HomeMy WebLinkAbout5J - Purchase of Blade for Tandem Dump Truck MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: OCTOBER 20, 2008 5J CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF ONE FALLS MODEL 1811A FIXED ANGLE UNDERBODY BLADE FOR TANDEM DUMP TRUCK Introduction The purpose of this agenda item is to consider approval of a resolution authorizing City staff to purchase one fixed angle underbody blade from Truck Bodies & Equipment International, Inc. (TBEI). Historv On March 17, 2008, the City Council awarded the purchase of one Sterling L T9500 Tandem Dump truck chassis to Boyer and the appurtenant equipment (wing, box etc.) to J-Craft, TBEI in the amount of $173,874.03. Neither of these purchases included an underbody plow. Current Circumstances Historically the City has not had this plow option on our tandem dump trucks. This has limited their use and effectiveness in snow removal operations. Staff believes this is an important upgrade to the tandem dump by the addition of an underbody plow for the following reasons: . Allows for full utilization of rear wing plow . With the underbody and rear wing application, removal of compacted snow from residential streets becomes a single unit operation rather than utilization of a second truck and additional staff The underbody plow will allow for more efficient snow removal and less fuel use by the City. Conclusion City Staff recommends addition of the underbody plow to the new tandem dump truck as it will enhance snow removal operations and reduce energy consumption. The City Council should determine whether it believes that an underbody plow should be added to the new tandem dump truck. The advantage of an underbody plow is due to pressure. Most plows "float" so they do not remove compacted snow and ice. The underbody plow does provide down pressure utilizing the truck itself. The City currently utilizes underbody plows on all of our standard dump trucks and they are very effective in snow and ice removal. The staff believes that the addition of this modestly priced plow will add to the versatility of this truck. R:\Council\2008 Agenda Reports\10 20 08\under body blade purchase agenda. DOC www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 FINANCIAL IMPACT: The total amount budgeted in the equipment replacement fund for the truck and all the ancillary equipment was $205,814.03. The original truck purchase approval of $173,874.03 was $31,940 less. Staff has received a quote from TBEI of $4,474.93 which is % of their standard price for the underbody blade. The discount is due to the fact that they are building the truck for the City. Staff also solicited a quote of $6,347 from Crysteel for the same plow and installation. Based on the quotes received staff recommends the City direct TBEI to install the underbody blade on the truck. Even with this addition to the cab, chassis and appurtenant equipment, TBEI/J-Craft remains the low bidder as approved on March 17, 2008. ALTERNATIVES: 1. Approve a resolution authorizing the purchase of one Falls model 1811A fixed angle underbody blade from TBEI at a cost not to exceed $4,474.93. 2. Table this item for a specific reason. 3. Motion By: Second By: WHEREAS, On March 17, 2008 the City Council authorized purchase of one tandem dump truck and appurtenant equipment from J-Craft and Truck Bodies & Equipment International, Inc. (TBEI) ; and WHEREAS, . The new truck has plowing and deicing apparatus installed; and WHEREAS, The addition of an underbody blade with rear wing application provides for lower operation costs for snow removal because it can efficiently remove packed snow and ice without a second truck; and WHEREAS, The total cost for the tandem truck with the additional plow is $178,348.96 which is less than the $205,815 budgeted in the Equipment Replacement fund for the truck. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is authorized to purchase one Falls 1811A fixed angle underbody blade from TBEI at a cost not to exceed $4,474.93. 3. Funds are to be drawn from the Equipment Replacement Fund Account # 410-43100-580. PASSED AND ADOPTED THIS 20TH DAY OF OCTOBER 2008.
