CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES FOR
SERVICES, AND FOR THE PURCHASE AND INSTALLATION OF
STANDARDIZED EQUIPMENT FOR THE 2008 LIFT STATION
RECONSTRUCTION PROJECT
DISCUSSION:
Introduction
The purpose of this agenda item is to accept quotes for services, and for the
purchase and installation of standardized equipment for the 2008 Lift Station
Reconstruction Project.
History
This agenda item is part of the continuing process of Lift Station Rehabilitation
which was initiated by the Council's approval of a Standardized
Comprehensive Management and Rehabilitation Plan. Work to be completed
is due to the age and condition of the lift stations. Work is prioritized based on
need. Upon completion of this year's project, the City will have one of the 38
lift stations left to rehabilitate.
On February 19, 2008, the City Council approved a resolution authorizing
Advanced Engineering and Environmental Services (AE2S) to proceed with
design and specifications for Bay Avenue and Marlen Circle lift station
improvements.
Rehabilitation components and replacement parts will follow the City of Prior
Lake's Lift Station Standardization Management and Rehabilitation Plan and
will include pumps, guide rails, electrical panels and other electrical
components, piping replacement, wet well covers and hatches.
Additional improvements for lift station standardization upgrades were
approved for Algrins, Wilds, Candy Cove and Watzl's. Standardization
includes retro-fitting new operational controls to meet the City's Lift Station
Standardization Policy.
Current Circumstances
Quotes for installation of standardized equipment provided by the City of Prior
Lake for the 2008 Lift Station Rehabilitation Project.

City staff will act as the general contractor and supply all components and

Staff will complete and schedule all preparatory work, excavation and
restoration for each lift station site.
FINANCIAL
IMPACT:
With the City as general contractor, considerable money will be saved by not
paying marked up costs for replacement equipment and components at each
lift station. Costs related to services amount to $8,500. Costs for
standardized equipment to complete the project come to $144,900 which cover
the following items:

The total project cost is $153,400. With $23,000 previously approved to cover
engineering, the total project cost is $167,900; there is $250,000 allocated for
this project in the Sewer Operating budget.
ALTERNATIVES:
1. Approve a resolution accepting quotes and authorizing $8,500 for services
and installation of City provided standardized lift station equipment; and
$144,900 allocated for City staff to expend for the purchase of lift station
standardized equipment.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION ACCEPTING QUOTES FOR SERVICES, AND FOR THE PURCHASE AND
INSTALLATION OF STANDARDIZED EQUIPMENT FOR THE 2008 LIFT STATION

WHEREAS, City staff has identified the following lift stations for rehabilitation:
1. Bay Avenue
2. Marlen Circle; and
WHEREAS, City staff has identified the following lift stations for standardization upgrades:
1. Algrins
2. Candy Cove
3. Watzl's
4. Wilds; and
WHEREAS, The Capital Improvement Program for 2008-2012 has identified the rehabilitation
projects as a priority for the City and allocated funding therefore; and
WHEREAS, Ford Construction has provided the lowest price for installation services:

WHEREAS, The City previously adopted a Standardized Comprehensive Management and
Rehabilitation Plan for the purchase of standardized equipment;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council accepts the quotes and authorizes $8,500 to Ford Construction for installation of
City supplied standardized lift station equipment
3. Staff is authorized to purchase necessary equipment for $144,900 in accordance with the Lift
Station Standardization Plan.
4. The funding for the project shall come from the following Sewer and Water Utility Fund accounts:
601-49003-501 $8,500 and
601-49003-224 $144,900
