I have reviewed the project at the 8t. Michael's Administrative Center for
compliance with the building permit and approved site plan. The following items
must be addressed:
1. The landscaping required and approved as shown on the attached plan has not
been installed.
2. There is a fence located along the side lot line and in the front yard along
Duluth Avenue. The site plan did not indicate any fence on the site.
However, the fence along the side lot line is permitted. The fence in the front
yard must meet the following conditions:
. The fence may not exceed 4' in height.
. The fence may not exceed 50% opacity.
. The fence style must be decorative, such as split rail, decorative iron or
picket fence.

Applications will be reviewed by the Development Review Committee. A member of'
the Planning Staff will notifY the Applicant as to any additional infonnation or

or other possible applications as required, may be administratively approved. Site
Plans requiring a variance or other possible applications will automatically be
scheduled for a Planning Commission Public Hearing when it has been verified
that the application is complete. Items will be scheduled before the City
Council, by the City Manager, upon Planning Commission Recommendation.

Project Narrative:
This proposed project would construct an addition to the existing Parish Administration Center to
temporarily house the kindergarten program until expansion of the St. Michael's Education Center
is complete. It is anticipated that construction of the Education Center will be complete by
September 1, 2001. The proposed addition would add approximately 2,000 gross square feet of
building to the current structure which is approximately 7,700 gross square feet in area.
The proposed addition will be a single story building located to the North ofthe existing Notre Dame
Conference Room. Exterior walls will be constructed of a face brick veneer to match existing with
wood stud back-up and painted gypsum board interior wall surfaces. Ceilings will be acoustic tile
or painted plaster. Roof construction shall be built-up asphalt roofing over wood decking on wood
trusses. Floor construction will be slab-on-grade with finish flooring to be carpet or vinyl tile.
Remodeling of the existing building will be minor to provide access from the existing entry/lobby to
the new classrooms/meeting rooms; an accessible toilet room; and, automatic fire detection and
protection systems throughout the building.
The addition will have little impact on the existing landscaping requiring the removal of only two trees
and the relocation of four trees that fall within the limits of the new building footprint. Perimeter and
parking buffer landscaping will be provided per city ordinances. Parking buffer landscaping will
include 6'-0" high cedar fence adjacent to parking pavement with plants and edging occurring
between fence and property line. This scheme meets the wishes of the existing adjacent resident.
The off-street parking requirement is provided by an existing on-site parking lot which
accommodates 6 vehicles (1 HDCP) with an additional 2 spaces provided in the existing garage.
The other 8 required parking spaces are provided through use of the existing church parking lot
which is available due to nonconcurrent use by the church and the administrative offices.
Trash receptacles for the facility include two 32 gallon containers that will be stored within the
existing garage and picked up weekly. No trash enclosure will be constructed.
Existing exterior lights will remain with the addition of two new wall pack fixtures being located on
the additions north and east walls. The fixtures (type identified on drawing) will have housings which
limit the light output to the face and space immediate the building.
Upon completion of the Education Center expansion and relocation ofthe kindergarten program to
permanent space, this addition will provide additional conference/meeting rooms for parish-wide
program use.

Amended Irrevocable Letter of Credit in the amount of Thirty One Thousand Two Hundred
Ten and 00/100 (31,210.00) Dollars, available to you by your draft drawn on sight on
the undersigned bank.
The draft must:
a) Bear the clause, "Drawn under Amended Letter of Credit No. 1309 dated February 16,
2001, of Prior Lake State Bank";
b) Be signed by the Mayor or City Manager of the City of Prior Lake;
c) Be presented for payment at 16677 Duluth Avenue SE. Prior Lake. Minnesota. on or
before 3:00 P.M. on February 12. 2002.
This Letter of Credit shall automatically renew for successive one year terms unless.
at least forty five (45) days prior to the next annual renewal date (which shall be

In response to you memo dated July 9th regarding the Prior Lake Development Review, I have compiled the following

The architectural Site Plan dimensions have been modified to match the Survey. The Survey is intended
to show existing conditions and location of proposed project, but not all new site features (ie. new
sidewalks, plantings, stairs,...) Please refer to the Site Plan for location of new site amenities.
The site landscaping, lighting and parking plan has been revised to meet the landscaping requirements
based on the perimeter of the site (680'). 17 trees are located, including 9 existing, 4 relocated trees and 2
new trees. The parking lot landscape material and fence has been removed per the owner's request.
The site plan has been revised so as to keep the existing parking lot with restriping for HDCP parking per
Mr. Hutchins requirements. The parish of St Michael's assures me that the two garage stalls will be
maintained as parking spaces as per the attached letter.
The additional 9 sparking spaces provided by means of the existing church parking lot meet all of the
provisions of article 1107.203 (11). See attached letter.

