This is to inform you that the plan revisions contained in Proposal Request Nos. 12 and 18, and
Supplemental Instructions No.9 have been approved by the Minnesota Department of Labor and
Industry with the following provisions:
1. Both compartments of the prep sink must be protected from sewage backup by a tell-tale
floor drain (see Minnesota Rules, part 4715.1390, subpart 2). Both drains serving the prep
sink may be served by a common floor drain provided the floor drain is located on the
dedicated sink drain branch, upstream of the main.
2. A reduced pressure zone (RPZ) backflow preventer is required for the potable water
connection to the boiler only when a direct connection is made to the potable water
distribution system in the building (see Minnesota Rules, part 4715.2110, A). The boiler
may be filled using a break tank where an air gap is provided.
A copy of the referenced memorandum from Anderson-Johnson does not appear to have been
included in the submittal, and therefore is not included in the scope of this letter. If you have any

amendmcnts thc 2000 International Building Codc (mC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341. Also rcquirements of the 2003 Minnesota State Fire
Code (MSFC) which adopted with amendmcnts the 2000 International Fire Code (IFC) and
excerpts from the National Fire Protcction Association (NFP A).

The Engineering Department has reviewed the site plan for the subject project and we
have the following comments:
1. Provide drawings signed by a registered Professional Engineer. Remove the not
for construction note on the plans. It appears that multiple drawings have been
issued for this project. Once all the comments have been addressed the final
construction drawings must be issued to all parties involved in this project. Due
to the changes in the plans, the Watershed District may have to amend their
permit for this project.
2. Provide contact information for the person responsible for the erosion control on
the project. Place the contact information on the plans.
3. Show the NWL, HWL, and OHWL information for Jeffer's Pond on the plans.
4. Show existing pipe and elevations for eSAH 21 storm sewer. It appears that the
existing storm sewer information was deleted.
5. The slope of the proposed storm sewer to pond 1 P must have slope and have
the same capacity as the existing system. Revise the pipe slope and provide a
calculation to show the capacities of the existing system and proposed.
Proposed capacity must equal or exceed existing pipe capacity.
6. Provide a detail for the storm sewer manholes and a detail for oes 1.
7. Show existing invert elevations for FES 3 and OCS 1.
8. Provide walker method calculations for pond 1 P per City design standards.
9. A drainage and utility easement is necessary for pond 1 P and downstream
piping. Show easement on the plans and provide easement documents which
are recorded with the County.

RE: Site plan review for Jeffers Pond Elementary School
Following are the results of the preliminary Site plan review for the Jeffers Pond
Elementary School building. Our review was based on the Minnesota State Building
Code (MSBC) which adopted with amendments the 2000 International Building Code
(IBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341. Also
requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with
amendments the 2000 International Fire Code (IFC).
1. Complete a Building Code analysis. mc Chapter 5. Include the following:
a. Occupancy Classification.
b. Type of Construction.
c. Location on Property.
d. Allowable Floor Area.
e. Height and Number of stories.

20 feet deep. MSBC 1341.0428 Subpart 6.
~. Install No Parking - Fire Lane sign at fire hydrant # 5.
This is a site review only on preliminary plans. Other code items will be addressed when
the final plans are submitted. The building plans must be reviewed by the Cities
J :\BUILDING\LETRMEMO\ISD719\Jefferspondsite.DOC
Developmental Review Committee (DRC) which consists of representatives of Planning,
Engineering, Parks, Finance, and Building Departments. The DRC must approve the site
plans before a building permit can be issued.

Background:
Because every child has a right to an education, sometimes special need children with behavioral
or emotional problems may be mainstreamed within the education system. On occasion, some of
these individuals require placement within special seclusion rooms that provide the student with
protection from potential self-inflicted hann as well as providing for the protection of other
students andlor staff at the facility. In these circumstances, conventional fonDS of locking
allowed under the International Building Code do not sufficiently address this need.
Policy:
When a seclusion (time out) room is proposed to be locked within an educational occupancy, all
of the following requirements shall be met:
1. Compliance with Minnesota Rule 7510.3580 Subpart 4 which amends
Sec.1003.3.1.8.5 of the 2000 International Fire Code,
2. The room(s) shall be located on a floor that provides direct grade level access
when located in buildings or portions thereof consisting of non-rated construction,
and
3. The egress-control device (locking mechanism) shall be capable of being
deactivated by a signal from a switch located in an approved location.

