This review is based on civil plans and building plans that were submitted on January 24, 2007. The
building plans must be reviewed by the Cities Developmental Review Committee (DRC) which consists
of representatives of Planning, Engineering, Parks, Finance, and Building Departments. The DRC must

Departments must also complete their review of the building permit application.

Following are the results of the second site plan review for the Premiere Dance building. Our review
was based on the Minnesota State Building Code (MSBC) which adopted with amendments the 2000
International Building Code (lBC) with handicap regulations of the Minnesota Accessibility Code
Chapter 1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with
amendments the 2000 International Fire Code (lFC). The numbered requirements correspond with the
March 30, 2006 Site plan review. Comments in italics have been added. Items with strikethroughs have
been addressed.
1. Complete a Building Code analysis. IBC Chapter 5. Include the following:

RE: 4616 Colorado street SE (Premiere Dance Academy Building)
Prior Lake, Scott County, Minnesota
As requested, site visits were made between March 29, and April 18,
2007 to evaluate/test soils, inspect forms and reinforcement for
footing placement, and review core-fill, bond beam and pilaster
placement within a commercial building. Previous inspections and
testing for construction were submitted per reports dated 3/26/07 and
4/19/07 (Ref: inspection conducted 4/16/07). A geotechnical report
#06019 dated June 14, 2006, per Allied Test Drilling Company, and
construction plans dated 2/13/07 as prepared by RLK Incorporated,
David Linner Architects, and L S Engineers were available for revieVi
prior to the inspections.
3/29/07 (2:00 P.M.):
Inspected bond beam placement (Ref: 4/S4) within the 16" CMU wall
sections at the north and east sections of the building. Configured
at 8" deep W/(2) #5 cant. Full wraps were provided at wall corners,
and where required, bar lap splice lengths exceeded 36 bar diameters.
Wall sections also included (1) vertical #5 at 32" D.C. at inside
face of wall. Observations made on bond beam and eMU Grout
installation, indicated satisfactory filling of the block cavities.
4/2/07 (1:36 P.M.):
Evaluated soils for footing placement for two parallel interior wall
sections extending from the rear (north) wall, and an adjoining
elevator pad. Soils observed at footing and pad elevation, consisted
of granular engineered fill. From the lower elevation of the
elevator excavation, dark soils were visible below the fill at the
south end of the east footing line (Grid 2.5-C). The area was
investigated by probes and a shovel, revealing a layer of organics,
which included a tree limb approximately 4 to 5 inches in diameter.
The area was excavated with a backhoe to approximately 3 1/2 to 4
feet in depth by 6 feet in length, to remove the unsuitable materials
and backfilled with on-sit~ granular engineered fill.
To evaluate the consolidation of the soils, a 5/8th inch diameter

smooth probe was utilized to penetrate the soils at random within the
two strip footing sections, which included the completed correction
zone, and the elevator pad excavation. With full body weight
applied, the probes indicated generally well consolidated soils,
however a increase in penetration indicating lower strength soils,
was noted within a isolated area at the southeast corner of the
elevator excavation.
To assess the relative loadbearing capacity of the soils, 2 dynamic
cone penetrometer tests were conducted at the base of the elevator
excavation. The dynamic cone penetrometer (DCP), uses a eight
kilogram (17.6 pound) hammer to drive a 20 millimeter diameter
conical point into the soil, with the penetration recorded in
millimeters per blow. From the DCP readings, a per blow, penetration
average was recorded and a N-value derived. This N-value, is an
empirical relationship we have established to equate the dynamic cone
data to the more familiar blows per foot (BPF) standard penetration
soil boring test.

Except for the referenced area in the SE corner of the elevator
excavation, the dynamic cone penetrometer tests indicated a bearing
capacity exceeding a minimum net allowable of 2000 PSF, per plan
sheet 83 (Footings and foundation structural Notes- item #1). In our
opinion this test represents soils, within acceptable bearing
capacity limits, for a isolated section of the excavation. We would
therefore not anticipate a compromise in the over all integrity of
the proposed elevator slab.
Reinforcement for the associated footings and slab were configured at
36" x 12" cont. r~/(2)-#5 & #5 bars transverse at 16" O.C., with the
pad, per plan schedule F5 (5' x 5' x 14" - with a single mat of (5) -
#5 bars each way. All reinforcement was of proper size, securely
wire tied at junctures, and elevated for 3" coverage. Wher-e
requir-ed, strip footing reinforcement was doweled to the previously
poured north footings.
4/3/07 (3:00 P.M.):
Reviewed installation of eMU placement at the east (north/south)
interior wall section and adjacent elevator wall construction.
Observations of the east wall indicated a minor eccentric loading
at the footing at the south end approximately 4' feet in length.

Measurements indicated the block face, at approximately 5" (minimum)
from the east edge of the footing. Based on the effected length and
the block to footing off-set, we would consider this constructed wall
section acceptable. vertical reinforcement had been completed per
plan 8-1 and 10/86 details with appropriate core-fill.
The elevator wall bond beam at the 5th block coarse was completed
with #5 bars cant. including full corner wraps and satisfactory lap
splices. A 16" x 16" pilaster (PI) had been construct.ed at the NE
corner of the elevator, W/(4) - #5 vertical, with #3 ties yet to be
installed. A soils evaluation was also conducted on a drain line
installed from the elevator pit drain, to a capture tank in the NW
section of the building. Probes indicated that the trench backfill
was well consolidated, with A DCP test conducted to assess bearing
capacity.

