The following comments and/or changes must be addressed prior to approval of this site plan: 1. Parking/Loading: a) The floor area of each use in the building requires a total of 64 parking spaces; only 63 spaces are shown on the plan. b) The width of the loading area driveway cannot exceed 36' at the right-of-way line. 2. Landscaping: a) A 30" berm is required for screening in front of the parking lot. The berm shown is approximately 24" in height. b) A Bufferyard Type "B" is required along the parking lot. While your landscaping plan identifies the proper number of plantings, these plantings are not arranged to provide screening. The plan must be revised to provide the screening for the parking area. c) Your letter notes the air conditioning units will be located on the side of the building and screened by landscaping. The location and screening must be identified on the landscaping plan. d) An irrigation plan must be submitted. 3. Building Materials: a) To qualify as a Class I material, stucco must be textured cement st~cco. Concrete blocks or panels are a Class III material and cannot make up more than 10% of the building elevation. If this is decorative concrete, it is allowed. Items to be included at the building permit stage include plans signed by a registered engineer and an estimate and letter of credit for the landscaping. The above items are-relatively simple to correct. Once we have received revised-ptans addressing these issues, we will approve the site plan. Hutchins RE: Wensco, Inc. Office/Showroom Following are the results of the preliminary plan review for the Wensco, Inc. Office/Showroom. Our review was based on the Minnesota State Building Code (MSBC) which adopted with amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341 and with requirements of the 1998 Minnesota State Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code (UFC). The comments are numbered as in the December 19, 1999 plan review letter. 1. Submit signed architectural, structural, site, and utility plans. 2. Submit mechanical, plumbing, fire alarm, and sprinkler plans. May be submitted at a later date. 3. Submit a soils report. 4. Provide the Illumination Budget Calculation Summary, MN Energy Code Part 7670.080. 5. The proposed warehouses have no occupancy separation provisions to store or drive motorized vehicles into any area. Provide a letter stating that "Motorized vehicles other than electronically driven, will not be driven or stored in the building." 6. Submit Energy Envelope Calculations. 7. A S.A.C. determination must be completed by the Metropolitan Waste Control Commission. Contact Jody Edwards at 651.602.1113. 8. Submit the Structural Engineers requirements for Special Inspections UBC 1701.5. See enclosed. 9. Separate tenant finish permits required for each tenant space. 11. APR I 3 2lDJ J U From: Kelly Murray WENSCO RE: Site Plan Review, Lot 1, Block 2 Fountain Hills Addition Enclosed is a complete set of revised plans for the proposed Showroom/ Warehouse Building located in Fountain Hills Business Park. We have received comments from staff and feel that all items have been addressed on the revised plans. Flooring Center The proposed building is designed to provide offices and showroom facilities for a flooring center which provides selections of wood, ceramic, carpeting, vinyl, and a variety of selections for builder clients. The showroom does not have a retail client base, it is a builder base customer. Hours of operation are Monday through Friday 8:00 a.m. - 5:00 p.m., Saturdays and evenings by appointment only. The warehouse will be used to store flooring materials that are scheduled to be installed, with some inventory. Shipments are received daily and must be off-loaded by fork-lift, No more that four deliveries will be made in one day. Currently, the company has five full-time employees, and is planning to expand to eight shortly after the move. Lighting Center The proposed building is designed to provide offices and showroom facilities for a lighting design center for both builder based and retail based customers. Hours of operation are proposed to be 8:00 a,m. _ 8:00 p.m. Month - Thursday, Friday and Saturday 9:00 - 5:00 p.m. This will be a start-up company that will have at least 8 employees initially. The warehouse will be used to store stock light fixtures, bulbs and accessory items related to the operation. It will also be used to temporarily store selected fixtures that have been ordered until installation can be scheduled. Additional Showroom Space This bay was designed for another showroom/ warehouse type use. We are currently working with a client that is interested in an appliance showroom however, terms have not been agreed upon. This would again be primarily builder based, with some retail customers. Class II: Exposed aggregate concrete panels, burnished concrete block, integral colored split face (rock face) and exposed aggregate concrete block, cast-in- place concrete, artificial stucco (such as EIPS), artificial stone, prefinished metal. Class III: Unpainted or surface painted concrete block (scored or unscored), unpainted or surface painted plain or ribbed concrete panels, and unfinished or surface painted metal. b. Minimum Use of Class I Materials Required. At least 60% of each building face visible from off-site must be constructed with Class I materials except as permitted by subsection 1107.2202(6,c) below. Not more than 10% of each building face visible from off-site may be of Class III materials. Portions of buildings not visible from off the site may be constructed of greater percentages of Class II or Class III materials if the structure otherwise conforms to all City Ordinances. The mixture of building materials must be compatibly integrated. c. Buildings in the General Industrial Use District: Class I materials may be reduced to a minimum of 25% for buildings in the 1-1 Use District which are not located on a principal arterial, minor arterial, major collector, or adjacent to or across from any "R" Use District, provided that the remaining materials are functionally and durably equal to a Class I material as certified by the developer's architect or the manufacturer. Also considered will be the overall harmony and unity of the various elements of the architectural design and site plan within the site and also within the larger context of the area or corridor. Generally, buildings of lower height, lesser bulk, pitched or gabled roofs, variations in facade, and numerous fenestrations and openings will be considered eligible for a reduction in the use of Class I materials. Generally, site plans with increased amount, variation and size of landscape materials and higher landscape berms and screening walls will be considered eligible for Class I material reduction. C_-) (8) Building design shall be consistent with the following requirements: a. The height, bulk, general massing, roof treatment, materials, colors, textures, major divisions, and proportions of a new or remodeled building shall be compatible in design style and character with that of other buildings on the site and on adjacent sites. b. No unbroken building wall may exceed a 4:1 ratio of wall length to wall height, and each building wall deviation at the 4: 1 ratio shall be a minimum depth of 4 feet; where a maximum 3:1 wall length to wall height ratio is used, the minimum depth of each building wall deviation may be reduced to 3 feet; where a maximum 2:1 wall length to wall height ratio is used, the minimum depth of each building wall deviation may be reduced to 2 feet. c. No building may display more than 5% of any elevation surface in bright, pure accent colors. d. Design review shall be done by the Planning Department. e. The site lighting shall provide adequate light for the safety and welfare of persons using the site but shall not present a nuisance or hazard and shall otherwise comply with Section 1107.1800. . ~ City of Prior Lake May 22,1999 l107/p46 Zoning Ordinance f. The relationship of the building to the site and adjacent property, including site access and pedestrian movement shall be complementary. i. In any instance where the Zoning Administrator denies a permit or a request for preliminary approval of building materials or building design, the applicant may submit an appeal of the interpretation, based upon the plans and other papers on file in the office of the Zoning Administrator, to the Board of Adjustment without payment of additional filing fees of any kind. Appeals shall be considered according to the procedure outlined in Section 1109.300. 1107.2203 Architectural Standards Applying to One and Two Family Residential Uses. Individuals, builders or groups of builders shall not construct a house design which has identical front elevations to any house or proposed house where a building permit has been issued with the following exceptions: a. Identical front elevations may be allowed on no more than 25% of platted lots within a block. However, identical front elevations shall not be allowed on adjacent lots or in cul-de-sac turnarounds. b. The provisions of this subsection apply to Planned Unit Developments and Conditional Use Permits, but may be modified with the consent of the City Council. c. To determine compliance with this subsection, the Zoning Administrator may require the permit applicant to submit exterior elevations of the proposed structure, and photographs of the front exterior of neighboring houses, in addition to all required materials for a building permit application listed in subsection 1109.501.
