AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES
FOR THE 2008 LIFT STATION REHABILITATION AND LIFT STATION
STANDARDIZATION PROJECTS
Introduction
The purpose of this agenda item is for Council to authorize execution of its
Standardized Professional Services Contract with Advanced Engineering and
Environmental Services, Inc. (AE2S) to provide Professional Engineering
Services for the 2008 Lift Station Rehabilitation and Lift Station
Standardization Projects.
Historv
Because of the topography of the Prior Lake community, the City's sewer
system relies upon 40 lift stations. In 2003, AE2S Consulting Engineers along
with City staff completed an audit of all the lift stations throughout Prior Lake to
ascertain the status and inventory the components of each lift station. Once
completed, AE2S and staff put together a Comprehensive Management and
Rehabilitation Schedule, and also instituted a Sanitary Sewer Lift Station
Standard Policy. To date, 21 lift stations have been rehabilitated.
Current Circumstances
For the 2008 Lift Station Project, staff has identified Bay Avenue and Marlen
Circle lift stations for rehabilitation. Rehabilitation includes replacement of
pumps, guide rails, electrical panels, and other electrical components; wet well
covers and hatches. Generally, the concrete wet wells are in good condition
and do not require replacement.
The lift station standardization upgrades will be completed to four lift stations,
including Algrins, Wilds, Candy Cove and Watzl's. Standardization includes
retro-fitting new operation controls to each of these stations to meet the City's
Lift Station Standardization Policy.
AE2S is the engineering consultant reviewing new development and
rehabilitation of Prior Lake's future and existing lift stations. Because the City's
Lift Station Design is standardized the design requirements are very specific.
The City Council appointed AE2S as the City's Lift Station Consultant because
of their expertise and experience working with the City's sanitary sewer
system. On February 4,2008 the City Council appointed AE2S as the City's
specialty consultant for Lift Station Services.

AE2S submitted a proposal to prepare plans and specifications for the 2008 Lift
Station Rehabilitation and Lift Station Standardization projects and to perform
construction engineering inspection for a cost not to exceed $23,000.00.
FINANCIAL
IMPACT:
The funding for both the Lift Station Rehabilitation and Standardization
projects will come from the Sewer Operating Fund since it is the rehabilitation
of existing sewer infrastructure. Staff estimates the total cost of engineering,
equipment and actual repairs to be approximately $250,000 which is drawn
from the Sewer Operating Fund. Based upon the engineering inspection,
equipment needing replacement is identified, and bids are solicited from
vendors based upon standardized equipment. Once the Council has approved
the bid, the work is completed and inspected.

1. Approve a resolution that authorizes the City to enter into its Standardized
Professional Services Contract with Advance Engineering and
Environmental Services, Inc. to provide engineering services for a fee not
to exceed $23,000.00.

A RESOLUTION TO AUTHORIZE THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S

WHEREAS, City staff has identified two lift stations requiring rehabilitation this year; including Bay
Avenue and Marlen Circle; and
WHEREAS, The lift stations at Algrins, Wilds, Candy Cove and Watzl's require standardization; and
WHEREAS, The adopted Capital Improvement Plan for 2008-2012 has identified these
rehabilitation projects as a priority for the City; and
WHEREAS, Based on expertise, value and quality of service Advanced Engineering and
Environmental Services has been appointed the City's Lift Station Consultant for 2008.
WHEREAS, Advanced Engineering and Environmental Services, Inc. services, will provide final
design, bidding, construction and post construction inspection for this project;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's Standard Professional Services
Contract with Advanced Engineering and Environmental Services, Inc. for the 2008 Lift Station
Rehabilitation Project for a total fee not to exceed $23,000.00.
3. The funding for the contract is to be drawn from the Sanitary Sewer Operating Fund Account #601
49003 501.
