STAFF ANALYSIS: The subject parcel is approximately 7.3 acres and fronts 270' on Anna Trail S.E. and 700' on Highway 13. The parcel is zoned B-2 Community Business with the land to the north having a C-1 zoning with R-2 zoning adjacent to the west and the pprcel south of intersection Highway 13 and Duluth Avenue being Lirrlited Business. The applicant is proposing to utilize the land for general commercial and supply yard tor building materials. According to Prior Lake's Zoning Ordinance, a supply j.ard in a B-2 zone would require a conditional use permit. The Comprehensive plan recommends a civic center for this site which would help pull together the separate commercial areas within the City, or a variety of commercial at close proximity which would be tied into the older cOlllllercial district. The proposed use serves more as a buffer or divider between the old and new commercial districts. Supply yards must be closely monitored since there is a tendency of those kind of uses to deteriorate to a point no longer aesthetically pleasing, especially when the use is centrally located in a community. other consideration must be given to future businesses north of the proposed use. With access to Highway 13 limited, a frontage road must be considered and the proposed building so aituated so as to allow room for a frontage road. The applicant is proposing to construct an aprroximately 8()' x 100' metal building with the front to be of wood siding and used for retail space. STAFF RECCJ.lMENDATION: Approve the conditional use permit on the following conditions: 1. All activity related to the supply yard be screened by an aesthetically pleasing fence no less than 6' in heighth. 2. The parking lot be approved by.the City Pl.anner. 3. The building location be approved by the City Planner. 4. The fence and building must be kept in good repair and maintained.
