HUTCHINS /<DI+ FROM: DATE: NOVEMBER 5, 2002 RE: CHANGE OF LIQUID CLASSIFICATION IN THE OIL STORAGE ROOM AT THE ADELMANN DRIVE MAINTINENCE CENTER The present hazardous liquid storage room in the Maintenance Center appears to have been originally designed for the storage of Class I flammable liquids. The electrical equipment installed is classified as Class I division 1. The cities staff proposal is to change the use of the storage room to store a less hazardous liquid. Presently the space is not heated and the stored lubricating oils do not dispense properly because of the viscosity of the liquid is low caused by low tempatures in the room. The staff would like to insulate and heat the space. Also planned is to eliminate the ventilation in the room. The Material Safety Data Sheet (MSDS) information received from the cities supplier of the stored lubricants, McCollister and Company, indicate that the five products supplied to the city are all lubricating oils. The lubricating oils are classified as class III-B combustible liquids as per the 1997 Uniform Fire Code Table 7901.1-A. The quantity stored in the room is less than prescribed in Table 3-D "Exempt Amounts of Hazardous Materials Presenting a Physical Hazard Maximum Quantities per Control Area" of the 1997 Uniform Building Code. The resulting less hazardous occupancy would be the same as the major use of the surrounding occupancy which is a type S-3 vehicle storage occupancy. The city building inspection department requires that a building permit be obtained for the reclassification of the storage room. There are two requirements of the permit: a placard stating that " Only Class III-B liquids to be stored in this room ". Also an electrical permit from the State of Minnesota must be obtained. I have talked to Melinda Sampson of the Minnesota State Board of Electricity and State of Minnesota Electrical Inspector Walt Lusian indicating the proposed change. In their opinion, Class I division 2 electrical equipment would be required to be installed in this type of storage room.
