Following are the results of the plan review for the Bluff Heights building. Our review
was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341. Also requirements of the 1998 Minnesota
State Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code
(UFC).
Bill Clark indicated that the site plan will be resubmitted. Include the following:
j 1. Relocate the site fire hydrant south to the East peninsula by the West drive entrance.
)2. Provide a Post Indicator Valve (PIV) on sprinkler supply line into buildings. Locate a
minimum distance away the height of the building.
~. Provide fire lanes for fire apparatus response. Signage to read:" No Parking Fire Lane
by order of Fire Department". Indicate on Site plan. Locate by Fire Hydrant and East
parking lot and North Parking lot. UFC 1001.7.1.
v4. If provided, indicate means of lawn irrigation. May use separate service and metering
for billing purposes.

Based upon my reviewed of the above information, it is my professional opinion as a fire
protection engineer that the proposed assembly illustrated in the architectural detail
provide by Cole Group Architects provides the equivalent of a two-hour fire resistive
rating.
I compared the NER report to the design detail prepared by Cole Group Architects. The
deviation from the listed assembly in the NER report is the replacement of the tension
wire supporting the fiberglass insulation above the gypsum ceiling with an additional
layer of 5/8" Type 'X' gypsum board (see proposed alternate architectural design detail).
The added layer of gypsum board improves the support of the blown insulation and will

better protect waste and water lines from freezing. All other components specified meet
the NER report requirements.
The assembly is equivalent for the following reasons:
· Increased fire resistance by adding the layer of type X gypsum within the cavity of
the assembly (Harmathy Rules I, 2 & 6).
· The proposed design improves stability in lieu of stay wires supporting the insulation.
· Increased endothennic properties (chemically bound water) within the gypsum board
provides cooling effects in lieu of thermal insulators and conductors. This is also true
of the gypsum concrete underlayment.
· Specified fiberglass insulation meets NER report requirements for flame spread.

Dear Sir or Madam:
This letter is concerning tile Bluff Apartments project. It has been brought to
our a1\ention that trusses over the bearing walls have been cut by the plumbers. If a
truss is sitting on a bearing wall, it IS essentially just an extension of the wall.
Therefore, whore the trusses have been cut, they need to put an upright on both
~;id()s,n~1? ~rllsses also need to have uprights added 16" ole for the next four feet in
both clirections. This is so that the load is transferred from top chord to bottom chord,
