CONSIDER APPROVAL OF A RESOLUTION RENEWING AN
ACCESS AGREEMENT BETWEEN THE STATE OF MINNESOTA,
DEPARTMENT OF PUBLIC SAFETY AND THE PRIOR LAKE
POLICE DEPARTMENT FOR A CONNECTION TO THE
MINNESOTA REPOSITORY OF ARREST PHOTOS.
Introduction
The purpose of this agenda item is to seek Council approval to renew an
Access Agreement allowing the Prior Lake Police Department access to the
Minnesota Repository of Arrest Photos, "MRAP."
History
An Access Agreement between the State of Minnesota, Criminal Justice
Information System and the City of Prior Lake Police Department authorizing
an important investigative link between the two agencies was approved by
resolution in March 2003. The Agreement details the obligations and
requirements placed on the Prior Lake Police Department for connection to
the Minnesota Repository of Arrest Photos via the Criminal Justice Data
Communication Network. The access agreement ensures that the necessary
safeguards are in place to assure that the information received, via a web
interface, is only available to cleared personnel of the Prior Lake Police
Department.
Current Circumstances
The existing Joint Powers Agreement expired on March 4, 2008, and must be
renewed to avoid a gap in accessibility to the system.
There is no addition financial impact to this renewal.
1. Approve the renewal of the MRAP Access Agreement.
2. Deny the approval and provide direction to staff.

A RESOLUTION AUTHORIZING THE RENEWAL OF AN ACCESS AGREEMENT
BETWEEN THE STATE OF MINNESOTA, DEPARTMENT OF PUBLIC SAFETY AND
THE PRIOR LAKE POLICE DEPARTMENT

WHEREAS, the Prior Lake Police Department is connected to the State of Minnesota
Criminal Justice Data Communications Network (CJDN); and
WHEREAS, the Minnesota Repository of Arrest Photos (MRAP) offers access to arrest photos
through the CJDN; and
WHEREAS, having access to arrest photos is an integral part of a criminal investigation; and
WHEREAS, safeguards must be in place to ensure that the information is available only to
cleared personnel; and
WHEREAS, the existing Access Agreement expired on March 4, 2008.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, MINNESOTA THAT:
1. The recitals set forth above are incorporated herein.
2. The City Manager and Chief of Police are authorized to enter into an Access
Agreement with the State of Minnesota, acting through its Commissioner of Public
Safety, granting the Prior Lake Police Department access to the Minnesota Repository
of Arrest Photos.
