Minnesota Statutes Chapter 16B provides that the Department of Labor and Industry, Building
Codes and Standards Unit, Elevator Safety Section, inspect and approve elevators and
manlifts (endless belt lifts) before they can be legally used in Minnesota. An Inspector from
the Elevator Safety Section recently inspected your facility and determined it meets

SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be taken to insure that. the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code.
A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the
finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota
Department of Labor and Industry when an installation for a state contract job, licensed facility, or project in an
area where there is no local administrative authority is ready for an inspection and test. To schedule inspections,
contact the state plumbing standards representative for your region, or call Jim Peterson at 651/284-5889.
REQUlREMENT(S):
1. Using Minnesota Rules, part 4715.2310:
a. The 4-inch building drain branch below Room No. 137 must be pitched at V4-inch per foot or be at least
5 inches in size upstream of the connection of the 8-inch drain.
b. The 6-inch building drain branch must be at least 8 inches in size at the branch connection running
through the exercise room 026 on Sheet P3.4.
c. No more than six drainage fixture units may be served by a 2-inch drain branch which does not receive
discharge solely from stacks. The floor plan appears to indicate eight drainage fixture units on a 2-inch
branch in some locations.

11. Island vents must be constructed in accordance with Minnesota Rules, part 4715.2655. The horizontal vents
must be pitched at V4-inch per foot minimum to drain.
12. Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill
line of the fixture or equipment, must be provided with an air gap arrangement, approved backflow
preventer or backflow preventer assembly as specified in Minnesota Rules, part 4715.2000 and
part 4715.2010. This shall include the coffee maker, ice maker, espresso machine, and steamer.
13. The flammable waste trap shall be constructed in accordance with the Minnesota Plumbing Code,
Minnesota Rules, part 4715.1120. Drains that discharge into the interceptor may not be trapped and shall be
designed to drain dry. A drain on Drawing lIP2.04 does not appear to meet this requirement.
14. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is
done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals
shall not exceed one year, and records must be kept. All devices must be tested after initial installation to
assure that debris from the piping installation has not interfered with the functioning of the device. The
devices shall be overhauled at least once every five years. The installation of new backflow preventers must
be at least 12 inches, but not more than 6 feet above the finished floor or ground level.
15. Bathtubs and whirlpool tubs that do not have a factory applied flange for installation against a wall must not
be installed against a wall (see Minnesota Rules, part 4715.1240, subpart 3).
16. Water closets in public bathrooms must have open-front seats.
17. Chlorinated polyvinyl chloride (CPVC) pipe used for the water distribution system must be installed in
accordance with International Association of Plumbing and Mechanical Officials (IAPMO) Installation
Standard 20-98 (see Minnesota Rules, part 4715.0520).
18. Plastic pipe must be installed in accordance with Minnesota Rules, part 4715.0580(F) and part 4715.0600.
Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in totallengtb. Above-
grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved
expansion joint is used. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of
contrasting color to the pipe and cement (see Milmesota Rules, part 4715.0810, subpart 2).
19. A horizontal separation of 10 feet must be maintained between the watermain and any sewer manhole, and
between a fire hydrant drain and any sewer (see Minnesota Rules, part 4715.1710, subpart 3).
20. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. l$E'fi:lltZ' ~~r

NOTE(S):
1. The scope of this project consists of the construction of a new apartment building. The plumbing
installation includes one to two bathrooms, a kitchen sink, and a clothes washer for each dwelling unit,
commercial kitchen equipment, a flammable waste interceptor, and an internal storm drainage system.
