HomeMy WebLinkAbout5G - Agreements w/Scott County re: Traffic Signals Maintenance AGENDA ITEM: DISCUSSION: Introduction The purpose of this agenda is to request the City Council approve the Cooperative Agreement with Scott County for maintenance of the CR 21/Franklin Trail, CR 21/Fish Point Road, CR 21/CR 82 AND CR 82/CR 83 Traffic Signals. History The City and County entered in to Cooperative Agreements for construction and installation of the above referenced Traffic Signals. Current Circumstances The traffic signals are now operational and the long term maintenance and cost sharing need to be addressed. The Cooperative Agreements are the County's Standardized Agreement which was previously reviewed by the City Attorney. The proposed maintenance and operation costs are consistent with previous City and County agreements. The City will be responsible for all costs related to our Emer- gency Vehicle Preemption (EVP) system, Additionally the City is responsible for the integral street lights and the power costs associated with them. ISSUES: There are no issues with this agenda item. FINANCIAL The City annually plans in the Street Maintenance budget for the costs associated IMPACT: with this agreement. Under this agreement the City is responsible for all electrical costs associated with the intersection which average $1,150 per intersection an- nually. Because these are County Road intersections the County maintains them however the City is responsible for the costs of any repairs to the EVP system and the street lights. The County is solely responsible for painting costs and repairs to the traffic signals. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution authorizing the Mayor and City Manager to execute the Cooperative Agreement with Scott County for the CR 21/Franklin Trail and CR 21/Fish Point Road Traffic Signals. 2. Approve a resolution authorizing the Mayor and City Manager to execute the Cooperative Agreement with Scott County for the CR 21/CR 82 and CR 82/CR 83 Traffic Signals. 3. Deny this item for a specific reason and provide Staff with direction. 4. Table this item until some date in the future. RECOMMENDED MOTION: Reviewed by: 1J Frank Boyles, City Manage www.cityofpriorlake.com A RESOLUTION APPROVING THE COOPERATIVE AGREEMENT FOR MAINTENANCE OF THE CR 21/FRANKLlN TRAIL AND CR 21/FISH POINT ROAD TRAFFIC SIGNALS SAP 70-621-23 Motion By: Second By: WHEREAS The cooperative improvements to CR 21 which included reconstruction of the traffic signals at CR 21/Franklin Trail and CR 21/Fish Point Road were completed in 2007; and WHEREAS, Long term operation and maintenance of the Traffic Signals requires a Cooperative Agreement between the City of Prior Lake and Scott County; and WHEREAS, The City Prior Lake is responsible for all costs associated with the Emergency Vehicle Preemptions System (EVP) and the street lights located on the traffic signal standards; and WHEREAS, The City has budgeted these costs as part of the Street Maintenance Budget; and WHEREAS, The Cooperative Agreement is the County's standardized agreement which has been reviewed by the City Attorney. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute a Cooperative Agreement with Scott County for maintenance of the Traffic Signals. 3. Funding to meet the City's obligations under the Cooperative Agreement will come from the Street Maintenance Budget. PASSED AND ADOPTED THIS THE 19th DAY OF FEBRUARY 2008.
