All applications will be reviewed by the Development Review Committee (DRC). The ORC
Coordinator will notify the Applicant as to any additional information or modifications needed.
Site Plans, which have no variance or conditional use permit requirements, may be
administratively approved. Site Plans requiring a variance or other possible applications will
automatically be scheduled for a Planning Commission Public Hearing when it has been verified
that the application is complete. Items will be scheduled before the City Council, by the City
Manager, upon receipt of the Planning Commission Recorrunendation.

NOTICE OF ADMINISTRATIVE LAND DIVISION
The Prior Lake Planning Department has received an application from the City of Prior
Lake to consider an Administrative Land Division for the property located South of
County Road 21, North of Cottonwood Lane and West of Adelman Street. The proposal
is to subdivide part of Lot 1, Block 1, Waterfront Passage Addition, Scott County,
Minnesota, in order to create two lots, as shown on the attached survey reduction.
Section 6-1-3 of the Prior Lake Subdivision Ordinance allows property to be subdivided
under the following circumstances:
1. The division of the property will not result in more than three parcels.
2. The property to be subdivided is a lot of record in the office of the County Recorder
of Scott County.
3. The resulting parcels generally conform to the shape and area of existing or
anticipated land subdivisions in the surrounding areas.
4. The division will not cause any structure to be in violation of setbacks.
5. Any easements which may be required by the City must be granted.
6. The owners of land contiguous to the parcel must be notified in writing, and W!
written objection received within ten d~ys following notification.
Oral and written comments will be accepted by the City Council. Written comments
should be submitted to the Planning Department by June 10, 1996. For more

Award Printing Building Permit
The Business Park Review Committee has completed its review of the Award Printing
Site Plan and Building Plans. This permit may proceed, with the following corrections:
1. A lighting plan for the site must be provided. Lighting fixtures shall be of a downcast.
cutoff type, concealing the light source from view and preventing glare from spilling
into residential areas. Lighting levels shall be measured in foot candles five feet (5')
off the ground or floor level. The following light levels shall be met:
Lot line of adjacent residential property: 0.5 foot candle maximum
Open parking areas: 1.0 foot candle minimum
Covered parking facilities/night (minimum):
General parking and pedestrian areas 5 foot candles
Ramps and corners 5 foot candles
Entrances and exits 5 foot candles
Stairwells 20 foot candles
Covered parking facilities/day (minimum):
General parking and pedestrian areas 5 foot candles
Ramps and corners 10 foot candles
Entrances and exits 50 foot candles
Stairwells 20 foot candles
2. Signage for the site will require a separate permit. This signage must be consistent
with the requirements of Section 6.15 (H, 9) of the Prior Lake Zoning Ordinance.
This plan must also address the screening of utility equipment and trash handling.
However, I believe your corrections address these issues.

Dear Michael:
On behalf of our Client, Award Printing, I have made the following changes to the
Landscape Plan based on our discussions on May 24 and 28.
· Three Greenspire Linden's have been increased to 3 1/2"
diameter and all four Austrian Pines have increased to an 8'
height. The one Amur Maple was increased to a 1 3/4"
diameter.
· The plan also shows where seeding is proposed in the Phase
2 development area.
· Award Printing and the City agreed that a minimum of 15.5
trees, meeting City size and species requirements will be
installed when either County Road 21 is improved or Phase 2
of the building occurs.

Following are specific comments:
1. Structure coverage on the lot should be verified; the maximum permitted is
35%;
2. It is difficult to be certain of the parking requirements without knowing the
precise breakdown between office and warehouse space (office is 1 space:
250 sq. ft. of floor area, warehouse is 1 space: employee on maximum shift);
3. Landscape requirements are discussed in Greg Kopischke's letter of May 16,
1996. In discussions with Jim Sturm it has been suggested to amend the plan
to show additional trees to be planted along C.R. 21 and the East side of the
property, with final planting plans to be submitted at a later time.
4. The plans do not show any trash storage areas; are those to be all indoors?

Cottonwood Lane as prepared by James R. Hill, Inc. dated May 1, 1996. The review consists of
quantification and observations regarding the proposed landsl;ape plan relative to the proposed site plan,
site conditions and ordinance standards. Please contact me with any comments or questions.
A. Tree Calculations

important. While the screening proposed is generally good due to the density of plant
material, the orientation of the dock area presents a unique challenge to the aesthetic
appearance of the industrial park that would suggest additional attention in this area with
a combination appropriate elements as follows:
a. Provide additional green space, if possible, without compromising the ida necessary
for truck maneuvering. This may be possible by providing a minimum 2S feet of
green area for the northerly 10Oi: feet of the planted buffer.
b. It is assumed that the maximum berm height will be provided to compliment the
plantings.
c. Supplement plantings with additional conifers and medium to blll dense shrubs as
current or additional green space allows.
d. Provide a fence in addition to the berm and plantings to maximize screening-
e. Provide plantings along the northwesterly boundary to screen views into the clock
area from Cottonwood Lane at the northwest comer of the site.
4. No other plantings are proposed on site to demonstrate screening of parking from County
Road 21 or along the south boundary adjacent to the off-site pond. I understand that no
plan has been prepared for areas acljacent to County road 21 due to future road
improvements.
A landscape plan should be required for the entire site. The southerly area adjacent to
the pond could be planted at this time_ lfreconstruction of County Road 21 could impact
or disturb plantings. a. plan should still be in place and a. bond posted for completion of
the plantings. This would be subject to timing for upgrading of County Road 21 or to the
level of impact anticipated.
5_ Clear view triangles are maintained at site entry loc:ations.
6. Low sbrob plantings should be added to create interest at the southerly entry.
C. Grounds and Lawn
1. Nothing is noted on the plans regarding seeding or sodding of lawn areas. This should be
done in compliance with the ordinance.
2. An. jrrigation system installation is noted on the plan.
D. General Comments
I. No foundation or other plantings are shown adjacent to 1he building to soften and
enhance its appearance_

