HomeMy WebLinkAbout9B - Construction Staking & Testing Proposals for 2008 Construction Projects AGENDA ITEM: DISCUSSION: CONSIDER APPROVAL OF TWO RESOLUTIONS: 1) ACCEPTING PROPOSALS AND AUTHORIZING BOLTON & MENK, INC TO PROVIDE CONSTRUCTION STAKING FOR 2008 CONSTRUCTION PROJECTS AND 2) ACCEPTING PROPOSALS AND AUTHORIZING BRAUN INTERTEC TO PROVIDE CONSTRUCTION TESTING FOR 2008 CONSTRUCTION PROJECTS Introduction The purpose of this agenda item is to accept the proposals for professional services related to construction staking and construction testing for the 2008 construction projects including Brooksville Hills Phase I Improvement project #08-011 and the Ida Circle Improvement Project #06-11. Historv On January 22, 2008, Council adopted Resolution 08-007 awarding a contract to S.M. Hentges for the Ida Circle Improvement Project #06-11. Before you tonight is award of a contract for the Brooksville Hills Phase I Improvement Project #08-011. These projects include storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, bituminous surfacing, raw water main and appurtenant work. The improvements require construction staking and construction testing of new City infrastructure. Current Circumstances Each of these projects will begin construction in the Spring of 2008. A mid-May construction start date is typical for these types of projects. Both projects will likely be under construction within the same timeframe. Construction Staking Staff has requested proposals from the four firms from our consultant pool for surveying services. They include: Bolton and Menk Inc., WSB and Associates, Probe Engineering, and MFRA. Each of these firms has a positive history of construction staking for the City of Prior Lake. The bids received by these firms are tabulated below: BMI MFRA WSB Probe $22,900.00 $24,700.00 $27,500.00 $31,248.00 The proposals received were each analyzed and City Staff is recommending that BMI perform the 2008 construction staking for the City of Prior Lake. BMI recently performed the initial construction surveying for the 2008 Brooksville Hills Improvement Project. This could increase the cost to a total that exceeds the base price. On the 2005 Improvement project, re-staking accounted for an additional 15% of the base price, which is typical for previous reconstruction projects. Construction Testing Staff has requested proposals from the three firms listed in the consultant pool for geotechnical services. They include: American Engineering Testing, Stork Twin City Testing, and Braun Intertec. Each of these firms has a positive history of construction testing in Prior Lake. The results are tabulated below: I Braun Intertec I Stork Twin City Testing American Engineering Testing $17,822.00 $17,896.00 $22,927.00 ISSUES: The proposals received were each reviewed using an estimated construction testing estimate. The number of tests actually performed could be less than the estimate or could exceed the estimate. For the purposes of evaluation, the consultant provided a unit price for each item listed in the estimated construction testing estimate. The results were analyzed and City Staff is recommending that Braun Intertec be selected to perform the 2008 construction testing for the City of Prior Lake. Braun Intertec is currently under contract to perform the testing at the water treatment facility and was the company that was used for the testing at City Hall. Construction staking must be done by or under the supervision of a registered land surveyor and thus qualifies as a professional service. The City of Prior Lake is not equipped or licensed to perform construction staking and testing for these projects. The staking and testing for these projects will be funded through assessments and tax levy. Staking and testing are necessary components of the indirect cost computation for these projects. The alternatives are as follows: 1. Approve two resolutions (1) accepting proposals and authorizing the Mayor and City Manager to execute the City's Standardized Contract for Professional Services with Bolton and Menk, Inc. (BMI) for 2008 construction staking. (2) accepting proposals and authorizing the Mayor and City Manager to execute the City's Standardized Contract for Professional Services with Braun Intertec for 2008 construction testing services. 2. Table the Resolution for a specific reason. 3. Deny the Resolution. TO PROVIDE CONSTRUCTION STAKING SERVICES FOR 2008 CONSTRUCTION PROJECTS Motion By: Second By: WHEREAS, Staking is a necessary service needed to properly install City infrastructure; and, WHEREAS, Construction staking is needed for the following projects: Brooksville Hills Phase I Improvement Project #08-011 and Ida Circle Improvement Project #06-11 ; and, WHEREAS, The City cannot cost effectively provide these services at its current staffing level. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services Agreement on behalf of the City. 3. Bolton and Menk, Inc. is hereby authorized to provide Construction Staking Services for the 2007 construction projects for a base price in the amount of $22,900.00. 4. Funding for these engineering services will be drawn from the Construction Fund Account #501- 48364-505 and 501-48362-505. PASSED AND ADOPTED THIS 7TH DAY OF APRIL 2008. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute the City's Standard Professional Services Agreement on behalf of the City. 3. Braun Intertec is hereby authorized to provide Construction Testing Services for the 2008 construction projects for a base price in the amount of $17,822.00 and the unit pricing rates shown in the proposal and attached to the City's Standard Professional Services Contract. 4.
