Following are the results of the preliminary plan review for the Fongs Addition. Our
review was based on the 2003 Minnesota State Building Code (MSBC) which adopted
with amendments the 2000 International Building Code (mC) with handicap regulations
of the Minnesota Accessibility Code Chapter 1341. Also requirements of the 2003
Minnesota State Fire Code (MSFC) which adopted with amendments the 2000
International Fire Code (IFC).
1. Submit signed HV AC, emergency lighting/exit signs and sprinkler plans. May be
submitted at a later date.
2. Submit Energy Envelope Calculations. MN Energy Code 7670.0100
3. Submit a signed Certificate of Survey.
4. Submit a soils report.
5. Provide signed structural engineering on canopy.
6. Submit the signed Special Structural Testing and Inspections Schedule. IBC 1704. See
enclosed.
7. A S.A.C. determination must be completed by the Metropolitan Waste Control
Commission. Contact lody Edwards at 651-602-1113. Presently, there is a charge of
$4,100.00 per SAC unit which is collected at the time of the building permit issuance.
8. Provide address numbers on building. IFC 505.
9. Ventilation for the building must meet IBC chapter 12. Provide 20 CFM of ventilation
per occupant.

10. Provide dimensions, Elevations and details of ramp in new sidewalk peninsula.

The site plans must be reviewed by the Cities Developmental Review Committee (DRC)
which consists of representatives of Planning, Engineering, Parks, Finance, and Building
Departments. The DRC must approve the site plans before a building permit can be

Following are the results of the preliminary plan review for the Fongs Addition. Our
review was based on the 2003 Minnesota State Building Code (MSBC) which adopted
with amendments the 2000 International Building Code (!BC) with handicap regulations
of the Minnesota Accessibility Code Chapter 1341. Also requirements of the 2003
Minnesota State Fire Code (MSFC) which adopted with amendments the 2000
International Fire Code (IFC).
1. Submit signed HV AC, emergency lighting/exit signs and sprinkler plans. May be
submitted at a later date.
2. Submit Energy Envelope Calculations. MN Energy Code 7670.0100
3. Submit a signed Certificate of Survey.
4. Submit a soils report.
5. Provide signed structural engineering on canopy.
6. Submit the signed Special Structural Testing and Inspections Schedule. !BC 1704. See
enclosed.
7. A S.A.C. determination must be completed by the Metropolitan Waste Control
Commission. Contact Jody Edwards at 651-602-1113. Presently, there is a charge of
$4,100.00 per SAC unit which is collected at the time of the building permit issuance.
8. Provide address numbers on building. IFC 505.
9. Ventilation for the building must meet!BC chapter 12. Provide 20 CFM of ventilation

