Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MARCH 3, 2008 9C STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR THE ARCADIA AVENUE/CR 21 AND MAIN AVENUEITH 13/CR44 INTERSECTION FEASIBLlTY STUDIES Introduction The purpose of this agenda item is for the City Council to authorize the Mayor and City Manager to execute the City's Standardized Professional Services Contract with SEH Inc. to complete feasibility studies for the Arcadia Avenue/CR 21 and Main Avenue intersection projects. History Scott County completed and the City of Prior Lake approved an intersection layout for the Arcadia Avenue and CR 21 intersection as part of the 2005 CR 21 Corridor Study. This study did not include detailed construction cost estimates or concepts for City Streetscape Amenities. In 2004 the City completed a layout for the intersection of Ridgemont Avenue/Main Avenue and TH 13. The plan was approved by MnDOT but did not include the CR 44 portion of the intersection. The plan also did not include any construction cost estimates or streetscape design as it will encroach on Lakefront Park and the Kop Farm. On February 4th the City Council authorized staff to solicit proposals for preparation of the required feasibility studies. Current Circumstances On February 22, 2008 the City received proposals for the feasibility studies. The proposals were evaluated by City Staff and scored based on the following criteria: 25% - Value/Cost 25% - Project Personnel Experience 25% - Overall Project Understanding 25% - Understanding and Approach to Gateway ConcepUDowntown Identity Enhancement For each category the consultants were ranked from 1-3 or 4 with 1 being the best score. They had the best score on both proposals and have proposed a reduction of the costs of both studies by $5,000 if they awarded both as they believe they can provide efficiencies to the benefit of the City. ISSUES: The proposed SEH project team is lead by Scott McBride and Mike Kotila who have both worked on several projects for the City. Additionally Chris Behringer who was responsible for the original downtown streetscape concept in Prior Lake will be the Senior Urban Designer on this project. Staff believes they have done a very good job for the City on previous projects and will provide the necessary leadership to successfully complete these studies. FINANCIAL IMPACT: The total cost to the City will be $50,900 which is substantially below the $100,000 Staff had estimated as a maximum budget for these projects. These improvements are needed due to increased traffic volumes resulting from growth. For that reason funding shall be allocated from the Street Oversize account from funds dedicated by new development to facilitate improvements associated with growth. ALTERNATIVES: The alternatives are as follows: 1. Adopt a resolution authorizing the Mayor and City Manager to execute the City's Standardized Professional Services Contract for the Arcadia Avenue/CR 21 and Main AvenuelTH 13/CR 44 Intersection Feasibility Studies. 2. Table the Resolution for a specific reason. 3. Deny the Resolution. RECOMMENDED Alternative # 1 MOTION: Revi 4646 Dakota Street S.E. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Manager and Mayor are authorized to execute the standardized professional services contract with SEH Inc. for both projects for an amount not to exceed $50,900. 3.
