To Whom It May Concern:
The City of Prior Lake's Zoning Ordinance allows for single family dwellings in the C-1,
Conservation zoning district. The minimum lot requirement is 10 acres (see
attachments).
If the property owner wanted to develop their property into a residential subdivision, then
a rezoning of the property would be necessary. There are several residential zones in the
city, with the most common being the R-1 Suburban Residential District. Under the
Subdivision Ordinance, the developer would be required to provide water and sewer
service by connecting to the existing community system (see attachment).
In summary, if the property is being platted, the utility connections are required (see
attached ordinance). For property of this type to be subdivided, it must be rezoned first.
In regards to the specific property located at 15940 Arctic Circle, Prior Lake, MN, the
city does not have any applications for rezoning this property in process of review.

3.1
PERMITTED USES: The permitted uses for each district are listed below. Accessory
uses and essential services are also permitted.
3.2
CONDITIONAL USES: The City Council may authorize conditional uses as specified
below and others similar in nature, which will not be detrimental to the integrity of the
districts, if all of the conditions and provisions of Section 7 are met.

6-7-5: STREET LIGHTING: Street lighting shall be provided to
conform with standards as adopted by the Council. (Ord.
87-10,8-17-87)
6-7-6: STREETS: The full width of the right of way of each street
dedicated in the plat shall be graded. All streets shall be
constructed in accordance with the "Public Works Design Manual". (Ord.
87-10,8-17-87)
6-7-7: CURB AND GUTTER: A concrete curb and gutter shall be
installed on both sides of each street dedicated in the plat
where curb and gutter are required. Concrete curb and gutter shall be
required on both sides of each street in all subdivisions. (Ord. 87-10,
8-17-87)
6-7-8: WATER SUPPLY: Watermains shall be provided to serve the
subdivision by extension of an existing community system.
Water shall be supplied to each lot. Service connections shall be stubbed to
the property line and fire hydrants shall be provided as required by the City
Engineer. The design of the water system shall be in accordance with the
"Public Works Design Manual". (Ord. 87-10, 8-17-87)
6-7-9: SANITARY SEWER: Sanitary sewer mains and service
connections shall be installed to serve all lots and
interconnected with the public system. Lots that are buildable that do not
have public sewer available shall have on-site sewage disposal system for
each lot. Such system shall be properly located and documented on a site
plan furnished to the City Building Official. Percolation tests from the site
conducted by a registered individual in Scott County shall be submitted to
the Building Official. (Ord. 87-10, 8-17-87)
6-7-10: DRAINAGE:
(A) A drainage system as approved by the City Engineer shall be
provided.
(B) Storm water detention facilities constructed in the City shall be
designed according to the standards reflected in the 1989 edition of
the MPCA publication "Protecting Water Quality in Urban Areas", and
