Comments:
Erosion will be controlled by not storing demolition material on site. All material will be
removed. Bails will be placed at the southwestern corner of the existing building to
control any dirt spillage.
The existing sidewalk will be closed by construction snow fence stake at appropriate
points and signs placed indicating closure. A four-foot high plywood fence will be
placed along the Dakota and Main street sidewalks.
Material delivery will be made at the rear of the building in the existing building in the
existing parking lot. A flagman will be available if traffic will be disrupted.

responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be taken to insure that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
A set of the identified plans and specifications is being returned to Carlson Plumbing, Inc.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code.
A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the
finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota
Department of Health when an installation for a state contract job, licensed facility, or project in an area where
there is no local administrative authority is ready for an inspection and test. To schedule inspections, contact the
state plumbing standards representative for your region, or call the metro office inspection hotline at 1-800-926-
6216 (7:30 a.m. to 9 a.m.), or 651/215-0836 (8 a.m. to 9 a.m.) on Monday, Wednesday or Friday.
REQUlREMENT(S):
1. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules,
part 4715.0320).
2. The floor plan did not show where the lower level floor drain is to be located. If it is to be located in the
elevator pit, it must be a dry-pan type and the sump must discharge indirectly to-the sanitary waste system
through a fixture that is trapped and vented (see Minnesota Rules, part 4715.1305).
3. A gate and check valve must be provided on the discharge line from the sump.
4. Assuming a maximum developed length of pipe of 60 feet and a building water pressure at the meter
between 46 and 60psi, and using Minnesota Rules, part 4715.3800:
a. The buildjng supply line must be at least 1 inch in size between the water meter and the cold water
distribution branch serving the back-to-back water closets.

1. This memo is intended to formally update progress on my building.
2. First of all thank you for your constructive guidance and spirit of cooperation to
date.
3. General issues:
. Fortunately Prior Lake Blacktop finished Dakota Avenue before the
asphalt plants closed.
. Unfortunately we did not lay our temporary asphalt walk around the
building.
. Nor did we pave the parking lot.
. Dependable Excavating will be doing a final grade in the parking lot this
week.
. Otis Elevator will be delivered December 8 with installation taking about
2 weeks.
. Doric columns will be set this month.
. Entry canopies will also be completed this month.
4. Spring projects:
. We will work closely with the City on the new streetscape - especially the
sidewalks.
. Parking curbs, lighting and landings will be constructed as soon as the
frost comes out.
. Prior Lake Landscaping will provide your office with a shrubs and
plantings plan to be installed in May.
. Shutters and window boxes will also be a May project.
5. Occupancy:
· We hope to have final occupancy permit before Christmas.
· We will not be moving into the new location, of course, until we receive
your permISSIOn.
· Per your approval we will be moving new furniture, etc. into the new
office as it arrives.

review was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 2000 International Building Code (IBC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341. Also requirements of the 1998 Minnesota
State Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code
(UFC).
1. Submit signed HV AC, plumbing, emergency lighting/exit signs and sprinkler plans.
May be submitted at a later date.
2. Submit Energy Envelope Calculations. MN Energy Code 7670.0100
3. Submit a signed Certificate of Survey.
4. Submit a soils report.
5. Submit the signed Special Structural Testing and Inspections Schedule. UBC 1701.5.

6. Provide testing documentation indicating that walls and floor joists at elevator
equipment room and shaft walls at the elevator meet one-hour fire resistive
construction.

appropriately firestop to separate combustible material from the ceiling
plenum.
Fire/smoke dampers. Fire and smoke dampers will be installed at all
floor/ceiling penetrations on the connecting ducts to both furnaces.

occupants, the main floor has 22 occupants and the basement has 16
occupants, based on net occupant floor space. The revised plan is to provide
one furnace with air conditioning for the upper floor and one furnace to serve
the main and basement floors. Air conditioning will be provided for the main
floor and not the basement. Air distribution ducts will be controlled and
dampered to serve the main and basement zones appropriately. The outside
air requirements are: Upper = 435 cfrn (10" diameter dud); Main = 330 cfin
+ Basement = 240 cfm (570 efm) (12" diameter dUd).
Exhaust ports will be relocated to be a minimum of four feet from operable
windows or openings.

1. Progress has been slow but steady on our new building. Major hurdles remain:

2. Sidewalks: We have asked Jim Sexe of Prior Lake Blacktop to lay a three foot strip of
asphalt on the North and East side ofthe building to serve as a temporary sidewalk.
Parking Lot: We have decided to wait until Spring of 2004 to resurface our parking lot.
The reason for this is the numerous trenches dug this Fall and the anticipated termination
of asphalt work at Thanksgiving.
Elevator: Otis Elevator will not deliver the elevator until December 8, 2003 and could
take two weeks for the installation.
Electrical Sen'ice: \Ve have buried our electrical service tc the Excel Energy pole on
Dakota. We have been informed that I will be charged $3,000 - $5,000 to receive
activation of power. Wow!
Gas Service: I understand Minnegasco has requested a permit to hook gas to our building
and we would appreciate your support with same; however, the installation crews are two
weeks out.
3. Generally, this memo is for information purposes; however, I do have a major request.
Simply stated, as a family man I just go nuts at Christmas. Accordingly, I would like to
move into our new facility well before that blessed holiday. Question: May we move
furniture, supplies, er our new building after it is co~te but before the elevator is

5. The special structural testing and inspections schedule has been turned into you.
6. Attached is documentation that the elevator shaft and elevator equipment rooms meet
a one-hour fire rating.
7. Ventilation requirements of 15 CFM will be addressed on the HV AC drawings.

On June 9, 2003, the City of Prior Lake received a building permit application for
the construction of a new commercial building on the above referenced property.
Section 1108.900 of the zoning ordinance requires that all uses in the C-3
(Specialty Retail) use district involving new construction or substantial building
alteration proceed through a site plan review process. The site plan review
procedure is an administrative review performed by City staff to identify all
relevant issues and permit requirements prior to the application for a building
permit.
Enclosed please find a site plan application. I have highlighted the information
required to be submitted to the City for review. Please submit the required
documents and the $300 application fee to my attention.