Background:
The building code makes two specific references to construction prerequisites that m3Ildate a
building component to resist or limit the passage of smoke (IBe Sec. 302.1.1.1 & 407.3).
However, no definitive criterion has been provided to evaluate construction for compliance with
these provisions. As a result, a policy is needed to ensure consistent enforcement. This policy
was developed with concurrence from the State Fire Marshal office and Pacility Provider's
Division of the State Health Department
Policy:
The following is considered meeting the requirements of either mc See. 302.1.1.1 Incidental
Use Separation (to resist the passage of smoke) or me Sec. 407.3 group 1-2 Corridor Walls
(to limit the passage of SlIlOke):
1. For penetrations of walls if the annular space around the penetrating items do not
exceed y.. inch, then no approved sealant is required. For annular spaces in excess
of y.. inch, an approved smoke sealant shall be used
2. At the termination of a wall to the floor or deck above if the space does not
exceed 112 -inch, then mineral wool, fire safing, or similar approved material is
pennitted. For gaps in excess of 12 inch, an approved smoke sealant shall be used
3. Transfer ducts and transfer grills or louvers shall not be permitted in the walls
unless protected with an approved smoke damper.
4. Smoke gasketing is not required so long as the door is relatively tight-fitting.

Background:
The 2000 edition of the International Building Code (lBC) requires that storage rooms in excess
of100 sq.ft. be separated from other areas of the building by a one-hour fire barrier. In the 2003
edition, this changes to allow fire suppression; either thraughout or in the room only, to be
substituted in lieu of the fire barrier. Since one of the charging responsibilities of this division is
to provide a reasonable degree oflife safety at a minimum cost and the division is preparing to
evaluate the 2003 edition for adoption, the division will recognize such a sprinkler system as
providing equivalent compliance.
Policy:
For the purposes ofIBC Sec.302.1.1 and Table 302.1.1 Incidental Use Areas, the statement,
uorprovide automatic fire-extinguishing system." shall apply to the separation requirement for
"Storage rooms over 100 square feet."
This provision does not apply to control rooms as defined in !Be Sec. 414.2.

Background:
One of the amendments made to the 2000 edition of the International Building Code (IBC) for
the 2003 State Building Code, was a mandate that elevator hoistway openings not protected by
an elevator lobby, be provided with an approved smoke-and draft-control assembly (reference
SBC 1305.0707 & 1305.0714). The concern behind the amendment was the protection of
occupants from vertical migration of smoke in multistory buildings. Concern has since been
raised from the division's Elevator Safety Section, over the potential for occupants to become
trapped in the elevator by these mandated elevator hoistway opening protectives. The fear is that
under a general alarm condition, these devices could close with people still in the elevator on
non-fire floors. Therefore, this policy is necessary to clarify the intent of the amendment and
abate the concerns of our Elevator Safety Section.
Policy:
Activation of the automatic-closing openingprotectives required under SBe 1305.0707 subpart 1
for elevator hoistway openings, shall be by an approved dedicated smoke detector. This
detector:
a) shall be located in the immediate vicinity of the opening protective it serves suoh as
within the elevator lobby or area surrounded by the elevator draft-curtain required by
SBC 1307.0045 subpart 3,
b) shall be installed in accordance with the manufacture's installation instructions for the
opening protective, and
c) may be connected with the local recall detector serving the affected elevator.

SCOPE: This review is limited to the design oftms particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the proj eet. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be ~aken to insure that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be
covcn:d prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, ofthe code.
A manometer test, as specified in Minnesota Rules, part 4715.2820, subpillt 3, is required at the time of the
finished plwnbing inspection. It is the responsibility of the contractorlinstal1er to notify the Minnesota
Department of Labor and Industry when an installation for a state contract job, licensed facility, or project in an
area where there is no local administrative authority is ready for an inspection and test. To schedule inspections,
contact the state plumbing standards representative for your region, or call Jim Peterson at 651/284-5889.
REQUIREMENT(S):
1. Using Minnesota Rules, part 4715.2710, portions of the stann drainage system appear to be undersized, or
with slopes not labeled on the drawings:
a. The 4-inch horizontal overflow leader near Grid K-ll on Sheet Ml.21, which appears to serve 2,536
square feet of roof area, must be pitched at v,,-inch per foot or be at least 5 inches in size.
b. The 4-inch horizontal rainwater lcadernear Grid K-9.9 on Sheet M1.21, which appears to serve 2,220
square feet of roof area, must be pitched at ~-inch per foot or be at least 5 inches in size.
c. The 4-inch horizontal overflow leader near Grid D-10.5, which appear:;; to serve 2,190 square feet of
roof area, must be pitched at ~-inch per foot or be at least 5 inches in size.
d. The 5-inchhorizontal rainwater leader near Grid E.3-4.5 on Sheet Ml.22, which appears to serve 5,9 J 3

