I have reviewed the proposed floor plan for the addition of office space to the
Scott Rice warehouse. This does not appear to involve any exterior alterations.
However, the addition of offices does trigger a change in the parking
requirements. According to my calculations, the existing warehouse use requires
13 parking spaces. With the addition of the office space, 17 spaces are required
for this use. In order to obtain building permit for this alteration, the property
owner must provide a surveyor a site plan identifying the parking on the site and
the number of spaces. Ifthere are less than 17 existing spaces, the property owner
must provide the required parking. Alteration of the parking lot will require that it
meet current ordinance requirements, including paving.

Following are the results of the preliminary plan review for Scott Rice Telephone 2001
Office Addition located at 5786 Credit River Road. Our comments are based on the
Minnesota State Building Code (MSBC) which adopted with amendments the 1997
Uniform Building Code (UBC) with handicap regulations of the Minnesota Accessibility
Code Chapter 1341, Also requirements of the 1998 Minnesota State Fire Code (MSFC)
which adopted with amendments the 1997 Uniform Fire Code (UFC),
1, Submit signed architectural, structural plans, and a Certificate of Surveyor a Site Plan
indicating parking stalls,
2, If structural alterations are made, the alteration must be designed by a Structural
Engineer registered in the State of Minnesota, Minnesota Statutes 1800,5200.If storage
is proposed for above office space, floor must be designed for load, UBC Table l6-A
#18,
3. Meet energy code requirements for the heated office space, MSBC 7676,
4, Ventilation for the building must meet UBC chapter 12, Provide 15 CFM of ventilation
per occupant in the building.
5, Submit a Heating, Ventilation, Air-conditioning (HV AC) plan signed by a Mechanical
Engineer Registered in the State of Minnesota, May be submitted at a later date, A
mechanical permit is required. A Plumbing permit may be required, An Electrical
permit is required from the Minnesota State Board of Electricity.
6, Provide on plan emergency lighting and exit signs, UBC 1003.2,8,

8, Provide a Handicap (HDCP) accessible route to a HDCP accessible toilet facility, The
accessible route to the primary functions area shall include toilet facilities serving the
area of primary function, Exceptions: 1. The costs of providing the accessible route
need not exceed 20 percent of the costs of the alterations affecting the area of primary
function. UBC All12,l.2, In other words, if the alterations that will be done on the
building are at a cost, 20 percent of that cost shall be applied towards upgrading the
toilet facilitates. It does not appear that a large amount of moneys will be needed to
upgrade the building, Some of the 20 percent of the moneys could be used for such
items as grab bars, HDCP toilet, HDCP lavatory with a lever handle, and or a 5 foot
turning radius in the toilet room,
9. Provide minimum of one HDCP parking stall and sign, Number will depend on amount
of parking stalls required by Planning Dept. MSBC 1341.0403 Item E, Subitem 1.
10, With the increased use of the septic system, provide documentation indicating system
meets all current Scott County Individual Sewage Treatment System (ISTS)
requirements,

Following are the results of the preliminary plan review for Scott Rice Telephone 2001
Office Addition located at 5786 Credit River Road. Our comments are based on the
Minnesota State Building Code (MSBC) which adopted with amendments the 1997
Uniform Building Code (UBC) with handicap regulations of the Minnesota Accessibility
Code Chapter 1341. Also requirements of the 1998 Minnesota State Fire Code (MSFC)
which adopted with amendments the 1997 Uniform Fire Code (UFC),
1, Submit signed architectural, structural plans, and a Certificate of Surveyor a Site Plan
indicating parking stalls.
2, If structural alterations are made, the alteration must be designed by a Structural
Engineer registered in the State of Minnesota, Minnesota Statutes 1800.5200.If storage
is proposed for above office space, floor must be designed for load. UBC Table 16-A
#18,
3, Meet energy code requirements for the heated office space, MSBC 7676,
4, Ventilation for the building must meet UBC chapter 12, Provide 15 CFM of ventilation
per occupant in the building,

I have reviewed the proposed floor plan for the addition of office space to the
Scott Rice warehouse. This does not appear to involve any exterior alterations.
However, the addition of offices does trigger a change in the parking
requirements. According to my calculations, the existing warehouse use requires
13 parking spaces. With the addition of the office space, 17 spaces are required
for this use. In order to obtain building permit for this alteration, the property
owner must provide a surveyor a site plan identifying the parking on the site and
the number of spaces. If there are less than 17 existing spaces, the property owner
must provide the required parking. Alteration of the parking lot will require that it
meet current ordinance requirements, including paving,
