The Shakopee Police Department is the lead agency for this grant and Shako-
pee Police Chief Dan Hughes is designated as the fiscal agent and administra-
tor for the grant.
The grant provides funding for the officer's overtime. The City's contribution
includes clerical and administrative support, as well as the use of department
equipment. Additional contributions would be any associated prosecution
costs, including court time for officers.
1) Approve the resolution authorizing participation in the Safe & Sober Com-
munities for the period October 1, 2008 through September 30, 2009.
2) Deny approval.

CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING SAFE & SO-
BER COMMUNITIES FUNDING FOR THE PERIOD OCTOBER 1, 2008 TO
SEPTEMBER 30, 2009.
Introduction
The Prior Lake Police Department is seeking approval to participate with the
Minnesota Department of Public Safety in a Safe & Sober grant.
Historv
The Safe & Sober Communities project is a federally funded program adminis-
tered by the Minnesota Department of Public Safety (DPS), dedicated to ad-
dressing issues of traffic safety through highly publicized overtime enforce-
ment projects. The key objectives of the projects are to reduce impaired driv-
ing, speeding, the resulting traffic accidents, and to increase seat belt usage in
our communities. The Safe & Sober project consists of five overtime waves of
enforcement and public education at peak driving times of the year - Thanks-
giving, Christmas, Memorial Day, the 4th of July, and Labor Day.
~urrent Circumstances
This year's grant application will once again include all the law enforcement
agencies in Scott County. Through the use of the grant funding, the depart-
ments will be able to participate in the campaign while maintaining regular pa-
trol functions. Officers will be paid to work extra shifts at their respective over-
time rate through the grant.

A RESOLUTION AUTHORIZING EXECUTION OF A GRANT AGREEMENT WITH THE MINNESOTA
DEPARTMENT OF PUBLIC SAFETY FOR THE SAFE & SOBER COMMUNITIES PROJECT

WHEREAS, The City of Prior Lake desires to guard the safety of the citizens by improving traffic
safety and participating in the Safe & Sober Communities program; and
WHEREAS, Under the provisions of the Highway Safety CT (P. L. 89-563), the Minnesota
Department of Public Safety has received federal funding to promote traffic safety; and
WHEREAS, A partnership with all the law enforcement agencies in Scott County has been formed
to jointly address traffic safety using federal funding.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Manager is hereby authorized to enter into a grant agreement with the Minnesota
Department of Public Safety for the project entitled Safe & Sober Communities during the period
October 1, 2008 through September 30, 2009.
3. The City Manager is hereby authorized to execute such agreements as are necessary to implement
the project on behalf of the Prior Lake Police Department.
4. Shakopee Chief of Police Dan Hughes is hereby authorized to be the fiscal agent and to administer
the Safe & Sober Communities grant.
