HomeMy WebLinkAbout5H - AFB for 2008 Sewer Lining Project MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CONCLUSION: ISSUES: 4646 Dakota Street S.E. Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT APRIL 21,2008 5H CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE 2008 SEWER LINING PROJECT Introduction The purpose of this agenda item is to seek City Council authorization to advertise for bids for the 2008 Sewer Lining project. Historv Annually the City of Prior Lake uses a process called slip-lining to repair existing sanitary sewers. This method allows the City to repair sewers without excavating the street or yard areas. A resin liner is installed within the existing clay sewer pipes. This liner provides pipe integrity, increased flow capacity while providing a water tight sewer line. The lining of existing sewers using this method is extremely cost effective and important to the City's preventative maintenance program. These repairs substantially extend the life of the sewer system while reducing inflow and infiltration in to the City's sanitary sewer which can increase wear on lift station pumps and increases the City's costs for sewage treatment by the Met Council. Current Circumstances The 2008 Sewer Utility Fund Budget includes $100,000 for sewer lining. In addition to that funding the Met Council has asked the City to undertake $37,500 in lining repairs as part of Amendment NO.1 to the Interceptor Transfer Agreement which is item 51 on tonight's agenda. The Met Council will reimburse the City for those repairs as part of that Agreement. For 2008 City Staff proposes to line 1,800 feet of 8" sanitary sewer located in Village Lake Drive and the Jordan Avenue/Franklin Trail easement area. As discussed the City also proposes to line 377 feet of 30" sanitary sewer in Park Avenue for the Met Council. The proposed repairs are necessary and important to maintaining the integrity of the City's sanitary sewer system and reducing costs associated with groundwater infiltration in to the City's system. Failure to continue to line sewers will result in substantial repairs that will require costly excavation in existing City Streets and increased sewage treatment costs from the Met Council. While the exact life expectancy of lined sewers is unknown the City expects them to last 50 years or more if the correct methods are used.
