Parks Advisory Committee Minutes

Approval of January Ae:enda: Kelly Loose motioned to approve the agenda; second by Kyle
Haugen; approved
Approval of November Meetine: Minutes: Ron Ceminsky motioned to approve minutes;
second by Dan Ruhme; approved
MPP: Per Mike Feriancek there was a workshop with the City Council several weeks ago to
discuss the draft of the MPP report. After reviewing the report the City Council was concerned
about natural resources in the City. They would like this addressed further in the MPP report.
There will not be a new committee formed to research this item. Staff will research the natural
resources item and refine the report by adding a new chapter.
Advertisine: Policy for City Parks: Kelly Meyer, Assistant City Manager, presented the
attached follow up report to the PAC regarding a request received from Prior Lake American
Legion baseball in April 2007 to add signage at Memorial Park as a way to raise funds for their
sport. See attached report.
Some of the concerns the PAC had with this policy was:
1. city staff time spent on sign advertising,
2. the split of profit (55/45) between the City and the non-profit organization,
3. where City's part of the money would go (field maintenance vs. play structures)
4. sell space with sign cost included vs. separately
The PAC voted to submit the attached policy to the City Council for review with the following
amendments:
1. Two options would be presented to non profit organizations wishing to advertise at the
City fields. The l5t option would be an annual fee of $500 for the space on the outfield
wall alone, with the advertiser supplying a sign that met the City standards. The second
option would be an annual fee of $825 which would include the cost of making the sign.
There would also be a $100 break per year if an organization signs up for a 4+ year term.
2. The cost share should be split 50/50.
3. The City's half of the split would go to fund the park equipment replacement fund.
4. VFW should receive 1 free space and 1 free sign at Memorial Field.
5. The non-profit civic group would be responsible for replacing damaged signs rather than
the advertiser.
Kyle Haugen motioned to approve; second by Dan Ruhme, approved.
CanoelKayak Rental Policy: Angie Barstad presented the attached report to the PAC regarding
the possibility of adding 2 canoes to the rack that was installed at Sand Point Beach as rentals.
(This suggestion was brought to the staff via City Council.)
After discussing the traffic volume and safety concerns with canoes at Sand Point Beach, the
PAC decided to not add canoe rentals at Sand Point Beach. The PAC may consider canoe rental
in the future at a more feasible, less motorized lake location, such as Pike Lake or Campbell
Lake.
Park Facilities & Eauipment Matrix: (See attached report.) Per Al Friedges, during the
preparation ofthe 2008-2012 CIP, the City Council directed staff to develop a park equipment
matrix. The purpose of the matrix is to assist with the budgeting for replacement of existing park
equipment and facilities. The analysis in the matrix is a series of inventories for each park
identifying the buildings, equipment and facilities. It then identifies the original installation
dates, expected lifespan and expected replacement date. This matrix is a new element that will
identify the City's maintenance and replacement needs in our park system for the next 25 years.
The matrix inventories our 52 existing parks and encompasses 982 acres. All equipment has been
assigned a life expectancy ranging from 3 - 40 years. Some of the assigned life expectancies are
for refurbishing (i.e. roofing) while other life expectancies are assigned for total replacement.
Some of the life expectancies assigned are estimated and replacement will be directed by the
amount of public use. The matrix will be re-evaluated on a yearly basis. The facilities and
equipment in the inventory generally fall into four categories: park related buildings, park
facilities, roads and parking lots and appurtenant equipment. The inventory includes over 14
million dollars of replacement over the next 25 years. Not included in the replacement
projections at this time are irrigation, athletic field lighting and trails and sidewalks outside of the
park borders. Currently the staffhad identified 3 funding options: referendum, general tax levy
operating budget and a measured annual investment in an equipment fund to minimize taxpayer
impact.
There will be a workshop with the City Council to go over this matrix on 3/17/08.
2007 Goals: Mike Feriancek went through the 2007 Goals (see attached). Most goals have either
been accomplished or are ongoing items the PAC will continue to review.
2008 Goals: The PAC came up with several new goals for 2008. They are as follows:
1. Continue to implement 2030 Vision Plan goals & objectives with respect to park,
recreation and open space.
2. Produce a final draft of the MPP report.
3. Continue working with Comp plan
4. CIP 2008 - 2012
5. Continue with restoration park projects
6. Dedicate Ryan Park (lighting & shelter)
7. Lakefront Park Hockey Rink (possible refrigerated rink)
8. Involve schools and county with park plans and communicate efforts with community.
Events: Per Angie Barstad there will be a free community Winter Blast party at Lakefront Park
on 1/19/08 from lOam - noon. There will be pony rides, wagon rides, juggler, slap shot
challenge, sledding, skating, crafts and free donuts and hot chocolate. There will be something
for everyone. DRESS WARM.
Also, Angie Barstad stated that Club Prior, the new adult activities center next to the library,
opened on 1/8/08. Debbie Carlberg is in charge of the senior programming and we have had line
dancing, cards, bingo, birthday party, etc. over there. There will always be new programming
each month. Club Prior will be receiving a TV and a Wii within the next couple weeks. Check
out the space, if you haven't done so already.
