CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING PURCHASE OF
TREES FOR CR 21/82 RESTORATION
Introduction
The purpose of this agenda item is for the City Council to authorize the purchase
of trees for restoration along CR 21 and CR 82.
Historv
As part of the CR 21 and CR 82 projects numerous trees were removed. During
the project plan and 2006 CIP approval the Council directed staff to replace as
many trees as feasible in the corridor after construction. The projects removed
40-50 significant trees.
Current Circumstances
The projects have been completed to a point where restoration can begin this
spring. Unfortunately due to the location of existing utilities within the roadway
corridors and limited areas that will not be impacted by future
developmenUprojects the City can only replace about 30 trees in the corridor. It
should be noted that the City did salvage and relocate about 12 large diameter
trees from the CR 21 project corridor, These trees were installed at the
maintenance center, Enclave Park, Police Station site and the intersection of CR
21/Highland Avenue.
Staff requests authorization to purchase 30 trees for a cost not to exceed $7,800
for installation in the corridor. Staff has identified the areas along CR 21 near
Windsor Lane and on CR 82 along the retaining wall at Bay Knolls Drive.
Additionally on May 7, 2007 the City Council approved resolution 07-090 an
easement agreement with the Schneider Property to replace trees for an amount
not to exceed $2,200, The easement was needed to realign the existing trail due
to the CR 21 project.
Due to limited room, existing utilities, existing trees and future improvements there
is a very limited area that trees can be replanted in.
Because the tree replacement is due to the improvements made to CR 21 and CR
82 funding should come from the Street Oversize fund.
The alternatives are as follows:
1. Approve a resolution authorizing the purchase of trees for the CR 21/82
restoration and Schneider Easement for an amount not to exceed $10,000,
2. Deny this item for a specific reason and provide Staff with direction.
3. Table this item until some date in the future.

A RESOLUTION APPROVING THE PURCHASE OF TREES FOR CR 21 AND CR 82 RESTORATION

WHEREAS, The CR 21 and 82 projects removed trees as part of the project; and
WHEREAS, Staff was directed as part of plan approval and the 2006 CIP process to replace trees
as part of the project; and
WHEREAS, The City Council approved the easement agreement on May 7,2007 with the
Schneider Property for replacement of trees; and
WHEREAS, The projects are at a point this spring where tree replacement is warranted; and
WHEREAS, The costs for replacement of the CR 21/CR 82 and Schneider easement trees (38) is
$10,000.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized to purchase and install trees for an amount not to exceed $10,000.
3. Funding for the trees shall come from Street Oversize Fund account #503-80206-530.
