Applications will be reviewed by the Development Review Committee. A member of'
the Planning Staff will notify the Applicant as to any additional information or
modifications needed. Site Plans, which are non-residential, and have no variance
or other possible applications as required, may be administratively approved. Site
Plans requiring a variance or other possible applications will automatically be
scheduled for a Planning Commission Public Hearing when it has been verified
that the application is complete. Items will be scheduled before the City
Council, by the City Manager, upon Planning Commission Recommendation.

Dear Mr. Feller:
This letter is to update you on the status of the above application. As I noted in my
letter dated November 22, 1999, there were several revisions required of this plan. First
of all, the landscaping plan must identify the size and species of each of the required
plantings (canopy, understory and shrubs). Second, the landscaping plan must include
a note on the landscaping plan indicating when the landscaping will be completed. The
information you faxed seemed to address these items; however, you must submit a
complete plan with all of the information.
My letter also noted that the Engineering Department had several comments on the
grading plan. We discussed these comments with Bernie Mahowald and Bill Schmokel
at our meeting on November 22, 1999. As of this date, we have not received any
revised plans.
It is my understanding this project is temporarily on hold. It must be noted that until we
receive revised plans, we cannot approve this site plan. in addition, a separate grading
permit will be required prior to the start of any work on this site.

Dear Mr. Feller:
We have completed our review of the plans for the St. Michael's parking lot. The
Engineering Department has several comments on the grading plan. We will
discuss these comments with Bernie Mahowald today.
The remainder of the plan appears to meet the Zoning Ordinance requirements.
However, it does require the following revisions:
1. Identify the size and species of each of the required plantings (canopy,
understory and shrubs).
2. Include a note on the landscaping plan indicating when the landscaping will
be completed.
Once these minor revisions are completed, we can approve the site plan. Any
required revisions to the grading plan must also be completed before a grading
permit will be issued.

RE: Site Plan Application for St. Michael's Parking Lot
Dear Mr. Brouillard:
On November 12, 1999, the City of Prior Lake received an application for site
plan approval for the St. Michael's parking lot. This letter is to notify you that the
application is incomplete as submitted. In order to have a complete application,
the following items must be submitted:
1. A light distribution plan identifying the proposed lighting levels in footcandles
at aI/ locations on the site, including the property boundaries. For your
information, the Zoning Ordinance requires an average horizontal illumination
of between 0.4 and 1.0 footcandles for this parking lot.
2. A letter of credit (LOC) for 125% of the cost of the required landscaping,
including labor and materials. This LOC must be drawn on a bank in a format
similar to that used for the parish addition. If you do not intend to utilize an
irrigation system, the LOC must be good for at least 2 years fol/owing
completion and acceptance of the landscaping by the City.
I have referred the grading permit application to the City Engineering
Department. You will be contacted if any additional information is required for
that permit.
We have also begun preliminary review of the site plan application. Upon
submittal of the above items, we will be able to complete our review.

As required byarticl@ 1107.1909 of the city of PrigI' Lake Zoning Ordinance, I submit the following
letter of credit for your approval. It is the understanding of the Parish of S1. Michael's that should any
of the required trees on sit~ (p~rking lot landscape buffer requitement) die for any reason, a tree for
tree replacement will need to occur for the duration of 2 years starting from the time of acceptance
by the city. The Parish also understands that a minimum of a 2-112" caliper deciduous tree or 6'..()"
tall coniferous tree may be used for the replacement on the canopy tree requirement.
DlR Group has done research into the c;ost of placing new trees. The pric;e per tree includes
shipping, placement and tax. Their findings ate stated below:

Parking Lot Addition
November 8, 1999
Project Narrative:
The proposed 21 car parking lot will occur on the North-West corner at the intersection of
Pleasant and Duluth on the property of the St. Michael's Catholic School. Construction is
planned to start and finish in fall of 1999. The purpose of the lot is to reduce parking
overcrowding on the local streets and to serve the Parish Administrative Center.
The proposed parking lot will include a new curb cut for access onto Pleasant, four new light
standards (see plan for description) and landscape buffering. Finish parking surface will be
bituminous paving with concrete curb and gutters.

Ms. Kansier,
The parish of St. Michael's has requested that I explore the possibility of adding additional parking
across Duluth Avenue from the Parish Administrative Center near the existing school. We r~alize
that the parking situation is tight on the Parish Center site and that there is a need to get more cars
off of the neighborhood streets, This proposed solution will provide 22 additional parking spaces to
serve the Parish Center and School. I have attached a sketch of the preliminary solution for your
review and would likp. to meet early next week to discuss it in greater detail. At that time I would
like to verify setbacks and buffer distances.
