Notification of Permit for Tower
On January 28, 1998, I received a call from Stan Ellison at the Mdewakanton Dakota
Community. Mr. Ellison was inquiring about the potential development of the Dolan
property. I informed him we had received an application for a permit to construct the
PCS tower on this site. On January 28, 1998, I sent Mr. Ellison a copy of the site plan
and other materials for the pending tower.

RE: PCS Tower Application
Dear Mr. Stanton:
On January 26, 1998 the City of Prior Lake received a Site Plan and Building Permit
application for the construction of a 120' monopole to be constructed on property
located at 14770 Mystic Lake Drive (see attached map). Such towers are permitted
uses under the current zoning ordinance. The proposed plan has been approved and a
permit is expected to be issued within the next week. This letter is an informal
notification to you and the association of the future construction.

Re: Tree Survey for Dolan Property - Prior Lake, Minnesota
Dear Mr. Thompson:
As requested, I visited the subject site on January IS, 1998 to identify and mark significant trees in
accordance with the Prior Lake Tree Preservation Ordinance (Prior Lake Code Section 5-5-16. Adopted
1/16/96, Amended 2/8/97). I was to mark trees within the access and utility easement, the leased area for
the proposed tower. and others as necessary to comply with tree preservation permit process.
The center line for the utility easement and comers oftbe leased area were marked in the field during my
site visit. No significant trees (as defined by the Prior Lake Tree Preservation Ordinance) are present in
or immediately adjacent to the easement and leased areas. Tree and shrub species present include
common boxelder (Acer negundo), eastern cottonwood (Populus deltoide.s), hackberry (Celtis
occidentalis). common buckthorn "(RluJmnus cathartica), and American elm (Ulmus americanus)- Of
these, only hackbeny is listed by the ordinance as a species to be surveyed. The hackberry trees present
were an less than 6 caliper inches and thus are not considered as significant trees by the ordinance.
Based on this information I did not mark any trees in the field.