I. INTRODUCTION
1.1. PURPOSE
The purpose of the geotechnical evaluation was to determine subsurface
soils and groundwater conditions to determine foundations alternatives for
design of the proposed retail center building located near Pleasant Street and
Walker Avenue in Prior Lake, Minnesota. It should be noted that this
investigation was not intended to document the present or extent of any
environmental contamination at the site. However, it should be noted that no
obvious contamination was encountered within the soil samples retrieved from
the borings as can easily be identified by physical sensing.
1.2. SCOPE
F our standard penetration test borings were completed in the building
area to a depth of 21 ~-feet. Two flight auger borings were completed in the
proposed parking and drive areas. The borings were completed on February 22,
1994. An engineering report was prepared based on the results of the soil
borings and the proposed construction at the site.
1.3. BORING LOCATIONS
Boring locations were selected and staked by Yaggy Colby Associates.
Also ground surface elevations were obtained at the boring locations. The
borings were referenced to a bench mark noted as top nut of hydrant at the
northwest comer of the intersection of Pleasant Street and Main Avenue. A
bench mark elevation of 951.34 was used for this bench mark.
II. RESULTS
11.1. LOGS
Log of boring sheets are attached indicating the depth and identification
of the various soil strata, penetration resistant values, and groundwater
observations. The soil strata changes were inferred from the changes in the
penetration test samples and auger cuttings. The depth shown as changes
between the strata are only approximate. The changes are likely transitions and
the depths of the changes likely vary horizontally from the borings.
II.2 SUBSURFACE CONDITIONS
Fill soils were encountered at the boring locations to depths ranging from
7~-feet at boring ST-1 to 20-feet at boring location ST-3. The fill soils
consisted of a mixture of clayey sand, silty sand, and lean clay soils. The soil
samples recovered from the borings indicate the fill soils are relatively clean and
free of debris and organic soils. Below the fill, alluvial sand was encountered to
the 21 ~-foot termination depth of the borings. The penetration resistance
recorded in the natural occurring sands indicated the relative density to be
medium dense.
II.3. WATER LEVELS
Water level measurements were obtained during and at the c~mpletion of
the drilling process. No water was encountered in the borings at the time the
investigation was completed. We believe groundwater exists below the
termination depths of the borings. However, it should be noted that water levels
are subject to variation due to season, rainfall, and other factors not evident at
the time measurements were made and recorded herein.
III. ANAL YSIS AND RECOMMENDA nONS
IlL!. DESIGN INFORMA nON
At this time the proposed building is in the preliminary conceptual stage.
We understand the proposed building will be a single-story, slab-on-grade,
constructed of masonry and steel framing with a bar joist roof system. It is
anticipated that the slab-on-grade elevation to be at approximately elevation 947
to 948. Minimum 4-foot frost depth footings would then be at about elevation
943 to 944. We anticipate that perimeter wall loading will be in the order of2 to
4 kips per lineal foot (kIt). Maximum column loadings will be less than 75 kips
per column.
If the above information or design changes, this report should be
revisited and revised recommendations may be necessary.
111.2. DISCUSSION
The fill soils encountered by the borings are not suitable for direct
foundation support. To our knowledge, there are no records to verify that the
site was properly prepared and the clean fill was placed and compacted to
provide adequate bearing capacity for foundation support. We recommend that
an excavation and backfill procedure be performed to remove the fill soils and
place a compacted backfill to support the building. The tabulation below
indicates the fill depths at the boring locations:

The bottom of all excavations must be oversized to provide lateral
stability to the fill. We recommend an oversizing of 12:1 (Yz-foot horizontal to 1-
foot vertical) be provided below the bottom outside edge of the footing. The
bottom of the excavation should be observed by a geotechnical engineer to
check that all unsuitable soils are removed from the building area.
It appears that much of the in-place fill soils can be reused as backfill.
Some wet clays and possible debris laden soils if encountered would have to be
removed and replaced with clean backfill. All fill should be placed in thin lifts
and uniformly compacted to a minimum of ninety-five percent (95%) of
maximum dry standard proctor density (ASTM D698). A foundation bearing
capacities of 2500 psf can be used for spread footings supported by the
compacted fill.
As an alternate, with some risk to be accepted by the owner, the fill soils
encountered below 13-feet in the building area could be left in-place. Hand-
auger borings should be taken at the time of the excavation to check that the fill
soils left in-place are not debris laden or contain organics. If unsuitable fill soils
are encountred, then deeper excavation will be required. It appears that it is
unfeasible to completely excavate the fill soils to a depth of 20-feet and still
maintain the required oversizing and side slopes on the excavation to meet
Department of Labor, Occupational Safety and Health Administrat~on (OSHA)
requirements and stay within the limits of the property. The surface of the fill
soils left in-place should be surface compacted with a large vibratory compactor.
III.3. FLOOR SLABS
During the excavation process, a determination can be made as to not
remove all existing fill below the floor slab. By observing the soils expos~d in
the sidewalls of the foundation excavations, a determination can be made as to
the suitability of these soils to remain in-place below floor slabs. There is some
risk with this procedure in that minor settlements may occur resulting in floor
cracks, etc. We recommend that the owner be made aware and assume these
risks. If these risks are unacceptable to the owner or unsuitable soils are
encountered in the excavation, we recommend complete removal of the fill as
discussed in the previous section. All fill placed below the floor slab should be
compacted to a minimum of ninety-five percent (95%) standard proctor density.
We recommend that a minimum of 6-inches of clean sand be (less than five
percent (5%) passing a 200 sieve) be provided directly below the floor slab to
restrict the rise of capillary moisture.
III.4. PARKING AND DRIVE CONSTRUCTION
The existing fill soils are suitable for parking and drive area construction.
We recommend that the upper 6-inches be scarified, blended, and compacted to
a minimum of one hundred percent (100%) of standard proctor density. If soft
or unstable areas are identified during construction, they should be excavated
and clean backfill placed and compacted. We recommend that the following
section be provided for pavement construction:

