Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT JUNE 2, 2008 108 STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION AWARDING THE CITY'S STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR THE CR 21 EXTENSION UNDERPASS STUDY AND UTILITY DESIGN BY WSB & ASSOCIATES Introduction The purpose of this agenda item is for the City Council to award the City's Standardized Professional Services Contract for the CR 21 Extension Underpass Study and Utility Design. Historv Scott County in cooperation with the City of Prior Lake, City of Shakopee and SMSC will be extending CR 21 from CR 42 to TH 169 starting in 2009. The County is in the process of finalizing the layout for the roadway which will be presented to the City Council for review this summer. Current Circumstances The City of Prior Lake has substantial development and park infrastructure (present and future) in the proximity of the CR 42 and CR 21 intersection. City Staff believes that the future traffic volumes on these roadways will make pedestrian crossings more difficult. For that reason Staff believes the City should evaluate whether pedestrian underpasses can be constructed under the existing CR 42 and future CR 21 as part of this project. The County has a contract with WSB and Associates to design this project. WSB is on the City's Municipal Engineering list and therefore Staff believes it is appropriate to have them complete the study prior to City Council review of the project layout so pedestrian facilities can be properly evaluated. The City does not have the staff expertise to complete these studies as it involves substantial structural analysis. The City of Prior Lake will also be extending sewer and water north along the new CR 21 as part of the project for future development. The County desires to install these utilities as part of the initial project starting in 2009. For this reason it is important to complete the design this year. Current City Staff levels and ongoing projects will not permit City staff to complete this design work in house by this fall which is required to keep the project on schedule. For this reason City Staff is also recommending WSB be utilized to complete the work and provided construction survey services. In order to ensure the best design for the residents of Prior Lake and that the project is kept on schedule these services are important. The extension of CR 21 is needed due to development and therefore these funding sources are appropriate. The proposed Underpass Study is to be completed for a not to exceed price of $10,000. The proposed Utility Design and Surveying service are to be completed for a not to exceed cost of $30,000. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution authorizing preparation of a underpass study and utility plans by WSB & Associates for a cost not to exceed $40,000.00 2. Deny this item for a specific reason and provide Staff with direction. 3. Table this item until some date in the future. RECOMMENDED Alternative 1 MOTION: -.. Prior Lake, MN 55372-1714 RESOLUTION OS-xx A RESOLUTION AUTHORIZING PREPARATION OF THE CR 21 EXTENSION UNDERPASS STUDY AND UTILITY DESIGN BY WSB & ASSOCIATES Motion By: Second By: WHEREAS, The CR 21 Extension Project will begin in 2009; and WHEREAS, Prior to approving the Project layout the City should determine whether or not pedestrian underpasses should be constructed as part of the Project; and WHEREAS, The City needs to complete utility design this year for the project: and WHEREAS, WSB & Associates was retained for the project by County previously and has provided the City a not-to-exceed price of $40,000.00 to complete the pedestrian underpass study and utility design. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The underpass study and utility design shall be completed for not-to-exceed amounts of $10,000 and $30,000 respectively. 3. The extension of CR 21 is needed due to growth, therefore funding for the underpass study shall come from the Street Oversize Fund (503-80209-502 for $10,000) and for the utility design from the Trunk Fund (502-50035-502 for $30,000).
