HomeMy WebLinkAbout5F - Special Hunt for Coyotes on Vierling Property MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: AUGUST 4, 2008 SF BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING A SPECIAL HUNT ON THE VIERLING PROPERTY. Introduction The purpose of this agenda item is to determine if the City Council believes it appropriate to authorize a speCial hunt for coyotes on the Vierling property. Historv Prior lake City Code provides that the City Council can authorize special hunts, "for the purpose of reducing animal populations that create potential health, safety or general welfare problems in the City." The special hunt which authorizes the discharge of a firearm may be approved by City Council resolution provided it is in compliance with State law, established by the City Council and consistent with recommendations of the Department of Natural Resources. Current Circumstances We are in receipt of a request to conduct a special hunt from Mike Vierling. Mr. Vierling has indicated that his livestock are "being taken down" by coyotes on his property. He has asked for permission to hunt at night using with a shotgun with shot shells (no slugs). He has agreed to limit the hunt to no closer than 500 feet from his property boundaries and that no shot will leave his property. The property to be hunted is the southeast quadrant of CR 42 and CR 21 north of Carriage Hills Parkway, and on his property north of CR 42 between Pike lake Trail and CR 18. The special hunt would be from 8 p.m. to 1 a.m. nightly for 60 days and is limited to two hunters per night. ISSUES: A special hunt for coyotes was successfully and safely conducted on this property in March of this year. A total of three coyotes were destroyed. This hunt could have the impact of helping to control a general problem in the community. FINANCIAL IMPACT: There is no financial impact to the approval of the special hunt. ALTERNATIVES: 1. Adopt a resolution authorizing a special hunt for coyotes on Vierling property. 2. Take no action. RECOMMENDED MOTION: Alternative #1 as part of the consent agenda. Motion By: Second By: WHEREAS, A special hunt has been requested by a property owner to address the problem of coyotes harassing and/or killing livestock; and WHEREAS, The hunt will be limited to property north of CR 42 between Pike Lake Trail and CR 18, and to the southeast quadrant of CR 21 and CR42, north of Carriage Hills Parkway; and WHEREAS, The weapon shall be limited to a shotgun with shot (no slugs); and WHEREAS, The special hunt is to take place daily from 8 p.m. to 1 a.m. for a period of 60 days from approval. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. A special hunt is hereby authorized for 60 calendar days following this date of adoption of this resolution, subject to the terms outlined above. PASSED AND ADOPTED THIS 4th DAY OF AUGUST 2008.