4/10/07 (9:20 P.M.):
Observations were made on the two interior parallel walls extending
from the rear (north) wall, (Ref centerline grid 2/A-C). The east and
west 8" block walls had been completed to the 7th and 13th coarse
respectively, with *5 vert rods at 4' a.c. and core fill completed.
Bond beam construction had been Gompleted including a lintel over
the door way at the west wall. Also reviewed the bond beam
placement for a free standing wall section within the southwest
section of the building. All reinforcement and bond beam/core-fill
grout was acceptable.
4/12/07 (1:00 P.M.):
Evaluated soils, forms and reinforcement for a interior pad at the NE
building corner, and two interior footing lines extending from the
west exterior wall. Soils indicated acceptable penetration when
probed at each location, with DCP tests conducted to assess bearing
capacity. The FS pad was properly dimensioned at 5' x 5' x 14" W/(5)
-#5 each way and included vertical reinforcement for a PI pilaster.
Strip footings were configured at 24" x 12' W/(2)-#S continuous. All
reinforcement was of proper diameter, wired tied and elevated for
proper coverage.

4/18/07 (1:44 P.M.):
Inspected reinforcement placed for bond beams, eMU wall sections and
integral PI pilaster within the southeast building corner. Bond
beams were configured as 2 - #5 cant. with full corner wraps and
splices exceeding minimum bar diameters. Vertical reinforcement
had been completed within block cores, and included 4 - #5
embedded bars for construction of the 16" x 16" pilaster, ref. grid
3-D. Soils, footing forms and reinforcement relative to the
referenced area of construction were reviewed by others from our
company on 4/16/07, and reported under separate cover.
In our opinion, the completed work was satisfactory and appropriate
for the application, and in compliance with the project plans or
accepted engineering standards.

On behalf of David Linner Architects, RLK Incorporated has prepared the enclosed water pressure
calculations for the Premiere Dance Academy project located at 4616 Colorado St. SE in Prior Lake,
Minnesota.
The pressures were calculated assuming a static pressure of 75 psi in the existing 6" watermain, one 6"
watermain connection (shared connection for building and hydrant), a building fire flow demand of 500
gpm, and a hydrant flow of 1000 gpm. Pressure losses in the pipe and fittings were calculated using the
Hazen- Williams equation. Based on the calculations the approximate pressures at the proposed building
and hydrant are 67 psi and 60 psi respectively.

As requested, a site visit was made on July 12, 2007 at 9=07 A.M. to
inspect steel frame work, and bolted connections within a commercial
building under con~truction. Construction pJans dat~d 2/13/07 as
prepared by RLK Incorporated, David Linner Architects, and L S Engineers
were available for review prior to the inspections.
A visual examination was made on structural members located between the
north perimeter wall and a south interior column., Ref plan 51 (Grid 2)
and a section eKtending bet~een the north and south perimeter yall (Grid
3). Configured as steel I-beam segments W16x26 and w16x45 (Grid 2) and
W1Sx35 and W16x31 (Grid 3), and supported by (3) 5" square tube columns
at each grid line. A additional element included a bolted 3/8" saddle
plate at the w16x45 beam section of grid 2, for support of a east/west
LVL lintel, ref. p1an detail L6.
The beam to beam and beam to column junctures ~ere completed with ASTM ~-
325 high strength bolts, with final tensioning observed during the
inspection. As break-off tension control type bolts ~7ere not used,
mating tension was checked with a calibrated foot pound torque wrench.
All junctures wer.e evaluated at a rate of SO to 100 percent for the in-
place fasteners, with all tests e~ceeding 100 to 125 foot pounds. Full
height 1/4" web stiffners (ref. detail 7-56) had been installeci and shop
fillet welded at beam framing over columns, ~ith all welds indicating
acceptable penetration, uith no porosity, or under cutting observed. The
bolted connections of the tube columns to support pads. were properly
tensioned, with a non-shrink grout applied betue~n the column base plate
and pad bearing surface, (ref. detail 3-53).
In our opinion, the completed uork was satisfactory and appropriate for
the application, and in compliance with the project plans or accepted
engineering standards.

The Minnesota Pollution Control Agency (MPCA) Petroleum Brownfields Program staff has reviewed
the following documents regarding your intent to manage petroleum contaminated soils at the above-
referenced site:
· "Development Response Action Plan and Construction Contingency Plan" dated
December ,18, 2006, prepared by Braun Intertec.
Based on the information provided, the MPCA staff are approving the above-referenced'plan including
the reuse of the identified petroleum impacted soils on-site as controlled fill as proposed in the plan with
the following modifications listed.

be acquired, if necessary.
4. For the purpose of soil disposal or re-use, clean soils are defined as soils with no detectable field
readings above background and analytical results of non-detect (maximum detection limit of 10).,
Soils that do not meet the definition may not be used at the discretion of the contractor.
5. Petroleum contaminated soils that exhibit PID headspace readings in "green space" areas should be
removed and properly managed. A minimum four-foot buffer of clean soil should exist in all "green
space" areas, along with a vegetative cover.

7. The MPCA requires a release site be investigated to define the extent and magnitude of petroleum
contamination. If not yet completed, you will be required to take the steps necessary to investigate
the release in accordance with MPCA guidance documents. This step includes a site investigation to
define the full extent and magnitude of soil and/or ground water contamination caused by the release.

Approval assumes that an implementation report will be provided to the MPCA summarizing the
voluntary cleanup work once completed. Itsubsequently obtained information indicates that the
proposed activities are inappropriate or inadequate, the MPCA may request modifications in the
proposed work. If the implementation report will not be submitted within six months of the date of this
letter, please notify the MPCA Petroleum Brownfields Program project manager on the status of your
development. If your response is not received MPCA staff will assume you do not intend to submit the
implementation report. In this event, DRAP approval may be revoked and the MPCA may pursue
additional actions as appropriate to protect public health and the environment.
This letter does not apply to other types of contamination. if present at the site. Approval of this plan
does not suggest that any of the costs incurred will be eligible for reimbursement from the PetroBoard. If
