4th Floor Renovation
To Whom It May Concern:
The intent of the revised 4th floor at McKenna Crossings is to provide common area
spaces for our residents needing additional care/services than what is currently being
provided on the 2nd and 3rd floor of our assisted living units. These residents will need
more assistance from staff and less able to provide for themselves.
The kitchen space on the 4th floor will be utilized by our staff in serving food brought up
from the main commercial kitchen. Each of the residents' individual apartments contains
a full kitchen and refrigerator, which is where they will be able to keep their personal
preferences. The serving kitchen is not intended for residents to prepare or serve their
own meals, but is intended for the sole use of Presbyterian Homes staff. With the
convenience of a furnished full kitchen in each apartment, if residents or family members
need access to cooking or preparing of food they will do so in this area.

Dear Dan,
Following are the results of the plan review for the Fourth floor remodel of the McKenna's Crossing
building. Our review was based on the 2007 Minnesota State Building Code (MSBC) which adopted
with amendments the 2006 International Building Code (mC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341. Also requirements of the 2007 Minnesota State Fire Code
(MSFC) which adopted with amendments the 2006 International Fire Code (IFC). ).
1. Complete a signed Building Code analysis. mc Chapter 4. Include the following:
a. Occupancy Classification. mc 302.
b. Occupancy Separation. mc 508.
c. Exiting.
d. Number of occupants.
e. Signed and dated revised plans and submittals.
2. Provide interior ventilation for all areas. MSBC 1346.0403.3.
3. Submit the Structural Engineers requirements for Special Inspections mc 1704.
4. Provide documents showing Structural Engineer of record revising mlOlmum uniformed and
concentrated loads for public rooms and corridors. mc Table 1607.1
5. Provide documents showing Structural Engineer of record revised for the removal or altering of 4
required shear walls.

6. Provide documents showing Structural Engineer of record for beam size, load support requirements to
foundation and floor load design. Show that L 17 parallam meets the floor load design and details of
reVISIons.
7. Submit signed HV AC, plumbing, fire/smoke alarm, emergency lighting/exit signs and sprinkler plans,
permit applications and specifications. These may be submitted at a later date.
8. Provide documentation showing that the required glazing and safety glazing meets the rating required
for fire barrier openings for perimeter and corridor walls. mc 715.
9. Walls open from corridor surrounding common area walls must meet I-hour rating. Provide
documents to show the tested wall system used.
10. Provide details of wall, ceiling, floor rated systems and structural support are maintained after wall
removal from original building designs.
11. Show door ratings for opening protection for fire barrier walls. mc 715.
12. Mechanical subcontractors to provide firestopping system documentation at time of mechanical
permit application, addressing: mc section 712, Penetrations of plumbing pipes, sprinkler pipes,
flues, heating pipes ventilation, exhaust pipes, electrical and communication wires),
Floor/Ceilings (plumbing pipes, plumbing "p" traps), permanent capping of any vacated waste and
vent, water supply lines or any electrical.
a. Provide documentation listing that floor and wall construction for Sound Transmission Control
and Impact ratings by laboratory and field-testing will be maintained. mc 1207.
This review is based on building plans that were submitted on December 17, 2007. Other Building Code
items will be addressed when the final plans and Mechanical permits are applied for.

Dan, In our opinion it appears as the fourth floor remodel most closely resembles a public room as stated in mc Table
1607.1 #28 Public rooms and corridors serving them, thus the 100 psf uniform live load. This proposed space resembles the
same type of use that occurs on the buildings first floor which consists of a kitchen, dining room, activity room and living
room and was designated and built with 100 psf the loading. If the dining room and kitchen uses were located in a private
apartment unit then the 40 psf loading would be appropriate. The fourth floor dining room, etc. can be open to the public and
the space has the potential to have a greater occupant load than an apartment and as such the IBC dictates the higher floor
loading. Call with any questions.

Dear Bob,
Item #4 of Bernie's plan review comments indicates that the floor load is to be revised for a public room
and corridors use which results in a live load of 100 psf (Item #28 of IBC Table 1607.1). Based upon the
space's actual use, it would seem that the most similar occupancy is Item #31 Classrooms or even Item
#28 (private rooms and corridors in multi-family dwellings) which are a 40 psf load. Since use of the
Dining and Lounge spaces will be largely by the 18 residents living in this wing, the 100 psf load seems
high. To illustrate, to reach 100 psf, all of the occupants (average 150#) would have to be standing as
close as 15" apart. That number is clearly intended for a public space where tight crowding is expected.
To reach 40 psf, the spacing would be 24" apart, which is still very close. With the space full of tables,
chairs, couches, etc., the 40 psf seems reasonable, so we request the 40 psf be accepted.
Please let me know if this proposal is acceptable.

Following are the results of the plan review for the Fourth floor remodel of the McKenna's Crossing
building. Our review was based on the 2007 Minnesota State Building Code (MSBC) which adopted
with amendments the 2006 International Building Code (rnC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341, the MSBC 1346, which adopted with amendments to the
International Mechanical and Fuel Gas code. Also with requirements of the 2007 Minnesota State Fire
Code (MSFC) which adopted with amendments the 2006 International Fire Code (IFC).
1. Provide listed systems for through and membrane penetrations of I-hour fire rated constructed walls
and floor/ceiling assemblies for existing construction.
2. Provide documents showing ventilation air for public/common use areas with occupancy of 98 based
on accepted alternative design submitted from Architect. MSBC 403, ASHRAE Standard 62-200 I
Addendum N.
3. Spa room 445 is not part of corridor or public use area and is protected with I-hour rated Fire Barrier
walls and shall have protected openings with smoke and fire dampers. rnc Sec. 716.
4. Indicate on plans how spa is conditioned and ventilated.
This review is based on Mechanical plans that were submitted on January 14, 2008. Corrections need to
be addressed prior to issuance of this permit. Please call me if you have any questions or concerns.

Here are the following items needing correction per your letter:
. The Ef-l and EF-2 shall be installed in the wall.
. The ventilation of 570 CFM is provided based on an occupancy rating of 3 8 persons, per
Pope Architect's letter, dated January 4,2008. A duct coil is added to pick up the added
ventilation load.
. A new supply grille fitted with a fire damper is added to provide supply air to the Spa. The
fan-coil unit above the Spa room is to be above a 1 hour rated lay-in ceiling. The exhaust fan
is to be installed in the wall.
Please advise if you need any additional information at this time.

With a design load for the existing structure being 4olilsf, the actual anticipated load results in a factor of
safety of 2.7 in the most heavily loaded area, the Kitchen (1511/sf x 2.7 = 401l/sf). The corridors have been
designed for a loolllsf load which meets the public use criteria, so is not a part of this alternative design
request.
A maximum occupant load of 38 will be posted at each entrance to the Dining and Lounge, with 18 at the Quiet
Room.
