 deposit,
plus the builder will pay for the cost of the correction work.
Build a rock construction entrance and erect slit fence.
The slit fence will be In place prior to the footing Inspection. The rock construction entrance will
be constructed concurrently with the backfilling of the footings. Silt fence will be required, as
needed, to intercept Water flowing off the lot. Slit fence perpendicular to and across rear or side
drainage swales shall be 20' long, centered on the swale, and spaced no more than 100' apart.
Silt fence will be required behind all curb at a distance of five feet behind the curb. except at the
rock construction entrance, and will extend 10' beyond the property line. The 10' extension may
be waived when the adjacent lot is sodded and Installation of silt fence would damage the sod.
For spring construction, slit fence will be constructed as soon as the frost is out of the ground.
Posts will be spaced at four feet or less and driven at least 2 feet in the ground. Posts will be
two-inch square or heavier wODd post~ or standard T Dr U section steel posts. The rock
construction entrance shall be 20' wide and 5' deep and be constructed of l' - 2' clear rock from
the back of the curb to the front of the house.
It will be the responsibility of the Qeneral contractor tD:
1. Maintain the entrance and slit fence In working condition.
2. Ensure that all sub-contractors and suppliers use the rock construction entrance only,
3. Keep the slit fence and the rock construction entrance in operation until final grading and
sodding have been completed and the driveway paved.
Penaltv for fallinQ to complv with the Erosion Control Standards.
If a deficiency is noted In erosion control on site, you will be given 24 hours to correct the
deficiency. It is important that you inform the City as soon as correction Is made, as the City will
consider the work undone until so informed. Failure to correct the deficiency within this time will
result in forfeiture of the Builder's Deposit and the City will direct a third party to correct the work.
In addition to the forfeiture, you will be bllted for the cost of corrective action. Inspections will not
resume until a new Builder's Deposit has been submitted.
