Introduction
The purpose of this agenda item is to determine if the City Council believes it
appropriate to authorize a special hunt for coyotes on the Vierling property.
History
Prior Lake City Code provides that the City Council can authorize special hunts,
"for the purpose of reducing animal populations that create potential health,
safety or general welfare problems in the City." The special hunt which
authorizes the discharge of a firearm may be approved by City Council resolution
provided it is in compliance with State law, established by the City Council and
consistent with recommendations of the Department of Natural Resources.
Current Circumstances
We are in receipt of a request to conduct a special hunt from Mike Vierling. Mr.
Vierling has indicated that his cattle are being impacted by coyotes on his
property. He has asked for permission to hunt at night using a shotgun and
flashlight. He has agreed to limit the hunt to no closer than 500 feet from within
his property boundaries. No shooting will take place over the property line or
within 500 feet of a building or road. The property to be hunted is the southeast
quadrant of CR 42 and CR 21 north of Carriage Hills Parkway. The weapon will
be a shotgun with shot shells (no slugs).
Police Chief O'Rourke has reviewed State Statute and discussed the request
with the Department of Natural Resources. The special hunt is in accordance
with the requirements of each. The special hunt would be from 10 p.m. to 2 a.m.
nightly for 30 days. The hunt is limited to two hunters.
Conclusion
The City Council should determine if it wishes to authorize the special hunt as
requested. If so, the attached resolution could be adopted.
A special hunt was successfully and safely conducted on this property for geese
last year. This hunt could have the impact of moving the coyotes out of Prior
Lake, at least on a temporary basis.
The financial impact is expected to be negligible.
1. Adopt a resolution authorizing a special hunt for coyotes on Vierling property.
2. Take no action.

WHEREAS, Mike Vierling, the owner of parcel identified as township 118, range 22, section 23, on
the north side of CR 42, has requested a special hunt for the control of coyotes
disturbing his cattle; and
WHEREAS, The hunt will be limited to property on the southeast quadrant of CR 21 and CR 42,
north of Carriage Hills Parkway; and
WHEREAS, The property owner will post the site at pedestrian and vehicular accesses apprising
the public of the special hunt. Such signs shall be posted throughout the hunt period.
WHEREAS, The weapon shall be limited to a shotgun with shot (no slugs) used in conjunction with
a flashlight; and
WHEREAS, The special hunt is to take place daily from 10 p,m. to 2 a.m. for a period of 30 days
from approval.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. A special hunt is hereby authorized for 30 calendar days following this date of adoption of this
resolution, subject to the terms outlined above.
3. The Police Chief shall be advised of the progress of the hunt at least weekly.

Township 115 Range 22 Section 23 north side of 42 is all trees, hills, pasture, and ponds.
The SE quadrant ofCR. 21 and N ofCR. 42 and E of Pike Lake Trail.
Shot won't leave property, wont shoot within 500ft of a building or road, and only use a
shotgun with shot shells.
