ADVERTISEMENT FOR BIDS FOR THE PURCHASE AND INSTAllATION
OF A SECURITY FENCE AT THE PUBLIC WORKS MAINTENANCE

Introduction
The purpose of this agenda item is to seek City Council authorization to
advertise for bids for the purchase and installation of a security fence at the
Public Works Maintenance Facility.
Historv
In prior years, Public Works Maintenance Staff has had the ability to house all
equipment and attachments inside the Public Works Maintenance Facility
garage. This is no longer possible. In the summer of 2006, Maintenance Staff
installed a wood fence to screen stored equipment from CSAH 21, but the
fence does not afford effective security to our stored products or fuel facility.
Current Circumstances
Current equipment use and storage of equipment attachments require staff to
utilize outside storage as well as using the sand/salt storage facility (during the
summer) which provides shelter without security from outside sources. The
City's fuel island is also located in an unsecure area in the parking lot. With the
addition of Wells 8 and 9 located adjacent to the Public Works Maintenance
Facility City Staff recommends installation of a security fence at this time.
As part of the specifications, staff is proposing:
~ 798 lineal feet of brown coated 8 foot high chain link fence
~ One 10 foot double gate and
~ One 25 foot tilt-a-way gate.
Staff has attached a map as part of this agenda with the proposed installation
locations for the fence, double gate, service gates, tilt-a-way and the access
points for entrance to the Public Works Maintenance Facility and Wells 8 and
9.
The security fence will have an automatic tilt-a-way gate to allow access to the
fuel islands for all City departments when the Maintenance Facility is closed.
The gate will operate on the same security card system currently being used at
the City Hall/Police Station and being installed at the Fire Stations and the
Water Treatment Facility. The card reader system will accommodate access
for the Police, Fire, Engineering, Building Dept. and Public Works staff that
often need access to the fuel facility after hours.

ISSUES:
It is not unusual to find unauthorized persons on the maintenance property
evenings and weekends when no personnel are present. Because of the
added outdoor storage, fuel facility and wellhead security concerns the fence is
a worthwhile City investment.
The fence will require a City Building Permit. Public Works and the
Community Development & Natural Resources Department Staff have met and
are working on the appropriate approvals. Additionally the staff is currently
working on a Conditional-Use-Permit to ensure that any outside storage at the
Maintenance Facility is compliant with City Codes.
FINANCIAL
IMPACT:
$75,000.00 has been budgeted for the purchase and installation of the security
fence from the Utility Fund.
ALTERNATIVES:
1. Approve a resolution authorizing the advertisement for bids for the
purchase and installation of a security fence at the Public Works
Maintenance Facility.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

A RESOLUTION APPROVING AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR THE
PURCHASE AND INSTALLATION OF A SECURITY FENCE AT THE PUBLIC WORKS
MAINTENANCE FACILITY

WHEREAS, The growth of the Prior Lake community requires the use of multiple types of
equipment by Public Works Maintenance personnel; and
WHEREAS, The Public Works Maintenance Facility is no longer large enough to house all the
equipment used on a daily basis throughout the City of Prior Lake indoors; and
WHEREAS, The outside storage of equipment and attachments require protection and security from
outside sources; and
WHEREAS, There are no current items providing wellhead security surrounding Wells 8 and 9 or
the City fuel island located adjacent to the Public Works Maintenance Facility; and
WHEREAS, The 2008 - 2012 Capital Improvement Program which has been adopted, calls for the
installation of a security fence at the Public Works Maintenance Facility.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves a resolution approving the Plans and Specifications and authorizes the
advertisement for bids for the purchase and installation of a security fence to be located at the
Public Works
3. The funding for the purchase and installation of the security fence will be drawn from the Utility
Fund Account #601-49400-530.
