On June 19, 1995, the City Council approved the selection of BR W Elness as architects for the Prior Lake Public W orks/Parks Maintenance Garage. BRW Elness has prepared two contracts. Contract "A" includes all the work for the main building project and contract "B" is for the construction of the salt /sand storage shed. Contract "A" has 11 alternates. The bid opening date for this project is September 7, 1996. Construction is scheduled to begin in the fall of 1996 with completion in July of 1997. Alternates are used within the bidding process to meet the pre- established contract dollar allotment. Only the fInal bids will tell what the construction cost for this building will be. Some of the alternates listed in the attached section are "adds" and others "deducts". Experience shows that if larger components are listed as additions, better bids can be obtained than if they were listed as deducts. The logic is that if a contractor wants a bigger project, they will have to make it worthwhile to the owner. Attachment 1 lists each of the proposed alternates. The city may award the project including or excluding any or all of the alternates. Complete construction plans for Council review are available at the office of the Director of Public Works. The alternate includes space that is most easily expanded at a later date. This alternate provides the greatest cushion in case the bids are all very much above the estimate. It is very unlikely that this will be needed. Alternate 2: Provides a less expensive concrete wall panel surface at the exterior of the storage and maintenance area. The aggregate surface will be the same with or without the alternate, but there would be no variation or contrast (made by hand troweling various surfaces to make the walls more interesting) if the alternate is not added. Since Fabcon's plant (the lead supplier) has been on an extended strike, we are concerned about the potential increased costs and limited ability for this low-cost/local supplier to be in the competitive position they were just two months ago. Alternate 3: Specifies a high quality, easy to maintain floor coating nearly identical to that in the new Fire Station. This can be added now or at any point in the future. Alternate 4: Includes a "tower" design to the north elevation of the office area. This is a non-functional design, which is to symbolically match the towers at the Fire Station and City Hall. Alternate 5: Adds a storage and shelving package. It has been our experience that this "accessory" or equipment bid can be either reasonable or excessive depending upon bidding conditions, and it may be less expensive for the City to purchase direct. The alternate allows us to chose. Alternate 6: Reduces the number of skylights in the Vehicle Storage area, just in case we need to reduce the project cost by a relatively small amount. Alternate 7: Eliminates the painting of the walls and features in the Vehicle Maintenance area (the high profile portion of the building) should a small adjustment in cost be necessary. PWALTI!RN.DOC ------------------ Alternate 8: Eliminates the bulk lube provisions at the vehicle storage (not vehicle maintenance) area, used by crews to perform quick and simple tasks without either having to drive into a service bay, or without having to perform the work manually (e.g. opening a container of motor oil to top off an engine). Alternate 9: Substitutes heavy timber construction in lieu of concrete for the exterior storage bins. The timber is not as permanent or substantial, but less expensive. Alternate 10 & 11: Provides for base heating and ventilating system modifications. BE IT RESOLVED BY the Board of Adjustment of the City of Prior Lake, Minnesota; FINDINGS 1. The City of Prior Lake has applied for a Conditional Use Permit, (CUP) under Section 7.5 of Prior Lake Zoning Ordinance 83-6. 2. The CUP application is to permit the construction of a public building within the B- P, Business Park Zoning District. 3, The legal description of the subject site is Outlot B, Waterfront Passage Addition. 4. The Board of Adjustment has reviewed the CUP application as contained in Case #CU9503, and held a hearing thereon on July 24,1995. 5. The Board of Adjustment has considered the effect of the. proposed CUP related to conformance to the district and all general regulations of the Zoning Ordinance; compliance with the performance standards listed as items 1-9, Section 7. 