2. The 4-inch building drain near Gridline H on Sheet M 1.0 1 must be pitched at '/..-inch per foot or be at least 5
inches in size at the branch connection near Room No. 150A (see Minnesota Rules, part 4715.2310).
3. All pot, scullery, food prep, and bar sinks must be directly connected to the drainage system. Each such
sink must be provided with a floor drain on the horizontal drainage branch serving the sink alone, upstream
of any other waste connections. This floor drain must not be equipped with a backwater valve (see
Minnesota Rules, part 4715.1390, subpart 2). This shall include the work counter sink #28 and the prep sink
#13.
4. Grease interceptors should be installed only where required by the local jurisdiction. If a grease interceptor
is required by the local jurisdiction, it must be constructed and installed in accordance with Minnesota
Rules, part 4715.1110. The following items must be included in the construction of the grease interceptor:
a. The interceptor must have a grease retention capacity, in pounds of grease, of at least twice the flow-
through rate, in gallons per minute.
b. The interceptor installation shall be capable of passing the final manometer test.
It is recommended that the floor drain required for the three~compartment sink be installed on the discharge
line of the grease interceptor, upstream of the connection to the 3-inch main waste line. If the floor drain is
installed upstream of the interceptor, the flow control may cause waste from the sink to be discharged to the
floor through the floor drain.
5. Drinking fountain bubblers provided at the classroom sinks must be provided with an 18-inch separation
minimum from any other faucet spout (see Minnesota Rules, part 4715.1260).
6. The lower levellavatol)' waste in Drawing B41M5.02 must enter the stack below the water closet vent
connection.
7. The hose reels must be provided with pressure-type \'acuum breakers as a minimum (see Minnesota Rules,
part 4715.2100).
8. The vent pipe opening from a soil or waste pipe may not be below the weir of the trap. The fixture drain
lines must connect to the vertical sanitary drain with a tee connection rather than a wye connection as
indicated in the waste and vent riser diagrams (see Minnesota Rules, part 4715.2620, subpart 2).
9. Double wyes may not be used for drainage fittings in the horizontal position (see Minnesota Rules,
part 4715.2420, subpart 3). Proper pipe slope cannot be maintained on both of the offset branches.

10. The combination fire protection/domestIc water service shall comply with the backflow protection
requirements of AWWA-M14, Chapter 6 (1990) with the exception that thc following statement is deleted
from section 6.3: "At any time where the fire sprinkler piping is not an acceptable potable water system
material, there shall be a backflow:prevention assembly isolating the fire sprinkler system from the potable
water system."
11. The direct connection between a potable water supply and the la\'ffi irrigation system shall be provided with
an approved backilow preventer in accordance with Minnesota Rules, part 4715.2110, T, and
part 4715.2100.
Potable water connections to boiler feed water systems, cooling systems, or other liquid systems in which
water conditioning chemicals may be introduced shall be made through an air gap or be provided wit~
approved backflow preventer located in the potable waterline before the point where such chemicals a be
introduced (see Minnesota RuJes, part 4715.1940). The arrangement shown on Detail H31M5. 04 does no
comply. Potable water connections to commercial boilers must be made with a reduced pressure zone
(RPZ) backflow preventer when an air gap is not provided (see Minnesota Rules, part 4715.2110, A).
13. The gate: valve on the discharge line ofthe elevator sump must be located outside the sump (see Minnesota
Rules, part 4715.2440).
14. A horizontal separation of 10 feet must.be maintained between water service piping and any catch basin,
draintile, or sewer manhole (see Minnesota Rules, part 4715.1710, subpart 3).
15. All portions of storm sewer piping located within 10 feet of the building or water serviee piping must be
tested in accordance with Minnesota Rules, part 4715.2820.

16. Clcanouts must be provided at intervals nO,t to exceed 100 feet for sanitary sewers (see Minnesota Rules,
part 4715.1010). Manholes may be placed at intervals not to exceed 200 feet to meet the intent of this
requirement. Alternately, manholes may be placed at intervals greater than 200 feet if the owner contracts
with a cleaning company which retains equipment capable of cleaning over longer distances. A copy of the
contract must be provided to this office indicating the capabilities of the cleaning equipment prior to
installation.

17. A minimum horizontal separation of 10 feet must be maintlined between the water service and any sewer,
whenever possible. All underground sections of building drain and building sewer pipe located within
10 feet horizontally of underground water service pipe must be constructed in accordance with Minnesota
Rules, part 4715.1710, subpart 2.
18. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. Only
thermoplastic pipe materials may be tested hydrostatically (see Minnesota Rules, part 4715.2820, subpart 2).
NOTE(S):
1. The scope of this project consists of the construction of a new building. The plumbing installation includes
restrooms, classroom sinks, mop sinks, electric water coolers, emergency fIxtures, commercial kitchen
equipment, and an internal storm drainage system.
