CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR
AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES CONTRACT FOR 2008-2009 STORMWATER
PLANNING.
Introduction
The purpose of this agenda item is for the City Council to approve a resolution
authorizing the Mayor and City Manager to execute the City's standard
agreement for professional services with Bonestroo Inc.
Historv
On March 3, 2008 the City Council authorized a Request for Proposals (RFP)
for 2008-2009 Stormwater planning. The objectives of the planning process
had two parts and were described as; first, to create a plan for capital
improvement of, and redevelopment standards for stormwater management
systems in the downtown area of Prior Lake to and second, create a plan for
stormwater management for the Markley Lake sub-watershed.
Current Circumstances
As described, staff sent out a request for proposals for professional service to
three consulting engineering firms with experience with water resources in the
City of Prior Lake; Bonestroo, Barr Engineering and WSB and Associates.
Each firm submitted proposals detailing their plan to meet the requirements of
the RFP. The proposals had some variation in technical methods, required
hours, project communication and deliverable final product, but each was
judged sufficient to meet the minimum requirements set forth in the RFP.
Costs estimates were very competitive for Part B, the Markley Lake portion,
and varied widely for Part A, the downtown portion of the study.
The proposal from Bonestroo is recommended for the following reasons:
Existing model interoperability, prior experience, project understanding, and
value.
The modeling and analysis proposed by Bonestroo will build off the current city
XP-SWMM hydrological model that was created for the current Surface Water
Management Plan. Building off an existing model insures that newly compiled
information is in a standard and usable form in the future. Prior experience of
the project team proposed by Bonestroo encompasses all disciplines required
for the 2008-2009 planning project; most importantly, experience with
innovative urban practices for stormwater management. The project
understanding shown in the recommended proposal is thorough in scope and
presents the City with good value for it investment.

ISSUES:
Because the Lakes in the City are culturally and economically vital to its
citizen, the City holds the protection if it's water resource paramount. The goal
of 2008-2009 stormwater planning process is to thoughtfully guide upstream
development with the goal to preserve and improve water quality and
management.
FINANCIAL
IMPACT:
The 2008 City budget contains $32,500 for professional services for the study
and planning of both the Markley Lake and Downtown area subwatersheds. It
was anticipated that the two studies would cost more than the budgeted
amount and the second phase of the study would be timed such that remaining
cost in excess of the 2008 budgeted amount will be incurred under the 2009
budget.

The discount associated with the Bonestroo proposal was contingent on the
awarding of both parts A and B. By awarding the contract for both parts A
and B the City will be able to take advantage of the discounted price.
Staff has reviewed the Water Quality Fund balance and the additional $2,500
needed to complete both parts A and B under one contract is available. Staff
believes the studies are important and the opportunity to complete both this
year is beneficial to the City's planning efforts around Markley Lake.
Since this purchase is considered a professional service under the Uniform
Municipal Contracting Law the City may consider other factors in addition to
price, however in this case the lowest quoted price was chosen.
ALTERNATIVES:
1. Approve a resolution authorizing the Mayor and City Manager to execute
the City's standardized agreement for professional services.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.

A RESOLUTION AWARDING THE CITY'S STANDARDIZED CONTRACT FOR
PROFESSIONAL SERVICES FOR 2008-2009 STORMWATER PLANNING

WHEREAS, The City of Prior Lake has long held the protection of its water resources paramount;
and,
WHEREAS, The lakes in the City are culturally and economically vital to its people; and,
WHEREAS, The City wishes to plan for the preservation and improvement of it's water resources
as part of potential downtown and industrial park redevelopment; and,
WHEREAS, The City requested proposals from three consulting engineering firms with experience
in the City and water resources; and,
WHEREAS, Bonestroo, Inc was recommended by City Staff as having the most competitive
proposal in terms maximizing benefit and minimizing cost to the City; and,
WHEREAS, Bonestroo's total proposed cost is $34,972.00; and,
WHEREAS, The City budgeted $32,500 for the studies for 2008, however the required additional
funding is available in the Water Quality Fund.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are herby authorized to execute the City's standardized contract with
WSB and Associates, Inc. for professional services for an amount not to exceed $34,972.00.
3. Funding for the studies shall come from the Water Quality Fund Account #49420-314.