5D of the Zoning Ordinance; siting and landscaping of the site to produce a harmonious relationship of buildings and grounds to adjacent buildings and properties; provision of a total visual impression and environment which is consistent with the environment of the neighborhood; organization of vehicular access and parking to minimize traffic congestion in the neighborhood; preservation of the objectives of the Zoning Ordinance and consistency with the Comprehensive Plan. 6. CASE #CU95-03 - CONSIDER CONDITIONAL USE PERMIT FOR THE CITY OF PRIOR LAKE TO LOCATE A PUBLIC BUILDING (rUBLIC WORKS AND PARK MAINTENANCE BIDLDING) IN A B-P ~ BUSINESS PARK ZONING DISTRICT: Assistant Planner Deb Garross presented the information in the Planning Report dated July 24, 1995. The purpose ofthis item is to consider a conditional use permit, (CUP), filed by the City of Prior Lake to locate a public building, (Public Works and Park Maintenance Facility), on Outlot B, Waterfront Passage Addition. In order to construct the maintenance facility as proposed, the City of Prior Lake must review the site according to the performance criteria for CUP's listed in section 7.5 of the Zoning Ordinance. Public buildings are listed as a CUP within the Zoning Ordinance for the B-P, Business Park District. The subject site consists of approximately 12 acres and is a triangular piece of property located south of CSAH 21, east of Adelmann Street and north of the south corporate boundary of Prior Lake. The subject site was subdivided by the City of Prior Lake in July, 1993 and later purchased by the City, (in 1994), with the express intent of constructing a new maintenance building on the property. The site was chosen by the City due to its close proximity to the existing maintenance building, (located north of Prior Lake Baptist Church), and to serve as a major "anchor" to MN7249S.DOC PAGE I Waterfront Passage Business Office Park. The City Council selected the architect BRW Elness, to prepare plans and specifications for the 3.0 million dollar project. The City Council approved the building design and authorized the preparation of plans and specifications for construction of the maintenance building on June 19, 1995 via Resolution 95-54. The site and building plans have been designed to conform to City codes and be aesthetically sensitive to the planned future industrial development within the Business Office Park. The building will be constructed with brick and decorative block on the front office area, and aggregate surfaced concrete panel walls on the larger storage areas of the building. The proposal contains a flat roof system however, a sloped standing seam metal roof is used for accent at the front office areas. The building has been designed to be compatible with the new fire station. The site plan indicates a salt/sand storage building which is proposed to be located behind the principal structure, and nestled in a wooded area, to screen the structure from public view. Staff recommends the landscape plan be amended to provide additional trees along the berm, located on the north side of the principal building. Staff is of the opinion that the site and buildings have been designed in a manner that is consistent with the performance criteria outlined in the Zoning Ordinance. The approval criteria for conditional uses primarily focus on conformity and integration of the use into the existing neighborhood. The landscape plan and exterior building design have been developed in order to complement the B~P District and anticipated future land uses. One issue that is outstanding related to the CUP proposal concerns the 6,000 square foot, accessory building proposed to house sand and salt. The current B-P zoning standards are extremely limited with respect to permitting accessory buildings. Staff is in the process of drafting language to permit accessory structures within the B-P Zone provided they be totally screened from public view; are limited in size to 15% or less of the principal building; are constructed with materials similar to the principal building and are located in the rear yard of the subject site. Staff recommended approving Resolution 95-19PC to City Council for approval of the proposal to locate a public building (Public Works and Park Maintenance facility), within the B-P, Business Park Zoning District. JeffOrtel ofBRW Elness Architect, Inc. explained the process of the project. Mr.Ortel expressed the excellent working relationship with City Staff and the overall impact the facility will have on the City. There were no comments from the audience. Comments from Commissioners: Arnold: concern of business/office parks for the City to provide the facilities that are the anchors for such a park; (Garross - not typical, but the City did the initial subdivision.) supports the facility; economic savings for the City. Roseth: questioned the main 3 story building (Mr. Ortel explained the mezzanine area and the tower); the tower is a non~functional item similar to the fire hall and city hall MN7249S.DOC PAGE 2 buildings; (Mr. Ortel also explained the salt and sand storage building and its function.); site for runoff of salt - will not go into the neighboring pond or woods; sewer and water available; expansion was considered in the design. Loftus: Would anything negative happen if the ordinance was amended? (Garross- when the business office park regulations were put together the allowance for accessory buildings were omitted. It does specify "accessory uses" but there is nothing that is permitted house any of those types of uses.); important to identify the limitations and external appearance of the accessory structure. Criego: Comment on the fuel tanks and gas pumps; (Rye -nothing to prohibit in the office park as long as rigid conditions are met.) (Ortel- decided oil below grade