Dear Mr. Shanks:
The City of Prior Lake has completed its review of the site plan for the addition to the
existing building located at 16873 Fish Point Road. The purpose of this letter is to
inform you these plans, dated July 24, 1998 and July 28, 1998, have been approved. A
copy of the approved plans are attached for your information.
In order to receive a building permit for this project, you must submit a letter of credit for
the required landscaping on the site. This letter of credit must be in the amount of 125%
of the cost of the landscaping. Based on the estimate you submitted, the letter of credit
must be in the amount of $11,250.00. We will hold this letter of credit for one year after
completion of the project.

Attached are the revised plans for the NBC Products Addition. The sale ofthis property
has been completed, so once we have approved his plans, we can issue a permit. Tony
Shanks has requested we call him directly for any additional information.
The contractor has also requested a grading permit. Engineering will review these plans,
and try to issue a permit in the next few days.
I am scheduling this item for the DRC meeting on July 30, 1998. Please have your
comments prepared for that meeting.

Mr. Hutchins:
This letter is a response to your preliminary plan review comments, presented in a letter dated
May 12, 1998. Please review our response to each of your issues and let us know if there are
any other information you may require for building permit review and issuance.
Item 1.: We will submit signed architectural, structural and site plans. The HVAC, sprinkler
and plumbing plans will be signed by the respective contractors, since this is a
design-build project, and will be submitted to you through the Construction
Manager, AI Ramsey.
Item 2.: A soil report has been submitted to your office.
Item 3.: The Special Structural Testing and Inspection Schedule has been filled in by the
structural engineer and is attached to this letter.
Item 4.: The energy envelope calculation worksheet has been filled in and is attached to
this letter.
Item 5.: The Illumination Budget Calculation Summary will be prepared by the electrical
contractor, since this is a design-build project, and will be submitted to you through
the Construction Manager.
Item 6.: The Metropolitan Waste Commission has made a SAC determination of three
units. A letter dated June 9, 1998 was sent to you from the MWC.
Item 7.: The ventilation system will be designed to meet UBC Chapter 12, will be indicated
on the HV AC plans prepared by the mechanical contractor, since this is a design-
build project, and will be submitted to you through the Construction Manager.
Item 8.: No motor vehicles will be parked in the building. A letter from the building owner
was previously sent to your office.

Item 9.: Rather than providing an elevator to make the mezzanine handicap accessible, we
will provide a full height partition to reduce the area of the mezzanine to less than
3,000 s.L See the attached sketch in Addendum #1.
Item 10.: We will provide a 6' wide by 7' high opening in the existing wall between the
existing and new mezzanine. See the attached sketch in Addendum #1.
Item 11.: The warehouse-to-mezzanine guardrail was designed according to the UBC 509.3
exception, wherein guardrails in "commercial and industrial-type occupancies which
are not accessible to the public" may have open space through which a 12" sphere
cannot pass. Please let us know if you consider the warehouse or mezzanine to
be accessible to the public.
Item 12.: The mezzanine stair handrail will be modified to conform to CABO/ANSI 4.3.11.
See the attached sketch in Addendum #1.
Item 13.: Storage in the existing building and new addition will be below 12' high. A letter
from the building owner addressing this issue was previously sent to your office.
Item 14.: Separate permits will be obtained by the respective contractors.
Item 15.: The fire suppression sprinkler system will be monitored and have audible alarms.
Plans will be submitted by the fire protection contractor.
Item 16.: Exit illumination will be provided. Plans will be submitted by the electrical
contractor.
Item 17.: There will be no rooftop mechanical units.
Item 18.: Overflow drains or roof scuppers will be provided. Plans will be submitted by the
roofing contractor.
In regard to plan review comments from Jeff Evens of the Engineering Department, his items
1 through 5 have been addressed in the site plans which are attached for resubmittal. The
Construction Manager will call the Engineering Department for inspection prior to sodding and
will submit a plan for stockpiles of extra material, if any.
I have also prepared a letter in response to the Planning Coordinators review letter, dated
June 1, 1998. A copy is attached.

the revisions to the bids to be submitted. References made below to drawings and
specifications shall be used as a general guide only. Contractors shall determine for

NBC Products was incorporated in 1976 in the state of Minnesota.
The primary products manufactured by the company are air pollution control devices. The products produced by
NBC Products are marketed world wide by Honeywell Inc.
The process of manufacturing these air cleaners consists of production line work including wire prep, sheet metal
bending, punch press work, various use of hand tools in assembly and the use of polyurethane for gluing f1lters
together.
The manufacturing process does not require any hazardous materials nor produces any hazardous materials.
The company moved into the Prior Lake Industrial park in January of 1976. Our present building is 19,600 square feet
of office and manufacturing space and we are renting 9,000 square feet in the Buckingham building.
Our business continues to expand and our need for more manufacturing space has increased. To meet these new
business requirements we propose to make an addition to our present building of 17,100 square feet. This will be all
manufacturing or warehouse space and we propose to start construction as soon as Prior Lake issues a building pennit.