Dear Mr. Feller:
The City of Prior Lake Development Review Committee has completed its review
of the site plan application for the addition to St. Michael's Parish Administration
Center. the following changes or clarifications must be made before we can
approve this site plan.
1. Survey/Site Plan: The site plan and the survey are not consistent. For
example, the dimensions of the addition on the survey do not match the
dimensions of the building on the site plan. The survey must show both
existing and proposed conditions, and it must be consistent with the building
plans and the site plan.
2. Landscaping: The perimeter landscaping required is based on the
perimeter of the entire site, not just the north property line. The Zoning
Ordinance requires 1 tree for each 40' of perimeter. Based on our
calculations, the perimeter of the site is 680 feet. Therefore, 17 trees are
required. The landscaping plan submitted identifies 15 trees, including 9
existing trees, 4 relocated trees and 2 new trees. It must be revised to
include 2 additional trees.
3. Parking Spaces: This use requires 16 parking spaces (1 space for each 3
seats based on the capacity of the main assembly hall). The site plan
identifies 7 existing spaces on the site, including the 2-car garage. If the
garage is to be used for the parking spaces, it must be available for parking.
In other words, the garage cannot be used for storage.
4. You have also noted that the additional spaces will be provided through the
use of the existing church parking lot. This is acceptable, but your letter must

address the provisions of 91107.203 (11) of the Zoning Ordinance. I have
attached a copy of this section for your information.
5. Parking Lot Landscaping: The site plan shows that a portion of the
proposed parking lot currently exists on the site. If you do not change the
dimensions of this area, no landscaping will be required. The area, however,
must be paved and striped. If you do change the dimensions, the parking lot
must then meet all setback and landscaping requirements.
6. In reviewing the provisions of the Zoning Ordinance, we have determined that
the church may provide 7 parking spaces on-site, and the remaining 9 spaces
on the church property across the street and still be consistent with the
Zoning Ordinance requirement. In this fashion, the dimensions of the existing
parking lot can remain the same, and no landscaping will be required.
7. Engineering Requirements: The City Engineering Department has
reviewed the plans and noted their comments on the attached copy of the
plan. In order to complete this review, the Engineering staff requires a profile
of the storm sewer pipe, invert elevations, and information on the type of
pipe. A manhole is also required at the bend in the pipe.
8. Building Code Requirements: Bob Hutchins sent you a memorandum,
dated July 7, 1999, outlining the Building Code items to be addressed. I have
also enclosed a copy of that memorandum with this letter.
Once you have submitted plans with the above revisions, we will review the site
plan again, and, hopefully, be able to issue approval. Following approval of the
site plan, we can proceed with the building permit.

Following reply is to the response letter dated July 1, 1999 from the DLR Group for the Addition
to St. ivUl.:hael's Parish.Administration Center building. Our review Wl'U; based on the Iv1innesota
State Building Code (MSBC) which adopted with amendments the 1997 Uniform Building Code
(UBC) with handicap regulations of the Council of American Building Officials American
National Standard (CABO/ANSI). The following responses are numbered as in the June 24, 1999
memorandum to you.
1. Submit signed utility plans. The Survey submitted is not complete.
3. Building dimensions on survey and building plans must match.
6. Provide the Illumination Budget Calculation Summary, MN Energy Code Part
7670.080. The Building Inspection Department does not issue the Electrical permit.
This is required in the Minnesota State Building Code.
7. A S.A.C. determination must be completed by the Metropolitan Waste Control
Commission. Contact Jody Edwards at 651.602.1113. The City has additional charges
for each SAC unit: $1050.00 SAC, $850.00 Park Support Fee, $1200.00 Sewer and
Water Connection Fee, and $700.00 Water Tower Fee, Total $3800.00 per SAC unit.
8. Submit Energy Envelope Calculations. MN Energy Code 7670.0100. See #6
9. Sheet S 1: sign Acknowledgment on Special Inspections. The owner, contractor and
testing agency need to sign this document.
10. Provide a detail of the one hour occupancy separation at the floor ceiling assembly
between the A-3 Notre Dame Room and the B lower level storage area. UBC Table 3B

Center
Dear Mr. Feller:
The City of Prior Lake Development Review Committee has completed its review
of the site plan application for the addition to St. Michael's Parish Administration
Center. the following changes or clarifications must be made before we can
approve this site plan.
1. Survey/Site Plan: The site plan and the survey are not consistent. For
example, the dimensions of the addition on the survey do not match the
dimensions of the building on the site plan. The survey must show both
existing and proposed conditions, and it must be consistent with the building
plans and the site plan.
2. Landscaping: The perimeter landscaping required is based on the
perimeter of the entire site, not just the north property line. The Zoning
Ordinance requires 1 tree for each 40' of perimeter. Based on our
calculations, the perimeter of the site is 680 feet. Therefore, 17 trees are
required. The landscaping plan submitted identifies 15 trees, including 9
existing trees, 4 relocated trees and 2 new trees. It must be revised to
include 2 additional trees.
3. Parking Spaces: This use requires 16 parking spaces (1 space for each 3
seats based on the capacity of the main assembly hall). The site plan
identifies 7 existing spaces on the site, including the 2-car garage. If the
garage is to be used for the parking spaces, it must be available for parking.
In other words, the garage cannot be used for storage.
4. You have also noted that the additional spaces will be provided through the
use of the existing church parking lot. This is acceptable, but your letter must

