CONSIDER APPROVAL OF A RESOLUTION APPROVING THE FINAL
PLANNED UNIT DEVELOPMENT PLAN FOR YMCA/SHEPHERD'S PATH
Introduction
The purpose of this agenda item is to consider approval of a resolution
approving a Planned Unit Development Final Plan for the portion of the
campus that is proposed to contain a future YMCA facility. The site is located
west of Shepherd's Path, east of McKenna Road, north of CSAH 42, and south
of North Berens Road.
The proposed YMCA final PUD plan encompasses 2.34 acres of the
Shepherd's Path campus. The subject area is comprised of the YMCA facility,
playground areas, a splash pad area, and a daycare parking lot. The YMCA
structure is proposed to be a total of 50,000 square feet in floor area (floor
plans attached) with the option of a 12,000 square foot expansion area (the
future expansion area will need to submit for a Final PUD in order to proceed
with development) and a ground floor area of 29,000 square feet. The
structure will be a maximum height of 36 feet (with a third story walk-out
elevation on the south side of the building). In addition, there are mechanical
units proposed for the top of the building that will add height to the center and
southern rooftop areas of the structure. The YMCA structure will not exceed
the current height of the existing adjacent church.
The proposed YMCA facility will occupy property that was platted at the time of
the first phase of the Shepherd's Path campus. An Administrative Subdivision
recently took place to facilitate a legal description and establish a boundary for
a lease agreement between the church and the YMCA. The remainder of the
Shepherd's Path campus is platted as outlots for future development.
Historv
In December of 2005, the Preliminary Planned Unit Development Plan for the
approximately 80 acre mixed use development known as Shepherd's Path was
approved, which allowed for 442 senior housing units, a YMCA facility, youth
center, medical office/clinic, bank, park area, trails, and companion uses to the
existing church (meeting areas, daycare, and retreat center).

In June of 2006, approval was granted for the first phase of the development,
which included senior housing ranging from independent living to assisted
living, as well as a youth facility (Safe Haven), and a campus community
center ("Town Center").
On April 7, 2008, the City Council adopted Resolution #08-057 approving the
amendment to the PUD plan for the Shepherd's Path development with the
following conditions:
a Any additional impervious square footage areas granted through this
amendment must be equally deducted from future development phases
that take place within the specific watershed area of the YMCA facility.
b The applicant shall provide 100 proof-of-parking spaces on the campus
property located west of McKenna Road to serve as an overflow
parking area. The applicant will be responsible for the installation of
the bituminous parking area if the parking counts warrant it. If
warranted, any future development on the west side of McKenna must
incorporate parking to adequately meet the needs of the YMCA facility
at build-out.
c The applicant shall provide a crossing guard at McKenna and North
Berens Road at peak traffic volume times when overflow parking on the
west side of McKenna is utilized (including Sunday mornings, before
and after worship services, and Wednesday evenings as needed).
d Sixty (60) days after the YMCA facility becomes operational, City staff
shall evaluate the parking situation during peak hours and have the
applicant install the proof of parking if counts warrant it.
e The approved amendment shall not imply approval of any architectural
elements, materials, signage, the splash pad concept, or any PUD
thematic elements shown on the elevations or plans submitted as a
part of the amendment application.
ISSUES:
SDlash Pad: The 2,590 square foot splash pad area (schematics and photos
attached) functions similar to a playground area with the additional
incorporation of water features. The play area will be encompassed by a six
foot high fence.
Exterior Materials: In April of 2008, plans were submitted for a Shepherd's
Path PUD amendment which included plans depicting the exterior elevations of
the future YMCA facility. While it should be noted that the amendment request
did not specifically involve the exterior materials, the elevations identified the
precast panels as smooth-painted and stucco finishes (similar to those of the
existing church). Since that time, the elevation drawings were submitted as
part of the final PUD submittal, which instead reflected the finish of the precast
panels as exposed aggregate. The percentages of specific materials being
proposed for the YMCA facility include the following:

· Precast Concrete Panels: 68%
· Windows: 18%
· Calcium Silicate Stone (base of building): 7%
· Other (prefinished metal trim, EIFS, tile: 7%
Precast concrete panels are considered a Class II material in traditional
developments that are not Zoned 1-1 (Industrial). In the case of Shepherd's
Path, the development is part of a PUD and provided the proposed structure is
consistent in thematic appearance with that of the existing structures on the
campus, or if a benefit can be provided that justifies the flexibility, it can be
permitted.
Included in the City Council packet (attached) is a rendering of the future
YMCA facility imposed alongside a photo of the existing church. As the picture
reveals, the applicant has been successful in matching the colors of the
existing church with that of the precast panels. In addition, the applicant has
continued the stone trim along the bottom of the building fac;ade in scale with
the existing church. Since going before the Planning Commission, the
aggregate precast panel has been modified to slightly reduce the appearance
of the aggregate size. In addition, the YMCA has indicated that in
consideration of the precast panels, they will incorporate the name of Prior
Lake in all future publication materials, signage, and alike. For these reasons,
staff believes the proposal is consistent with the intent of the overall Final PUD
Plan, subject to the following conditions:
1. All engineering issues must be addressed prior to grading on the site.
2. A trail easement must be recorded for the site prior to any building permit
issuance.
3. A bid and letter of credit for the trail must be submitted prior to any building
permit issuance.
4. All necessary building permit materials shall be submitted prior to any site
construction.
5. A sign permit application shall be submitted for any future signage.
6. All future YMCA publication material, signage, and alike shall reflect the
ending tagline of "in Prior Lake".
7. A finalized splash pad plan shall be submitted and approved by City staff
prior to construction.
8. A plan reflecting the screening of future mechanical equipment shall be
submitted for City staff approval prior to construction.
The Planning Commission found the proposal consistent with the purpose of a
PUD, and recommended approval with the directive that the precast panel
material be reformulated to refine the aggregate, prior to proceeding to the
City Council.
FINANCIAL
IMPACT:
Approval of this Final PUD Plan will allow for the future YMCA in Prior Lake,
providing a regional amenity that will encourage additional development, which
will contribute to the City's tax base.

WHEREAS, Shepherd of the Lake Lutheran Church has submitted an application for a Final PUD
Plan for the YMCA; and
WHEREAS, The Prior Lake Planning Commission considered the proposed Final PUD Plan on May
12, 2008; and
WHEREAS, The Planning Commission found the Final PUD Plan to be in compliance with the
approved preliminary plan and recommended approval of the Final PUD Plan; and
WHEREAS, The Prior Lake City Council considered the proposed Final PUD Plan on June 16,
2008; and
WHEREAS, The City Council finds the Final PUD Plan in substantial compliance with the approved
Preliminary PUD Plan; and
WHEREAS, The City Council finds the PUD Final Plan is compatible with the stated purposes and
intent of the Section 1106 Planned Unit Developments of the Zoning Ordinance.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1) The Recitals set forth above are incorporated herein.
2) The Final Planned Unit Development Plan is hereby approved subject to the following conditions:
a All engineering issues must be addressed prior to grading on the site.
b A trail easement must be recorded for the site prior to any building permit issuance.
c A bid and letter of credit for the trail must be submitted prior to any building permit issuance.
