AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S
STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2008 CIPP SANITARY
LINING PROJECT
I ntrod uction
The purpose of this agenda item is to seek City Council approval of bids and
authorization for the Mayor and City Manager to execute the City's Standardized
Construction Contract with Visu-Sewer Clean and Seal, Inc. for the 2008 CIPP
Sanitary Sewer Lining Project.
Historv
On April 21,2008, the City Council approved a resolution authorizing advertisement
of bids for the 2008 CIPP Sanitary Sewer Lining Project. The project was
advertised in both the Prior Lake American and the Construction Bulletin.
Current Circumstances
The City received three bids for the 2008 CIPP Sanitary Sewer Lining Project.

Conclusion
City staff has checked current industry pricing and believes the proposed bid costs
are fair and have considerable experience with Visu-Sewer on sanitary sewer re-
pairs and televising.
Failure to continue to line sanitary sewers could result in substantial repairs that will
require costly excavation in existing City streets and increase sewage treatment
costs from the Met Council. While exact life expectancy of line sewers is unknown,
the City expects them to last 50 years or more if the correct methods are used.
FINANCIAL The use of sewer lining reduces City costs for sewer repairs to about one-third of
IMPACT: traditional excavation methods. The City has budgeted $100,000 in the Sewer Util-
ity Fund for lining repairs in 2008. The Met Council is going to reimburse the City
$37,500 for repairs associated with the Park Avenue segment of the sanitary lining.

City staff recommends expending $13,405 from the Sewer Utility budget (Inflow
and Infiltration Improvements) to offset the extra expenses for the lining from the
Sewer Utility Fund to make up the total costs of $150,905.

1. Approve a resolution accepting the bids and authorizing the Mayor and City
Manager to execute the City's Standardized Construction Contract with Visu-
Sewer Clean and Seal, Inc. for the 2008 CIPP Sanitary Sewer Lining Project.

WHEREAS, The funding for the 2008 CIPP Sanitary Sewer Lining Project will come from the
following sources
1. Sewer Utility Fund $100,000 - 601-49005-501
2. Met Council Interceptor Agreement Turn-back Funding - $37,500; and
WHEREAS, The Sanitary Sewer Budget (49450-530 Inflow/Infiltration Improvements) account will
offset $13,405 of extra expense to the Sewer Utility Fund (601-49005-501) to meet he
total project cost of $150,905
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves a resolution accepting bids and authorizes the Mayor and City Manager
to execute the City's Standard Construction Contract with Visu-Sewer Clean and Seal, Inc. for the
2008 Sewer Lining Project.
3. The funding for the sewer lining project will be drawn from the Utility Fund Account #601-49005-501
and #4950-530.
