CONSIDER APPROVAL OF A RESOLUTION APPROVING THE EASEMENT
AGREEMENT FOR THE ITASCA WATERMAIN EXTENSION
Introduction
The purpose of this agenda item is for the City Council approves the easement
agreement with the Snell Property for the Itasca Avenue Watermain Extension.
History
As part of the 2008-2012 Capital Improvements Program (CIP) the City Council
included the Itasca Avenue Watermain Extension Project. This project is
necessary to connect the raw water supply lines from Wells No. 8 and 9 and
future Well No. 10 to the Water Treatment Facility (WTF). As part of the CR 21
Project watermain was extended to connect to these water supply facilities. The
proposed Itasca Avenue watermain includes extension of watermain from the
new Fish Point Road intersection across the Snell Property to Itasca Avenue and
the WTF.
On December 17, 2007 the City Council awarded a contract to SRF for
easement acquisition services.
Current Circumstances
SRF has negotiated an easement with the owners of the Snell Property on the
City's behalf. Ms. Snell has executed the easement pending City Council
approval.
SRF provided an appraisal for the 9,163 sf permanent easement and the 4,692
sf temporary easement that was confirmed by the Snell's appraiser. The
following costs were agreed upon:

In addition to the above easement acquisition cost the Property Owner has
requested reimbursement of appraisal costs by the City in the amount of $500.
This is an important easement acquisition and it is time sensitive as the
watermain should be constructed as part of the Brooksville Hills Project to
minimize costs to the City and disruption of the neighborhood. Additionally with
the WTF scheduled to open in January of 2009 it is important to have
connections to Wells No. 8 and 9 and future Well No. 10 prior to that date.
SRF and City Staff believe that the proposed settlement amount of $21 ,900 is

FINANCIAL The funding source for this easement is the Trunk Fund as identified by the CIP.
IMPACT: Because Wells No.8, 9 and 10 were required due to new development the Trunk
fund is the appropriate funding source
ALTERNATIVES: The alternatives are as follows:
1. Adopt a resolution authorizing the Mayor and City Manager to execute the
easement agreement with the Snell Property for $21,800.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

WHEREAS, The Itasca Avenue Watermain Connection is required to connect Wells NO.8 and 9 and
future Well No. 10 to the Water Treatment Facility; and,
WHEREAS, Easements are needed to complete this project; and,
WHEREAS, Easements were negotiated on the City's behalf by SRF and a fair and equitable
agreement has been reached with the Snell Property; and
WHEREAS, The following easement costs have been agreed upon:

WHEREAS, City Staff and SRF recommend approval of the agreement.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Manager and Mayor are authorized the easement agreement with the Snell Property in the
amount of $21 ,800.
3. Staff is authorized to reimburse the $500 appraisal fee directly to Valuation Specialists.
4. Funding for the easement shall be funded as follows: Marie Snell (Easement-$21 ,300) Acct#502-
51010-515 and Valuation Services (Appraisal-$500) Acct# 502-51010-505.
