Frank Boyles, City Manage~ ^' ' Consider Approval of a Reso ution Urging the Minnesota House, Senate and Governor Pawlenty to Support the Capital Bonding Request Submitted by Scott County for the S.C.A.L.E. Regional Public Safety Training Facility. Introduction The purpose of this agenda item is to request that the City Council adopt a resolution encouraging the State Legislature and Governor to provide bonding assistance to assist the S.C.A.L.E. Regional Public Safety Training Facility. Historv The construction of Phase I of the S.C.A.L.E. Regional Public Safety Training Facility is underway and expected for completion this spring. The funds for the improvement project were derived primarily from the County and other S.C.A.L.E. members. One Million dollars ($1,000,000) was provided by the State of Minnesota from last year's funding bill. While the 2007 Governor's bond allocation did not include the $1 million, our legislative delegation and particularly Representative Laura Brod, successfully worked for its inclusion. This year's Governor's proposal did not include a $3.2 million request for Phase II construction. The Senate Capital Investment Committee has included $1 million in their bill. The House bill does not include an allocation either. A $1 million allocation for Phase II will allow for the purchase of a driving simulator for public safety and public works vehicles, and the addition of simulators to the fire tower. Both are critical components. Current Circumstances The Mayor is the Chair of the S.C.A.L.E. Regional Public Safety Training Facility Board of Directors. Jack has e-mailed the attached letter to Governor Pawlenty, and Republican and Democratic leadership, as well as all members of the Senate and House Capital'nvestment Committees. Scott County has already adopted and forwarded the attached resolution to the appropriate parties as requested by the Board of Directors. All other cities in S.C.A.L.E. are being asked to do the same thing. M:\COUNCIL\AGENDA REPORTS\2008\040708 SCALE Training FaCility Funding SupportDOC RESOLUTION OS-xxx A RESOLUTION URGING THE HOUSE, SENATE AND GOVERNOR PAWLENTY TO SUPPORT THE CAPITAL BONDING REQUEST SUBMITTED BY SCOTT COUNTY FOR THE S.C.A.L.E. REGIONAL PUBLIC SAFETY TRAINING FACILITY. Motion By: Second By: WHEREAS, the Scott County Association for Leadership and Efficiency (SCALE) is a cooperative organization established to promote cost effective cooperation between county, tribal, city, township, school district, and public utilities; and WHEREAS, in 2004 SCALE initiated the development of the SCALE Regional Public Safety Training Facility through the collective allocation of more than $7.5 million contributed from SCALE participating agencies; and WHEREAS, in 2006 Scott County requested, on behalf of SCALE, $4.2 million from the State of Minnesota in capital investment ("bonding") dollars for the SCALE Regional Public Safety Training Facility; and WHEREAS, the State of Minnesota provided one million dollars in funding as a part of its 2006 capital investments bill for the first phase of development of the facility; and WHEREAS, the second phase improvements to the Facility are critical to the successful investment of these public funds; and WHEREAS, in 2008, Scott County requested on behalf of SCALE, the remaining $3.2 million from the State in capital investment dollars for the Phase II improvements; and WHEREAS, the Senate Capital Investment Committee has included a reduced amount of $1 million in their bonding recommendations; and WHEREAS, the $1 million contribution will enable SCALE to include driving simulators for public safety and public works vehicles of all sizes as well as fire simulator enhancements which are critical training components for this Regional Public Safety Training Facility; and WHEREAS, these additions are improvements available to all users of the facility from the Twin City metropolitan area, the State of Minnesota, the Midwest region, and the nation. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The legislative delegation of Prior Lake and its tribal community and school district is urged in the strongest possible way to actively support the one million dollar investment in the SCALE Regional Public Safety Training Facility currently included in the Senate capital investment (bonding) bill. The Chairs of the House and Senate capital investment committees, as well as the legislative members who have been named to the conference committee, are urged to support this contribution to ensure the continued development of this much-needed training resource for public safety providers within this region. 4. The Governor is asked for his support of this contribution to assure the continued development of the SCALE Regional Public Safety Training Facility to better serve the governments and residents of Minnesota, the five-state region, and the nation.
