The proposal is to subdivide part of Lot 1, Block 1, Waterfront Passage Addition, Scott County, Minnesota, in order to create two lots, as shown on the attached survey reduction. Section 6-1-3 of the Prior Lake Subdivision Ordinance allows property to be subdivided under the following circumstances: 1. This permit may proceed, with the following corrections: 1. A lighting plan for the site must be provided. Lighting fixtures shall be of a downcast. cutoff type, concealing the light source from view and preventing glare from spilling into residential areas. Lighting levels shall be measured in foot candles five feet (5') off the ground or floor level. While the screening proposed is generally good due to the density of plant material, the orientation of the dock area presents a unique challenge to the aesthetic appearance of the industrial park that would suggest additional attention in this area with a combination appropriate elements as follows: a. This may be possible by providing a minimum 2S feet of green area for the northerly 10Oi: feet of the planted buffer. b. It is assumed that the maximum berm height will be provided to compliment the plantings. c. Provide a fence in addition to the berm and plantings to maximize screening- e. Provide plantings along the northwesterly boundary to screen views into the clock area from Cottonwood Lane at the northwest comer of the site. 4. No other plantings are proposed on site to demonstrate screening of parking from County Road 21 or along the south boundary adjacent to the off-site pond. I understand that no plan has been prepared for areas acljacent to County road 21 due to future road improvements. A landscape plan should be required for the entire site. Existing Trees A small stand of existing trees along County Road 21 near the northerly site bounduy consists of upright cedars. boxelder. etc. in generally poor to fair condition. None of these would be considered appropriate materials for credit against the number of required trees. 6. Plant Species All plant materials used are Wudy for this region and the proposed application. B. Parking Lot Planting 1. The internal parking lot green space is conditionally sufficient to meet ordinance standards. The calc:ulation is: (39,500:1:: sq. it bit. - 6,000 sq. ft.) x 5% ::; 1.675 sq. ft. required green space. This area is provided by calculating the green area in islands along the northeasterly face of the building, at the building entry and southeasterly of the building entry. This assumes these areas are or will remain green areas (it is assumed, for instance. the three islands along the northeasterly side of the building will not have walks leading to assumed emergency exit doors on the building). It would be desirable to add an island midway along the row of parking adjacent to County Road 21 to break. up the long line of parking. One island adjacent to the building could be relocated here if parking quantity is a concern. 2. It is assumed concrete curb is utilized on site. 3. The landscape plan has placed all the proposed plant material along Cottonwood Lan~ to screen the dock/service area and westerly side of the future building expansion. The plan provided does not show if any herming is proposed in conjunction with the plant material to provide screening. These comments are offerred to assist you and your client in further developing the proposal, and are not to be construed as a preliminary or final approval of any aspect of the project. The City has adopted a specific site review process for projects in the Business Park District. Accompanying this letter is the "Site Plan Application Checklist" which details the application items which must be submitted before a full site plan review can be conducted. Also accompanying this letter are copies of the Business Park and landscape and screening provisions of the Zoning Ordinance. These will assist you in developing the details of the proposal. Following are my specific comments: 1. A Certificate of Survey as specified in the Checklist will need to be provided; 2. A detailed site plan, as spelled out in the Checklist, will need to be provided; 3. Grading and drainage plans as specified in the Checklist will need to be provided; 4. A landscape plan will need to be provided. This plan must comply with and show the information required under Section 6.10 of the Ordinance (enclosed); 5. Building design plans (i.e. floor plans and elevations) will need to be provided; 6. The site plan does not show the amount of parking provided, nor does it specify the building use, thus I am unable to determine whether the parking areas are adequate; 7. The structure appears to meet required setbacks; 8. The required setback for the parking area adjacent to the street is 15 feet (10 feet is shown); 9.