The above material specification should meet Minnesota Department of
Transportation (MN/DOT) requirements.
IV. CONSTRUCTION
. IV.1. EXCAVATION AND BACKFILLING
It is our opinion that the soils encountered by the borings can be
excavated with a backhoe or front-end loader. The borings indicated that the
soils in the sidewalls of the excavation will generally be Type C soils under
OSHA guidelines.
We recommend that all excavation, footings, slab and pavement
sub grades be observed by a geotechnical engineer to evaluate if the subgrade
soils are similar to those encountered by the borings, adequate to support the
proposed construction and adequately oversize. These observations should be
conducted prior to placing backfills or forms for footings.
The site soils which will be excavated and reused as backfill appeared to
be close to or slightly above optimwn moisture for compaction. It may be
necessary to dry the soil to achieve the recommended compaction. We
recommend that the backfill be placed in lifts not exceeding 6-inches to 12-
inches, depending upon the size of the compactor and material used.
We recommend at least one density test for every 1 DO-cubic yards of fill
placed beneath the building with at least one test for 2-feet of fill placed. At
least one compaction test should be taken for every 1 DO-feet oftren~h at vertical
intervals not exceeding 2-feet.
V. INVESTIGATION AND PROCEDURES
V.I. DRILLING AND SAMPLING
The soil borings were completed on February 22, 1994 by Barrot Drilling
Services, Inc. with a truck-mounted auger drill equipped with hollow-stem
auger. Sampling for the borings was conducted in accordarice with ASTM
D 1586 procedures "Penetration Test and Split-Barrel Sampling of Soils". Using
this method, the bore hole is advanced with a hollow-stem auger to the desired
test depth. A I40-pound hammer falling 3~-inches was then used to drive the
standard 2-inch split-barrel sample for a total penetration of 1 Y2-feet below the
tip of the hollow-stem auger. The blows for the last foot of penetration were
recorded and are an index of soils strength characteristics. Samples were taken
at 2Y2-foot intervals to IS-feet and again at 20-foot depth. A representative
portion of each sample was obtained for review by a geotechnical engineer.
V.2. SOIL CLASSIFICATION
Soils encountered and the borings visually and manually classified in the
field by the crew chief in accordance with ASTM D2487 "Classifications of
Soils for Engineering Purposes", and ASTM D2488 "Description and
Identification of Soils (Visual-Manual Procedures)". Representative samples
will remain in our office for a period of 60 days to be available for your
examination.
V.3. GROUNDWATER
Immediately after taking the final sample at the bottom of the borings,
the boring holes were probed through the hollow-stem auger to check for the
presence of groundwater. Immediately after withdrawal of the auger, the l}oles
were again probed and the depth to water or cave-in was noted. All bore holes
were backfilled before leaving the site.
VI. GENERAL
The analysis and recommendations within this report are based upon the data
obtained from the soil borings performed at the locations indicated on the attached
sketch. Variations occur between these borings, the nature and extent of which will not
become evident until additional exploration or construction is conducted. A re-
evaluation of the recommendations of this report should be made after performing on-
site observations during construction and noting the characteristics of the variations.
The variations may result in additional foundation cost, and it is suggested that a
contingency be provided for this purpose.
This report is for the exclusive use of the addressee and their representatives to
use to design the proposed structure described herein and prepare construction
documents. The data, analysis and recommendations may not be appropriate for other
structures or purposes. We make no representation and assume no responsibility to
other parties regarding their use of this report.
Services performed for this project has been conducted with a level of care and
skill ordinarily exercised by members of the profession currently practicing in this area

The Metropolitan Council Environmental Services Division has determined SAC for the
Fong's Restaurant Addition located at 477 Pleasant Street SE within the City of Prior