address the provisions of 91107.203 (11) of the Zoning Ordinance. I have
attached a copy of this section for your information.
5. Parking Lot Landscaping: The site plan shows that a portion of the
proposed parking lot currently exists on the site. If you do not change the
dimensions of this area, no landscaping will be required. The area, however,
must be paved and striped. If you do change the dimensions, the parking lot
must then meet all setback and landscaping requirements.
6. In reviewing the provisions of the Zoning Ordinance, we have determined that
the church may provide 7 parking spaces on-site, and the remaining 9 spaces
on the church property across the street and still be consistent with the
Zoning Ordinance requirement. In this fashion, the dimensions of the existing
parking lot can remain the same, and no landscaping will be required.
7. Engineering Requirements: The City Engineering Department has
reviewed the plans and noted their comments on the attached copy of the
plan. In order to complete this review, the Engineering staff requires a profile
of the storm sewer pipe, invert. elevations, and information on the type of
pipe. A manhole is also required at the bend in the pipe.
8. Building Code Requirements: Bob Hutchins sent you a memorandum,
dated July 7, 1999, outlining the Building Code items to be addressed. I have
also enclosed a copy of that memorandum with this letter.
Once you have submitted plans with the above revisions, we will review the site
plan again, and, hopefully, be able to issue approval. Following approval of the
site plan, we can proceed with the building permit.

Building dimensions on the plan have been corrected to match the survey.
I have attached a copy of the Illumination Budget Calculation Summary per your request. It corresponds
with a revised reflected ceiling plan where fixtures are identified.
Application for A.S.A.C. determination is in process. I have also made the contractor and church aware
of the additional charges assessed by the city mentioned in your memo.
I have attached a copy of the Energy Envelope Calculations per your request.
Acknowledgment of special inspection will be signed by the owner and contractor. I will arrange for each
to stop by and sign the copies already submitted.
I have attached a detail for the floor/ceiling Ihr separation at the storage room in the lower level.
Emergency lighting has been added to the reflected ceiling plan (see attached).
Exit signs have been added to the reflected ceiling plan (see attached).
Because the sloped concrete is sloped at 1 :20 max, a handrail is not necessary. Drawings have been
modified to have grade flush out with the walk.
The contractor will provide a cut sheet of the accessible toilet at a later date. In the mean time, we have
revised the toilet room dimensions to be compliant with a 2'_4" long bowl and maintain the required 4'_0"
clear in front of the bowl.
The accessible route to the addition is now identified on the drawings (see attached).
Smoke detectors have been added to the reflected ceiling plan (see attached).
Hand rails for all stairs are now called out for on the drawings.

Following reply is to the response letter dated July 1, 1999 from the DLR Group for the Addition
to St. Michael's Parish Administration Center building. Our review was based on the ~.1innesota
State Building Code (MSBC) which adopted with amendments the 1997 Uniform Building Code
(UBC) with handicap regulations of the Council of American Building Officials American
National Standard (CABO/ANSI). The following responses are numbered as in the June 24, 1999
memorandum to you.
1. Submit signed utility plans. The Survey submitted is not complete.
3. Building dimensions on survey and building plans must match.
6. Provide the Illumination Budget Calculation Summary, MN Energy Code Part
7670.080. The Building Inspection Department does not issue the Electrical permit.
This is required in the Minnesota State Building Code.
7. A S.A.C. determination must be completed by the Metropolitan Waste Control
Commission. Contact Jody Edwards at 651.602.1113. The City has additional charges
for each SAC unit: $1050.00 SAC, $850.00 Park Support Fee, $1200.00 Sewer and
Water Connection Fee, and $700.00 Water Tower Fee, Total $3800.00 per SAC unit.
8. Submit Energy Envelope Calculations. MN Energy Code 7670.0100. See #6
9. Sheet S 1: sign Acknowledgment on Special Inspections. The owner, contractor and

5. A written narrative of the use. This narrative may include comments on any

enclosure is located inside the building, the narrative should include that
information.
Attached to this letter is a memorandum from Bob Hutchins, Building Official, that
lists his comments on the building plans. While this appears to be a fairly
comprehensive list, these comments are based on a preliminary review only.
Additional code items will be addressed when the final plans are submitted.
We will begin a preliminary review of the information you have submitted so far.
However, you are still missing some key information and we cannot complete our
review until everything has been submitted.
