Commission
Dear Ms. Tovar:
The City of Shakopee Public Utilities Commission (SPUC) is
requesting site plan approval for a temporary electrical
substation. This would be located within the NSP transmission
line easement on the east side of County Road 83 and 1/2 mile
North of County Road 42.
This temporary substation is required to meet the electrical
demands in Shakopee in July of this year. In particular, this
temporary substation is necessary to supply the Seagate Company,
which has accelerated their move-in schedule resulting in a
higher load sooner than anticipated.
This substation is temporary. SPUC has planned for a permanent
substation in Shakopee, and has already purchased a site and
ordered the transformer for that substation. Although NSP has
raised concerns about the salt spray from the nearby roadway
causing problems with that site, we are confident a solution to
that issue will be found and that the permanent substation will
be in service no later than fall of 2000. At that point the
temporary substation will be removed.
The temporary substation consists of specialized equipment
mounted on two semi-trailers with connections to the high voltage
transmission lines. Some site grading is required to construct a
driveway and a flat area for the trailers. The drainage of the
area will not be affected, and it is not our intent to remove any
native soil from the area. The site will be returned to the
original contours after the substation equipment is removed.
SPUC has signed a lease agreement with Ray C. Peterson, the
property owner; and has verbal agreement with NSP to locate the
equipment under their transmission lines, and written
authorization is in process.

Enclosed are the following items related to this application:
1. Application and check for the $300.00 fee.
2. Ten copies of Site Grading and Drainage Plan.
3. One copy of photos of the two semi-trailers with the
substation equipment.
We understand that this proposed use is considered as "Essential
Services" which can be approved administratively, and we are
requesting the same. The timing for the approval and
construction is extremely critical, and we request and thank you
for your cooperation.
Please contact myself, or any of our engineers who names may
appear on any documents, as you see the need. We will endeavor
to get you any information, and we are willing to meet with you
or others to clarify any aspect of this project.

Dear Lou,
This letter is a follow-up to our conversation this morning. I have reviewed the National
Electric Safety Code fencing requirements for electrical substations. It appears a 7- foot
fence is required or a 6- foot fence with barbed wire. While this is higher than the City's
Zoning Ordinance allows, our ordinances cannot supercede such regulations. Therefore,
we will approve either type offence to meet the National Electrical Safety Code.

B. Rooms and Spaces
All rooms and spaces in which electric supply equipment is installed shall comply with the
following requirements:

4. Moisture and Weather

Dear Lou,
This letter serves as approval of your site plan application. The only condition of this
approval is that the proposed chain link fence no exceed 6' in height. Fences over 6' are
not permitted in the city. Tree Preservation is not an issue as there are no trees being
removed for the proposed use.
Considering a building permit is not required and a grading permit has been issued, you
are ready to begin the project. Once you have installed the silt fence and rock
construction entrance at the site, please call Sue McDermott, Assistant City Engineer, to
schedule an inspection. Once these erosion control measures are approved, you can then
begin site work (grading and placement of trailers). You will also have to call Sue to
schedule the final grading inspection upon project completion.

Conditions of Approval
· Temporary access onto CSAH 83 will be allowed for the purposes of this utility substation only.
Once the substation is removed, this access is to be removed at SPUC's expense.

SPUC Substation Review
The Engineering Department has completed a review of the subject site plan and have the
following comments:
1. A grading permit is required for this project. A deposit of $750.00 will be
required (0.5 acres x $1,500.00 per disturbed acre) in addition to the $50.00
non-refundable permit fee.
2. Show a rock construction entrance at the entrance to the site. The dimensions
are to be 50' (length) x 20' (width) x 6" (depth).
3. All erosion control must be installed and inspected by City staff prior to any
site grading.
4. Provide a copy of the Scott County access permit.

Please review the newlY modified schedule on the following pages
for items under your control, and advise if you foresee any
reason this projeot will not be accomplished as scheduled.
The identification of-the parties responsible for the various
areas of the project has now been added to ~he sChedule_
It is oritioal to have it completed on time and suoce~sfully.
All items in the schedule are critical, but I havefhighli9htea~)

Achieving the permits by the April 30 date is extremely critical.
Hissing that date would require us to start the CUP process at
that point, making it impossible for us to meet tbe completion
deadline.
-) The substantive changes since yesterday's version of this
schedule involve the Plan Review request to Prior Lake. The
change is to defer the filing date of that request to 3/30/99 -
and also to have the full information included in the initial
request (not partial info with followup later).
The reason behind the change is Jenny Tovar, Prior Lake Planner,
will be out of the office after that date and she will set up the
internal review of our submittal prior to leaving_
That internal review will take plaoe 4/8/99; we will be advised
of the results on 4/12.
If all goes as planned, we can then proceed with getting any
building permits - if any are needed.' No building permits needed
for the equipment installation since it clearly portable and
temporary (mounted on truck trailers). But it seems to me that
there could be some misc. grading, or cutting trees, or some
other misc. work which might require a building permit, so we
should provide a time allowance just in case.