The proposed 1ree sizes are not totally consistent with ordinance standards. The
ornamental trees lU'e proposed at 1 1/2" cal. BB rather than the required minimum size of
1 3/4" BB- The canopy and coniferous 1rees meet the minimum required sizes of2 112"
eat BB and 6 foot high respectively, but does not provide the minimum required 10% of
trees at a targer size (3 1/2" cal. DB and 8 ft. high respectively).
4. Tree Mix
The ordinance requires that a minimum 25% of tile required trees lI1'e either coniferous or
deciduous. This is 9.25 trees of the 37 required trees. The trees provided calculated
against the required trees indicates this requirement is met. As previously noted though,
the total number of trees provided is short of the total required.
S. Existing Trees
A small stand of existing trees along County Road 21 near the northerly site bounduy
consists of upright cedars. boxelder. etc. in generally poor to fair condition. None of
these would be considered appropriate materials for credit against the number of required
trees.
6. Plant Species
All plant materials used are Wudy for this region and the proposed application.
B. Parking Lot Planting
1. The internal parking lot green space is conditionally sufficient to meet ordinance
standards. The calc:ulation is: (39,500:1:: sq. it bit. - 6,000 sq. ft.) x 5% ::; 1.675 sq. ft.
required green space. This area is provided by calculating the green area in islands along
the northeasterly face of the building, at the building entry and southeasterly of the
building entry. This assumes these areas are or will remain green areas (it is assumed,
for instance. the three islands along the northeasterly side of the building will not have
walks leading to assumed emergency exit doors on the building).
It would be desirable to add an island midway along the row of parking adjacent to
County Road 21 to break. up the long line of parking. One island adjacent to the building
could be relocated here if parking quantity is a concern.
2. It is assumed concrete curb is utilized on site.
3. The landscape plan has placed all the proposed plant material along Cottonwood Lan~ to
screen the dock/service area and westerly side of the future building expansion. The plan
provided does not show if any herming is proposed in conjunction with the plant material
to provide screening.
Since Cottonwood Lane provides the "Front Door" for the adjacent existing buildings
and the undeveloped lot across Cottonwood Lane, screening of tile dock area is very

I am writing because I have learned that an agreement for the purchase of land in Prior
Lake's business park has or may have been negotiated. However, the planning office has
not received anything to date other than a revised sketch of a building layout. In order to
insure the timeliness of the proposed project I am sending you a copy of my letter of
January 11, 1996, which sets forth the formal requirements for site plan review of the
proposed project. Site Plan review must, of course, be completed before a building
permit could be issued for the proposed project.

Dear Mr. Wallis:
I have been asked by Don Rye, the City's Planning Director, to review the building
sketch plan which you sent and provide you with some preliminary comments regarding
its compliance with the Business Park zoning requirements. These comments are
offerred to assist you and your client in further developing the proposal, and are not to be
construed as a preliminary or final approval of any aspect of the project.
The City has adopted a specific site review process for projects in the Business Park
District. Accompanying this letter is the "Site Plan Application Checklist" which details
the application items which must be submitted before a full site plan review can be
conducted. Also accompanying this letter are copies of the Business Park and landscape
and screening provisions of the Zoning Ordinance. These will assist you in developing
the details of the proposal.
Following are my specific comments:
1. A Certificate of Survey as specified in the Checklist will need to be provided;
2. A detailed site plan, as spelled out in the Checklist, will need to be provided;
3. Grading and drainage plans as specified in the Checklist will need to be provided;
4. A landscape plan will need to be provided. This plan must comply with and show the
information required under Section 6.10 of the Ordinance (enclosed);
5. Building design plans (i.e. floor plans and elevations) will need to be provided;
6. The site plan does not show the amount of parking provided, nor does it specify the
building use, thus I am unable to determine whether the parking areas are adequate;
7. The structure appears to meet required setbacks;
8. The required setback for the parking area adjacent to the street is 15 feet (10 feet is
shown);
9. Building materials must meet the standards contained in Section 6.14(H) of the
Ordinance;

10. All parking and drive areas must be constructed of durable, dust-free hard surfaces,
and the peripery of such areas must be constructed of poured-in-place concrete;
11. All utility equipment and trash handling areas must be screened as specified in the
ordinance (wood slats, fencing or similar materials are not acceptable);
12. Sign and Luminare plans must be submitted at the time of building permit
application, which in turn occurs after completion of the site plan review.
