I have reviewed the request from John Schoeller of Carol's Furniture to expand that facility. The
area of building and parking lot expansion does not contain any existing sanitary sewer,
watermain, or storm sewer lines. Therefore, the expansion should not affect any of the City's
existing public infrastructure.
The existing parking lot is in good condition except for a small area near the westerly driveway
connection to Anna Trail. The owner should repair this small area of bituminous next
construction season. Also, the parking lot needs to be stripped to show the location of parking
stalls and this work should be done next construction season.
The attached plan that shows the possible expansion of Carol's Furniture shows an expansion of
the parking lot in an easterly direction. City staff should work with the property owner to see
how many stalls are needed for this site. Based on my visits to the site, the existing number of
parking lot stalls seems to be adequate. Therefore, could the parking lot expansion be completed
in the future if needed to limit disturbances to the site and storm water runoff from the site?
If the parking lot expansion is needed, the design should not use the third concrete apron off
Anna Trail. Two entrances should be adequate for this site. Also, if the parking lot expansion is
needed, the surface water runoff from the lot should be designed to sheet drain out to Anna Trail.
The fire protection to this site is provided from hydrants off Anna Trail. The existing building
and the proposed expansion are further than 150' from the hydrants, so an additional hydrant
may be required with the expansion. An existing hydrant on Anna Trail at Highway 13 currently
provides fire protection to the site and this hydrant is 250' from the proposed building expansion.
Attached is a copy of the asbuilt for the watermain on Anna Trail.
The grading plan should include berming along Highway 13 and Anna Trail. Also additional
landscaping will be required.

Following are my initial comments about the sketch expansion plan which you submitted
tome;
1. A new variance would be required from the setback from Highway 13.
2. A certificate of survey would be required for both the variance application and
any subsequent building permit.
3. If any new or expanded signage is contemplated, it would be subject to the
sign code requirements.
Accompanying this letter is a copy ofa memo from Gary Staber, the City's Building
Official regarding fire suppression code requirements. I have not at this time received
any comments from other city departments, but will forward such comments if and when
I receive them. Please let me know if you have other, specific questions.

John Schoeller's inquiry to expand Carol's Furniture.

I talked to John some time ago and informed him at that time that any addition to the retail sales building
would kick in the optional Fire Suppression Code requiring any "retail sales" building over 2,000 square
feet in area to be sprinkled. Other options would be to divide the existing and proposed buildings into
areas under 2,000 square feet with area separation walls.
This was the one big red flag that I saw with this proposal.