for fuel tanks; all you will see is a concrete slab and 2 dispensing tanks; the entire storage system is below grade with extensive monitors around it.) V onhof: having the detention pond on site is a good plan; issue of a salt and sand facility and buying the salt and sand off season at a lower price; no impervious surface issues; further anticipation for development on this site; (Rye - designed for expansion); facility needs should last approximately 10 years - depends on how fast the City grows; possible city park in the future; all maintenance, park and public utilities of the City will be stored on site. As a result of the meeting the site plan was redrawn to reflect the changes in the side yard setback, front yard setback and a lower impervious surface coverage of 32.9%. The City received a letter from Pat Lynch, of the Department of Natural Resources recommending denial of the requested variances. Staff received two calls in opposition to the variances: Barb Stark, 15283 Edgewater Circle, calling on behalf of herself and husband, stating their objection to the lakeshore variance and impervious surface coverage. A similar call was also received from Jerry Meysenbourg. There was no comment from the applicant. The plans were prepared by BRW Elness Architects for construction of a building located at 17073 Adelmann Street, legally described as Lot 1, Block 1, Waterfront Passage 2nd Addition. The plans were reviewed according to the applicable sections of Zoning Ordinance 83-6. In addition, the site and structure were issued a Conditional Use Permit, (CUP), to construct a public building in the B-P, Business Park Zone on August 7, 1995 via Resolution 95-69. CUP95-03 Conditions of Approval: 1. Amendment of the Landscape Plan to incorporate additional trees along the berm located on the north side of the principal building. 2. Successful amendment of the Zoning Ordinance to permit accessory structures within the B-P, Business Park Zone. 3. Approval of the final plat of "Waterfront Passage 2nd Addition." 4. Site plan approval form the DRC. 5. Filing the CUP with Scott County. SITE PLAN REVIEW: 1. Zoning Ordinance 6.5D specifies: "All offstreet parking areas shall have access from driveways..... Said Driveway access shall be limited to 24' in width at the public street." The plan sheets indicate a driveway width in excess of the 24' permitted by the Zoning Ordinance. The plan sheets should be amended to correct the driveway width or the City should initiate a Zoning Ordinance amendment to allow a wider driveway for properties in the B-P, Business Park Zoning District. 2. We are trying to avoid the one hour corridor because there is alot of duct work going through that space that would require dampers. We are no longer proposing a structural wood deck at plan room 130. Instead we are proposing 3/4" T & G cedar as a finish. We are also proposing the 3/4" T & G cedar as a finish in offices 125, 127, 128, 129, 137, 138. Attached is the flame spread rating for this finish. All of the Planning Department items pertained to the landscaping on the site. Paul explained that City staff will be doing this landscaping, and will have it completed in May, 1997, weather permitting. I have agreed to the changes he is proposing, and to the schedule. DOC -- TO: FRANK BOYLES GREG ILKKA GARYSTABER RALPH TESCHNER Jl'\N~ \06 FROM; PAUL HOKENESS SUBJECT: FINAL PAYMENT FOR MAINTENANCE CENTER DATE: MARCH 26, 1997 The contractor (Rochon) has satisfied all of their requirements and any remaining improvements or modifications are the responsibility of the City, therefore, I would recommend that we make final payment for the maintenance center following the April 7th Council meeting. The contractor has completed all of the items which were on our punch list, as well as those items on the inspection slips which we felt were their responsibility. The exception would be the blacktop corrections in the back of the building, and we have agreed to a $500.00 deduct for this item, and will be making the repairs ourselves. I have noted on the inspection slips all of the items which have been completed by the contractor and those which we will be responsible for. We had decided earlier in the project that we would take a $2,000.00 deduct on the rooftop screening, as we didn't know if it would be necessary (we weren't sure at the time if the rooftop units would even be visible). If rooftop screening is necessary we will be responsible for providing the screening and would do so this summer. We also took a deduct on the landscaping knowing that we could save money and end up with a better product by doing it ourselves. We made modifications to the landscaping plan based on availability and practicality. We will end up with more trees on this site than were originally called for, however, they may be different species and perhaps end up in different locations. We will work with Jane K. to satisfy the requirements ofthe landscaping plan. I am recommending that we make final payment to Rochon for the maintenance center and would suggest that building, engineering, and planning make their final inspections.
