A RESOLUTION GRANTING A CONDITIONAL SIGN PERMIT TO PERMIT
ILLUMINATED SIGNS ON PROPERTY ZONED RESIDENTIAL AND
LOCATED AT 16150 ARCADIA AVENUE FOR HOLY TRINITY UNITED
METHODIST CHURCH
WHEREAS, Holy Trinity United Methodist Church has applied for a Conditional
Sign Permit as required by Section 5-7-6 of the City Code in order to permit illuminated
signs within a residential zoning district at the following location, to wit:
16150 Arcadia Avenue, legally described as: Lots 1-4 and Lots 9-12 and Lot 7 and
Lot 8, City of Prior Lake, Scott County MN.
WHEREAS, the Planning Commission has reviewed the application for
conditional sign permit as contained in Case #98-084 and held hearings thereon on July
27, 1998; and
WHEREAS, the Planning Commission has considered the effect of the proposed
signs upon the property in the surrounding area and the effect of the proposed signs on
traffic; and
WHEREAS, because of conditions on the subject property and on the surrounding
property, it is possible to use the subject property in such a way that the proposed signs
will not danger to the public safety, have a negative impact on surrounding property or
traffic, and unreasonably diminish or impair health, safety, comfort, morals or in any
other respect be contrary to the Zoning Ordinance; and
WHEREAS, the contents of Platming Case 98-084 are hereby entered into and
made a part of the public record and the record of decision for this case. Pursuant to
Section 5-7-16 of the City Code the sign permit will be deemed to be null and void six (6)
months from the date of approval if the holder of the sign permit has failed to complete
the contemplated improvements.
NOW, THEREFORE, BE IT RESOLVED BY the Planning Commission ofthe City
of Prior Lake, Minnesota:
A conditional sign permit is granted to permit the construction of two illuminated
freestanding signs for Holy Trinity United Methodist Church as proposed in Exhibit A
(the site plan and sign copy), attached to and made a part of the resolution.

1. Call to Order:
The July 27, 1998, Planning Commission meeting was called to order by Chairman
Stamson at 6:33 p.m. Those present were Commissioners Stamson, Cramer and Criego,
Planning Director Don Rye, Planner Jenni Tovar, Assistant City Engineer Sue
McDermott and Recording Secretary Connie Carlson.

A. Case #98-084 Holy Trinity United Methodist Church is requesting a conditional
sign permit to allow an illuminated sign in a residential zoning district for two
proposed signs.
Planner Jenni Tovar presented the Planning Report dated July 27, 1998 on file in the
office of the City Planner.
Staffhas concluded the conditional sign permit meets the conditions set forth in the
ordinance.
There were no comments from the public.
Comments from the Commissioners:
Creigo:
. The church in the R2 District is allowed. Proper signage and lighting should be
provided.

Planner Jenni Tovar explained how a bluff is determined. Assistant City Engineer Sue
McDermott also addressed questions.
Brief discussion on the engineering requirements and enforcement. This issue will go
before the City Council in September.

JULY 27, 1998
Holy Trinity United Methodist Church is proposing to construct two freestanding
illuminated signs. One sign will face Arcadia Avenue and the other will face
Eagle Creek Avenue.
DISCUSSION:
The property is zoned R-2 Urban Residential. Churches are permitted uses
within the zoning district. Section 5-7-6 allows for illuminated signs within a
residential zoning district with a conditional sign permit. The condition stated in
the ordinance states that the sign shall be illuminated only by steady, stationary,
shielded light sources directed solely at the sign, or internal to it, without causing
glare for motorists, pedestrians, or neighboring properties.
Section 5-7-5 allows institutional signs no higher than 6 feet above grade of the
adjacent street and with a total sign area no more than 75 square feet. This is
measured as no more than 75 square feet per sign with no more than two sides.
The two signs are the same with 25.5 square feet per side and two sides per
sign. The total sign area is thus 51 square feet for the site.
The lighting consists of a ground spotlight aimed toward each face of the sign.
This is a steady, stationary light source. The sign placed along Arcadia Avenue
will only be lit from the front. Any light spillage will be on the church front.
Considering the lights are aimed solely at the sign, there will be no glare to
motorists along Eagle Creek Avenue. Passing motorists will see the spotlight

from the opposite direction, but the light will be aimed at the sign. Proposed
plantings should eliminate any view of the direct light source from traffic.
RECOMMENDATION:
Staff has concluded the Conditional Sign Permit meets the conditions set forth in
the ordinance.
ALTERNATIVES:
1. Approve the Conditional Sign Permit by adopting Resolution 98-18PC.
2. Table or continue discussion of the item for specific purpose.
3. Deny the application because the Planning Commission finds the proposed
sign does not meet the conditions of a conditional sign permit. In this case,
direct staff to prepare a resolution denying the request is required.

wide. The signs are two faced and are externally lit with
spotlights.

Brent knows what he's talking
about. At 32, he has devoted him-
self to the local sign business-
and all that goes with it-for six
years. That means that he and his
wife, Carol, 27, not only design
and make signs, but 75 percent of
the time they're responsible for
installing them, too.
And installation requires bond-
ing and licensing from each of the
townships and municipalities that
they serve. Consequently, Brent
and Carol need to keep up with
all the local sign ordinances, as
well as those of county and state.
Six years ago, though, things
were different for the sign part-
ners. Brent and Carol were barely
scraping by a little farther north,
in the resort town of Bemidji.
Brent worked in a cabinet shop.
Carol had just completed her de-
gree work in graphic design at Be-
midji State. It was natural to team
up in a wooden-sign business.
