CONSIDER APPROVAL OF A RESOLUTION APPROVING POLLING LOCATION
CHANGE FOR PRIOR LAKE PRECINCT #68
Introduction
This agenda item requests authorization to change the polling place in Precinct
#6B from Crossroads Church to Living Hope Lutheran Church beginning with
the city's local election in 2009. Election law requires that any precinct change
such as changes to designated polling locations must be approved at least 90
days before the date of the next election.
Historv
Periodically the city council has been asked to change polling locations in an
effort to provide more convenient access to our growing list of voters. However
in this case the change is being proposed because Crossroads Church is in
the process of being sold and subject to redevelopment.
Current Circumstances
Crossroads Church will be available for this year's primary and general
elections but is not available beyond the November 2008 election because the
church building will later be demolished as part of the site plan preparation it
will be necessary to find another polling location. Typically polling places are
public buildings such as governmental, school or church facilities. In reviewing
potential accommodations, the only practical site available is Living Hope
Lutheran Church in the City of Shakopee right off CSAH 18 and Horizon Drive.
Polling locations may cross municipal boundaries however they must be within
1 mile of the nearest precinct boundary. Living Hope Lutheran Church is
within .30 miles and would comply with state election law. Staff has received
approval from church officials.
Implementing the location change now will allow Scott County adequate lead
time to notify registered voters within Precinct #6B of the polling location
changes well in advance of next year's elections. Also, early action by the
Council will allow the City to actively promote the change on our web site,
Wavelength, cable broadcasting and other media means. Precinct size is
generally recommended by the Minnesota Secretary of State Election Division
not to exceed a maximum of 2,000 registered voters. The present registration
count within the city is indicated below:

Currently the City has no other public facilities located within Precinct #6A or
adjacent to the precinct that would be feasible to accommodate voting
activities.
Issues
Adjusting polling locations does create confusion so we do attempt to keep
such action to a minimum. Also it is desirable to have your polling locations
within city limits to be less confusing to the residents. In this particular case the
city really has no other alternative but the proximity of Living Hope Lutheran
Church is very close to Precinct 6B so it should provide fairly convenient
access to voters.
ALTERNATIVES:
Conclusion
Staff would recommend adoption of a Resolution Approving Polling Location
Change for Prior Lake Precinct #6B. The resolution reaffirms the existing
polling locations for precincts #1, #2, #3, #4, #5, #6A and #7 and authorizes
the new polling location for Precinct #6B to move to Living Hope Lutheran
Church effective for all future elections beginning in 2009.
The following alternatives are available to the City Council:
1. Adopt A Resolution Approving Polling Location Changes for Prior Lake
Precinct #6B.
2. Table this item for a specific reason.

RESOLUTION APPROVING POLLING LOCATION CHANGE FOR
PRIOR LAKE PRECINCT #6B

WHEREAS,
Minnesota Statutes 204B.16 stipulates that election polling place changes be
authorized by resolution of the City Council; and
WHEREAS,
The City has reviewed all existing locations for precinct polling places to
determine the most efficient accessibility for Prior Lake registered voters;
and
WHEREAS,
The City Council has determined it to be in the best interest of voters to
designate Living Hope Lutheran Church, 8600 Horizon Drive, Shakopee, MN
55379 as the new polling location for Prior Lake Precinct #6B; and
WHEREAS,
The attached precinct map identifies the new precinct boundaries for all eight
(8) precincts located in the City of Prior Lake.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PRIOR LAKE, MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The City of Prior Lake hereby approves the following precinct polling places and
attached "Prior Lake Election Precinct Boundary Map 2009" effective January 1,
2009 and for all future elections conducted after this date.
