Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT FEBRUARY 19,2008 5H JENNIFER WITTKOPF, PUBLIC WORKS COORDINATOR CONSIDER APPROVAL OF A RESOLUTION AMENDING THE CONTRACT FOR MATERIALS TESTING SERVICES FOR THE WATER TREATMENT FACILITY Introduction The purpose of this agenda item is for the City Council to approve additional materials testing services for the Water Treatment Facility. Historv The City of Prior Lake Capital Improvements Program (CIP) has planned for a Water Treatment Facility (WTF) since the mid 1990s. The project was incorporated into the 2006 CIP. In June 2006, the City Council held an informational meeting to discuss the status of the WTF and directed the Water Treatment Facility Committee (WTFC) to proceed with the consultant selection process. In August 2006, the City Council entered into a contract with Bolton & Menk, Inc. (BMI) and initiated the design report for the WTF. As part of the design and construction process, a geotechnical I testing engineer is needed. Soil borings were needed to provide necessary design information. Material testing is part of the construction quality control process. These services are provided by specialty testing firms. In November 2006, the City Council entered into a contract with Braun Intertec Corporation for geotechnical and testing services associated with the WTF. In December 2006, the City Council accepted the design report and authorized preparation of plans and specifications for a 7.5 MGD WTF. In June 2007, the plans and specifications were approved by the City Council and in August 2007, the construction contract was awarded to Rice Lake Construction Group. Construction on the facility began later that month. Current Circumstances The original contract with Braun was based on preliminary estimated quantities of concrete and soil testing samples, before the final design was completed for the project. Now that the design is complete and the project is under construction, it has been determined that more concrete samples than originally estimated will need to be collected and tested. It is estimated at this time that no additional soil testing will need to occur. At the beginning of January 2008, roughly 2,600 cubic yards of concrete had been placed out of an estimated total 7,000 cubic yards. Based on this, the project engineer from BMI has provided a revised quantity of concrete samples www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 and Braun has provided the associated cost estimate. The following shows the original and revised contract amounts: Geotechnical Evaluation (complete) Original Soil Testing Amount Original Concrete Testing Amount Original Contract Amount $ 4,100.00 $ 4,215.00 $ 13,924.00 $ 22,239.00 $ 22,430.50 $ 44,669.50 Additional Concrete Testing Amount Revised Contract Amount ISSUES: During construction, material testing, including concrete strength and soil compaction density, are required for the quality control process. The quantity and frequency of samples required is set by the International Building Code. The results of these tests are reviewed by the contractor, the design engineer and the City's Building Official. More concrete samples are required than originally estimated from preliminary design quantities, thus increasing the overall costs. FINANCIAL IMPACT: The project funding has been arranged in the Water Storage fund and includes the professional services contemplated herein, without increasing total project costs. Sufficient funding is available in the Water Storage fund to complete the project. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution amending the contract for materials testing services for with the Water Treatment Facility by Braun Intertec. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Alternative #1. Motion By: Second By: WHEREAS, On November 20, 2006, the City Council authorized the Mayor and City Manager to execute the City's Standardized Professional Services Agreement with Braun Intertec for geotechnical! testing services associated with the Water Treatment Facility in the amount of $22,239; and WHEREAS, Actual testing quantities required by code are greater than originally estimated from preliminary design plans; and WHEREAS, The project engineer from BMI has provided a revised quantity of concrete samples and Braun Intertec has provided the associated cost estimate as follows: Geotechnical Evaluation (complete) Original Soil Testing Amount Original Concrete Testing Amount Original Contract Amount $ 4,100.00 $ 4,215.00 $ 13,924.00 $ 22,239.00 $ 22,430.50 $ 44,669.50 Additional Concrete Testing Amount Revised Contract Amount and WHEREAS, Construction testing services are a necessary part of the quality control process for the facility; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to amend the contract with Braun Intertec for construction testing services associated with the Water Treatment Facility project to a total contract amount not to exceed $44,669.50. Funding for this project will come from the Water Storage/WTF Construction Account (505-49100-505). PASSED AND ADOPTED THIS 19TH DAY OF FEBRUARY 2008.
