'iJ ~ r:; Prior Lake, MN 55372-1714 ~ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: OCTOBER 20, 2008 108 CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION UPDATING THE CITY OF PRIOR LAKE WINTER MAINTENANCE POLICY DISCUSSION: Introduction The purpose of this agenda item is to consider approval of the annual update to the City of Prior Lake Winter Maintenance Policy. Historv The City Council adopted a Winter Maintenance Policy (WMP) for the City in October 2002. Previous to that time the City followed policies that were not in writing and were not communicated with the City Councilor residents. The purpose of having a written policy is to provide the residents, City Council, and City Staff with expectations concerning the policies and procedures for winter maintenance on city streets, trails, sidewalks, skating facilities and parking lots. In a more global sense, the policy allows the staff to prepare its annual budget for personnel and equipment which is impacted by the expectations set forth in this policy. The League of Minnesota Cities (LMC) encourages every City to adopt a written Winter Maintenance Policy. This policy is a great communication tool to inform residents and businesses of snow and ice control procedures. Current Circumstances The following changes to the policy are proposed: 1. Trail and Sidewalk Winter Maintenance List Multiple changes have occurred with Exhibit C (Trail/Sidewalk Winter Maintenance List). As staff works to implement a trail/sidewalk pavement management plan, the thought was to create the trail and sidewalk master lists and winter maintenance lists due to preservation tasks. However it should be noted that the City previously maintained all of the above sidewalks and trails with the exception of the TH 13/CR 12 trail completed last summer. The additions reflect our efforts to assure that all trails and sidewalks designated for snow removal are part of schedule C both existing and those completed in the last construction season. 2. Citv Parkina Facilities Staff has only one change which relates to the Laker Lines parking, which has been moved from Shepherd of the Lake Church to Safe Haven, Exhibit F. A copy of the complete Winter Maintenance Policy is available for review on the City website. Although not part of the winter maintenance policy, staff would like to share some information on some of the new practices, programs and test areas with regards to water quality in the City of Prior Lake. D You may remember in August of this year the City Council approved a resolution accepting a grant from the University of Minnesota Local Road Research Board for $1,500 for studies related to utilization of cane molasses and the purchase of one 1,500 gallon storage tank. D Staff has planned to target the Blind Lake Watershed with an anti- icing and liquids only de-icing program this winter in hopes to track chloride movement and its effects on the Blind Lake Watershed. DOC Staff is working on the application for a grant to aid in this study. o The City of Prior Lake was asked by Force America Companies to assist with research and testing of new control equipment for salt applications along with several other communities in the metro area. The new equipment was installed in the new City plow truck this month. Conclusion Staff is requesting that the Council approve the changes to the Winter Maintenance Policy so that they can be implemented for the upcoming winter season. ISSUES: The miles of streets, sidewalks and trails requiring maintenance by Publics Works crews are not reduced by our present economy. In fact the numbers tend to grow as a result of new subdivisions, re-development or road reconstruction projects. The Council could consider changing the priority (high, medium or low) of a trail or sidewalk or change in the timeframe in which the maintenance work is to be accomplished. At this point the staff recommends that both of these criteria remain the same so we can continue to provide safe and expeditious clearing of our streets, sidewalks and trails. FINANCIAL IMPACT: Although there are no current financial impacts, staff continues to experiment with improving winter maintenance tasks to reduce costs without sacrificing services to Prior Lake residents. ALTERNATIVES: 1. Approve a resolution authorizing the updates to the Winter Maintenance Policy dated October 20, 2008. 2. Table this item for a specific reason. 3. Prior Lake, MN 55372-1714 RESOLUTION 08- A RESOLUTION UPDATING THE CITY OF PRIOR LAKE WINTER MAINTENANCE POLICY Motion By: Second By: WHEREAS, The City Council adopted a Winter Maintenance Policy (WMP) in October 2002; and WHEREAS, The policy needs to be updated periodically as the City continues to grow and add streets, trails and parking lots requiring snow and ice control; and WHEREAS, Additions to the policy are due to the growth of the City and changes from the annual street reconstruction projects; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein as if fully setout herein. 2. The City Council approves the changes to the Winter Maintenance Policy dated October 20, 2008.
