CONSIDER APPROVAL OF AN ON SALE LIQUOR LICENSE
EXTENSION FOR HOLLYWOOD BAR & GRILL
Current Circumstances
The owners of the Hollywood Bar & Grill are applying for an
extension of their on-sale intoxicating liquor license. State law
requires liquor license holders to apply for an extension of their license
if they wish to sell alcohol beyond the premises for which they are
licensed. This extension will allow them to sell alcohol at an outdoor
event they are planning in conjunction with the owners of T.J.
Hooligan's on Saturday, July 19, 2003. The event will be held in a
tented area in the parking lot behind the Hollywood Bar & Grill. They
are planning on having a live band from 8:00 p.m. until midnight.
The Issues
The Hollywood Bar & Grill has paid the $25.00 fee for this permit.
The Prior Lake Police Department has found no reason to deny this
permit. The outdoor event permit has been approved subject to
various conditions. The Police Department is working with the
applicants to ensure they are compliant on all state laws and city
ordinances for this event.
The City Council has the following alternatives:
1. Adopt a motion as part of the consent agenda approving a
liquor license extension for the Hollywood Bar & Grill.
2. Deny the liquor license extension request.
Staff recommends Council approve the liquor license extension for the
Hollywood Bar & '11 for Saturday, July 19,2003.

CONSIDER APPROVAL OF TEMPORARY 3.2 NON-
INTOXICATING LIQUOR LICENSE FOR THE CYSTIC
FIBROSIS FOUNDATION

The Cystic Fibrosis Foundation is requesting a Temporary 3.2 Non-
Intoxicating Liquor license in order to sell 3.2 beer at a fishing
tournament sponsored by KF AN Radio and Extream Bass. This event
will be held on Saturday, August 9, 2003 from 11 :00 a,m. until 4:00
p.m. at Lakefront Park. This will be the second year this tournament
has been held at Lakefront Park.
The Issues
The Cystic Fibrosis Foundation has completed the application, paid the
$25,00 application fee and provided the city with proof of liquor
liability insurance. The Prior Lake Police Department has found no
reason to deny this permit.
The City Council has the following alternatives:
1. Approve the Temporary 3.2 Non-Intoxicating Liquor license for the
Cystic Fibrosis Foundation for Saturday, August 9, 2003.
2. Deny the liquor license request.
Staff recommends Council approve the Temporary 3.2 Liquor License

CONSIDER APPROVAL OF TWO TEMPORARY 3.2 LIQUOR
LICENSES FOR PRIOR LAKE MERCHANTS SOFTBALL
TEAM
Current Circumstances
Prior Lake Merchants softball team is requesting a temporary 3.2
liquor licenses in order to sell 3.2 beer at a softball tournament this
summer. The ASA Women's District DD Softball Tournament will be
also be held at the Ponds Park on Friday, Saturday, and Sunday August
8, 9, 10,2003. This will be the fifth year the City of Prior Lake Parks
and Recreation Department has hosted this tournament. The Prior
Lake Merchants softball team will be selling beer from a portable
dispensing trailer located by the concession building from 5:00 P.M.
until 10:00 p,m. August 8, from 8:00 a.m. until 10:00 p.m. on August
9, and from 11 :00 a.m, until 10:00 p.m, on August 10.
The Issues
The Prior Lake Merchants softball team has paid the $25.00
application fee ad has provided proof of insurance through the
Minnesota Sports Federation. The Prior Lake Police Department has
found no reason to deny the applications.
Park patrol officers will focus their patrols on The Ponds Park on the
days of the tournaments. The Park and Recreation Department's
Softball League Director will also be acting as Tournament Director
and will be overseeing the operation of the beer concession stand. No
outside coolers will be allowed at this tournament to ensure the 3.2
beer dispensed from this concession stand will be the only beer
allowed in the park.
The City Council has the following alternatives:
1. Adopt a motion as part of the consent agenda approving the
temporary 3.2 liquor licenses for the Prior Lake Merchants
softball team.
2. Approve one license but not the other.
2. Deny the temporary 3.2 liquor license requests,

CONSIDER APPROVAL OF MASSAGE THERAPY LICENSE
FOR LAURIE JO CAMPBELL
Current Circumstances
Laurie Jo Campbell of 16420 Mandan Avenue, Prior Lake, is applying
for a personal services license, as permitted in the City of Prior Lake
Code, to engage in a massage therapy business, The City Code Section
303.300 requires that a personal services license be issued by the City
Council in order for an individual to perform massage therapy in the
city, This license would be valid until December 31, 2003. Ms.
Campbell was licensed as a massage therapist from 1995 to 2001 in
Prior Lake, She let her license laps in 2002 when she was licensed in
the city of Lakeville.
The Issues
The Prior Lake Police Department has investigated Ms. Campbell
pursuant to the information required on the application and has found
no reason to deny the application. Ms. Campbell has paid the $100.00
investigation fee and the $250.00 application fee. She has provided
the city with proof of completion of massage therapy schooling as
required by the City's massage therapy ordinance.
The City Council has the following alternatives:
1. Adopt a motion as part of the consent agenda approving the
massage therapy license request for Laurie Jo Campbell.
2. Deny the massage therapy license request.
Staff recommends Council approve the massage therapy license for
Laurie Jo Campbell.
