Dear Mr. Trasier:
The City of Prior Lake has completed the site plan review for the Sprint Communications
Equipment Building on the Crest Water Tower site. The site plan and landscaping plan
you submitted, dated "Received, January 31, 1997" is hereby approved with the
following conditions:
1. The road around the water tower must have a 4" aggregate base and a 2"
bituminous surface on a 12' width (see attached cross section).
2. Sprint is responsible for repairing any damage to the existing roadway occurring as a
result of construction.
You may now proceed with your lease agreement and your building permit application.
Questions about the lease must be directed to Ralph Teschner, City Finance Director.
Any questions about the building permit process or requirements must be directed to
Gary Staber, City Building Official.

Attached are the revised plans for the Sprint Communications building located at
the Crest Water Tower site. As you know, the recent amendment to the Zoning
Ordinance requires site plan approval by the City Engineer, the Building Official
and the Planning Director for these buildings.

Dear Chuck:
The Building Department, Engineering Department and the Planning Department have completed the
site plan review for the proposed Sprint equipment building at the above site. The following
changes/additions must be made before we will approve this site plan:
1. You must submit a "to scale" site plan.
2. The site plan must include topographic information and existing landscaping. We are especially
interested in the location of the proposed building to the top of the slope of the stormwater
detention pond on the he north side of this property, adjacent to Highway 42.
3. The area to your lease site must be paved. you must also pave any parking area on your lease
site, adjacent to the building. In addition, the driveway to your site must be extended around the
water tower.
4. The overhang of your building must be completely on your lease area.
The revised landscaping plan you submitted appears to meet the intent of the provIsion. The
Engineering staff has also noted that no landscaping rock may be used on the site, due to vandalism
problems we have experienced in the past.
Please submit at least three (3) copies of the revised plans to me. Once I have received the revisions,
I will schedule another review meeting.

Attached is a suggested landscaping plan. As you prepare this landscaping plan, please keep in mind the
following points:
· The purpose of the landscaping is to screen the building from the road and the adjacent residential area.
It is not necessary to screen it from the water tower or other equipment buildings.
· For screening purposes, coniferous trees work best, although some combination of coniferous and
deciduous trees may be appropriate and attractive.
· Coniferous trees must be at least 6' high; deciduous trees must have at least a 2 1/2" caliper.

To Whom It May Concern:
Airspace Safety Analysis Corporation (ASAC) has conducted an
aeronautical study on June 14, 1996 for Sprint Spectrum. The study
was to determine a proposed alteration to an existing structure's
effect, if any, on navigable airspace. ASAC's study is conducted
in accordance with the Federal Aviation Regulations (FAR) Part 77
and the Federal Communications Commission (FCC) Part 17. The site
is located near Prior Lake, Minnesota. The NAD 83 site coordinates
are Latitude 440 44' 44.71" North, Longitude 0930 24' 29.56" West.
The site has a surface elevation of 997 feet above mean sea level
(MSL) , the structure has a height of 170 feet above ground level
(AGL) , which includes the additional height of any antennas, etc.
This gives an overall structure height above mean sea level of
1,167 feet AMSL.
The nearest airport from the site is MARTY'S TRANQUILITY SEAPLANE
BASE. The airport reference point (ARP) at this public use, VFR
only seaplane base is located 23,510 feet or 3.87 nautical miles on
a True Bearing of 224.78 degrees from the proposed site. The
nearest landing surface is the same as the ARP for this seaplane
base. The airport elevation is 911 feet MSL.
Federal Aviation Regulations (FAR) Part 77 proscribes various
airspace surfaces and slopes which, if exceeded, require the
sponsor of the s.tructure to provide the Federal Aviation
Administration with Notice of Proposed Construction. FCC Part 17
also specifies this requirement. Additionally FAR 77 Subpart C
proscribes various airspace surfaces and slopes which, if exceeded,
require the FAA to provide public notice inviting comments prior to
issuing a determination. Subpart C also proscribes surfaces and

slopes which, if exceeded, would identify the structure as a Hazard
to navigable airspace.
ASAC has determined that a structure height of 170 feet AGL (1,167
feet AMSL) at this site would not exceed any FAR Part 77 or FCC
Rules Part 17 notice requirement surface. Therefore, FAA Notice of
Proposed Construction is not required for this structure.