Dear Ms. Cermak:
The following are the results of the Preliminary Plan Review for the NBC Products
addition. Our review was based on the Minnesota State Building Code (MSBC) which
has adopted with amendments the 1994 Uniform Building Code (UBC) with handicap
regulations of the Council of American Building Officials American National Standard
(CAB 01 ANSI).
1. Submit signed architectural, structural, site, HV AC, sprinkler and plumbing plans.
2. Submit a soils report.
3. Submit the Special Structural Testing and Inspection Schedule for special inspections.
UBC 1701.5.
4. Submit energy envelope calculations.
5. Provide the Illumination Budget Calculations Summary. MN Energy Code Part
7670.080.
6. A SAC determination must be completed by the Metropolitan Waste Control
Commission. Contact lody Edwards at (612) 602-1113.
7. Ventilation for the building must meet UBC Chapter 12. Provide 15 CFM of
ventilation per occupant.
8. Are motor vehicles parked in the building? If so, a one hour occupancy separation is
required. If not, please indicate in a letter from the building owner or tenant. UBC
311.1
9. The mezzanine must be handicap accessible. Provide an elevator. MSBC
1340.1103.2.2.

10. Provide a man door from the existing mezzanine into the new mezzanine to provide
two exits from the mezzanine. UBC 1003.1.
11. DetaiI6/A7: Provide less than 12" opening at guardrails on stairs. UBC 509.3.
12. Detail 6/A7: Provide extended handrail at bottom of stairs and top of stairs.

13. Provide in rack sprinklers per Table 4-2.2 of the National Fire Protection Association,
NFPA13, 1991 edition, in the High Pile Storage Over 12'-0" in Height. In a site visit
to the building on May 11, 1998, it was observed that there was storage above 12'-0".
Mr. Anthony Shanks indicated that a letter would be submitted stating that the storage
in the existing and new additions would be below 12'0".
14. Separate permits are required for plumbing, HV AC, fIre suppression, electrical, sewer
and water, etc.
15. Fire suppression sprinkler shall be monitored and have audible alarms. UBC 904.3
16. Provide EXIT illumination. UBC Section 1012.
17. Roof top mechanical units must be screened. City zoning Ord. 5.5 .15
18. Provide overflow drains or roof scuppers. UBC 1506.3
The following are plan review comments from Jeff Evens of the Engineering Department:
1. All silt fence shall be heavy duty with wire mesh. Revise Detail.
2. 3 c vCy-cl II rip-rap shall be placed at all spillways.
3. Cone. spillways shall be 5' 10" minimum.
4. All swales and disturbed areas shall be sodded per ordinance 6.1 0H2.
S. All slopes greater than 3: 1 shall have mulch and sumac per landscape plan. Ordinance
6.10H3.
6. Engineering Department shall be called for inspection prior to any sodding.
7. Provide plan for stockpiles of extra material.
8. Re-submit revised plans for approval.
This is a preliminary review only. Other code items ~ay be addressed when the final

RE: Addition to NBC Products Building
Dear Mr. Shanks:
The City of Prior Lake has received your application for a building permit for an addition to
the NBC Products building. Before this permit can be issued, there are some procedures
which must be completed.
First of all, the property you intend to purchase from the City has not been subdivided yet.
This can be accomplished through administrative land subdivision procedure. However, in
order to process that subdivision, we must have a revised survey showing your existing lot
and the new parcel as one lot. I have contacted Jack Boike at Egan, Field & Nowak, Inc.,
and he has indicated he will revise the survey and send it to me as soon as possible. Once
we receive the revised survey, we will process the administrative land subdivision so the
deed to the property can be recorded.
Second, this addition must be approved by the City Development Review Committee. This
is also an administrative procedure. I have included a Site Plan Application Checklist for
your use. This application must be submitted along with the items I have highlighted. The
two sets of building plans you have submitted contain most of these items. Please submit
three additional sets of plans, as well as five copies of any of the information not included in
the building plans.
Once the administrative subdivision and site plan have been approved, we can proceed with
the building permit. It is our intention to process these applications in a timely manner. This
process can be facilitat~d if you submit all of the required application materials.
