Dear Martha:
I reviewed the information you sent me on the property located at 4229 Grainwood
Circle NE. Flood Plain determinations are usually based on the lowest floor elevation of
the dwelling. I am not sure the information from the Scott County website shows the
lowest floor elevation. You may need to have a survey for that information. Ultimately,
it is up to your mortgage company to determine whether or not flood insurance is
required. My suggestion is to bring the information you have to your mortgager and find
out what additional information, if any, they will need.

Please review the attached map from Scott County. Although, not a survey, it does show that my house does
not lie within the flood plain.
Could someone please review the attached and let me know if I have a valid case for my mortgage company to
release my flood insurance requirements?

Revised Flood Insurance Study for the City of Prior Lake
As you know, the City submitted a revised flood study to FEMA for Prior lake. The 90 day
public review period for this study ended on March 15, 1997. I spoke with Alan Berman at
FEMA on March 17, 1997, concerning this study. He advised me the City will receive a
letter sometime in the next 30 days establishing an effective date for the new Flood
Insurance Rate Maps (FIRM). The map should be completed in the next six months. Once
we have a date, we must amend our flood ordinance to reflect the new date.
In the meantime, we can use the new elevations as the best available data. This means we
can apply the revised elevations for any new construction or remodeling in the flood plain.
The new 100 year flood elevations are as follows:

For lakes which are not included in the flood insurance study, we must continue to use the
Shoreland regulations, which require the lowest floor of a structure to be elevated at least 3'
above the Ordinary High Water Mark (OHWM). The DNRrecently reviewed the OHWM for
all of our lakes and there were a few minor changes. For your information, the table below
includes the OHWM for all of the lakes:
