CONSIDER APPROVAL OF A RESOLUTION APPROVING THE ARCADIAlCR
21 AND MAINITH 13/CR44 INTERSECTION FEASIBLlTY STUDIES
Introduction
The purpose of this agenda item is for the City Council to approve the feasibility
studies for the Arcadia/CR 21 and Main1TH13/CR44 intersection projects.
Historv
On March 3, 2008 the City Council approved a resolution authorizing execution
of a standardized professional services contract with SEH for the preparation of
the feasibility studies for the Arcadia/CR21 and Main/TH13/CR21 intersection
projects. The City formed a steering committee that included business owners in
the downtown area, county and state representatives in addition to City staff to
guide preparation of the studies. Preliminary layouts were presented to the City
Council at the April 21, 2008 workshop. The Planning Commission also
reviewed and commented on the layouts at their May 2ih meeting.
Current Circumstances
In order for the City to have these projects included in the 2009-2018 Scott
County Transportation Im~lementation Plan (TIP) applications must be submitted
to the County by July 19t . Based on the comments received at the workshop
the project layouts and cost estimates have been adjusted for review by the City
Council.
The purpose of the feasibility study is to provide a preferred design that has been
approved by the City, County and State. From these documents the City can
make funding applications and begin project design. The study also allows the
City to budget appropriate funding for the improvements.
Arcadia Avenue/CR 21
Purpose
It is critical in advance of improvements at Main Avenue/CR 21/TH 13 that a new
entrance to the downtown be established. In order to obtain County funding
participation the City needs to finalize a layout and cost estimates.
Roadway Design
The attached layout provides for an improved intersection that will allow
signalized access to both sides of downtown. The design incorporates left, right
and through lanes on Arcadia Avenue and left and right turn lanes on CR 21. A
pedestrian crossing will be provided at the signal location. The plan utilizes
landscaping and decorative railings to keep pedestrians from crossing at mid-
block. City Staff is currently looking at options to make pedestrian crossings at
Arcadia easier including median refuge points. These concepts will be further

Streetscaping
The gateway elements at this location include the following:
Boulevard trees and lighting along CR 21
Median plantings along Arcadia
Gateway monumentation and seating in NE and SE intersections
Streetscaping along CR 21 and Arcadia sidewalks
Estimated Cost
The total estimated project cost is $2.75 million. The City has identified $2.0
million in our transportation plan for the project. The City will be making an
application to Scott County in July for funding of the remaining $750k.
Project Schedule
The City's 10 Year Transportation Plan identifies this project for design and right-
of-way acquisition in 2009 and construction in 2011. This project has been
reviewed by County staff but is not yet included in the current County TIP.
Issues
The project will require easements and right-of-way acquisition. City Staff will
work with Holy Trinity Methodist Church to acquire and integrate needed
easements and right-of-way in to the overall campus plan.
On the south side of CR 21 the two most impacted properties are located on
each side of the Arcadia extension. Neither of these properties are currently
owner occupied. Upon adoption of the study staff will contact potentially
impacted properties to discuss the project.
The new intersection will increase traffic on parts of Colorado. Staff believes a
neighborhood meeting to discuss the project should be held. The intersection
project was identified as part of the 2005 County Road 21 Corridor Study which
included several open houses that offered residents an opportunity to comment
on this intersection.
Main Avenue/Ridcemont AvenuelTH 13/CR 44
Purpose
This intersection is the northern entrance to downtown and part of the primary
route to Lakefront Park. Currently this intersection operates very poorly. The
intersection represents the confluence of five roadways at one location. Some of
which are signalized and others which are not. In addition to creating right of
way issues for drivers, the roadway is anything but pedestrian friendly.
This intersection is also the only access to the neighborhoods adjacent to
Ridgemont Avenue. This improvement provides needed safety and continuity to
the intersection. The improvement of CR 44 to 4 lanes in Savage will increase
traffic volumes at this intersection.
Roadway Design
The design reflects the previous approved layout in 2003 for the Main/TH 13
Intersection, but adds a layout design for the CR 44/TH 13 side of the
intersection. The CR 44 portion can only be completed after or in conjunction
with redevelopment of the SE quadrant as currently the only access available to
the properties is CR 44. The new access would come from St. Paul Avenue.
The layout incorporates an entrance design for the Heritage Farm site also.
Pedestrian movements have been adjusted to allow for a trail along TH 13 in
addition to pedestrian facilities on Main Avenue.
Streetscaping
The gateway elements at this location include the following:
Boulevard trees and lighting along Main and Ridgemont Avenue.
Median plantings along Main Avenue
Gateway monumentation NW corner of the TH 13/Main Ave Intersection
Utilization of rain gardens for initial storm water treatment
A simplified City intersection logo similar to those on City buildings
Decorative gates at Heritage Farm entrance
Estimated Cost
The total estimated project cost is $2.2 million. The estimated cost of the City's
portion of the project and TH 13 improvements is $1.8 million. The City has
identified $1.675 million in our transportation plan for the project. The City will be
applying for Cooperative Agreement funds from MnDOT for this project in 2012.
The maximum available funding from MnDOT for this project is estimated to be
$500k. Any MnDOT funding received above the $125k MnDOT share will reduce
the City's total costs.
Project Schedule
The City's 10 Year Transportation Plan identifies this project for construction in
2012. This project has been reviewed by County staff but is not in the current
County TIP.
Issues
Reconstruction of the CR 44 side of the intersection can not be done until
redevelopment of the business properties located in the south east quadrant
occurs. For this reason the intersection project may need to be don in stages
with the City's segment coming in 2012.
FINANCIAL
IMPACT:
Approval of the feasibility studies does not have a financial impact.. Failure to
approve them will delay submittal of an application to Scott County for the
current TIP solicitation and could delay the Arcadia/CR 21 Project.
ALTERNATIVES: The alternatives are as follows:
1. Adopt a resolution approving the feasibility studies for the Arcadia
Avenue/CR 21 and Main AvenuelTH 13 Intersection Projects.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

WHEREAS, The Arcadia/CR 21 and MainlTH 13/CR 44 intersections require improvements and
have been identified by the City as priority projects; and
WHEREAS, The Arcadia Avenue/CR 21 intersection is very important for future access to the
downtown and improvements to this intersection must be made prior to any restriction
of Main Avenue; and
WHEREAS, The Main AvenuelTH 13 intersection currently operates very poorly due to the existing
configuration and is the only access to a large area adjacent to Ridgemont Avenue;
and
WHEREAS, In order to for the City to solicit funding from the County and State, the Arcadia/CR 21
and MainlTH 13/CR 44 intersection project feasibility studies are needed.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized to move forward with the approved project layouts as identified in the
feasibility studies in accordance with the 2009-2018 Transportation Plan.
