CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
CONSTRUCTION OF A PARKING LOT ON THE FORMER MN NAILS AND
JOE'S PIZZA PROPERTY
Introduction
The purpose of this agenda is for the City Council to approve construction of a
parking lot on the MN Nails and Joe's Pizza Property

The City of Prior Lake owns the Minnesota Nails (16318 Main)/Joe's Pizza
(16328 Main) property adjacent to the VFW. On October 6,2008 the City
Council directed staff initiate construction of a temporary parking lot on these
properties. Both buildings have been removed and granular fill has been
placed where footings and the buried cistern were found.
Current Circumstances
Staff has designed a 21 stall parking lot to be constructed on the existing
property. The entrance will be along Pleasant Street. Combined with parking
stalls included in the VFW agreement the City will have 27 new parking stalls
available to the public in this end of downtown.
The City plans to have the unpaved surface paved this year and temporary
striping to be completed in accordance with the parking lot plan. Next year the
existing pavement will be crack sealed and a second lift of bituminous placed
on the area paved this fall.
The total cost of the improvements is estimated to be $22,000. City staff
solicited three quotes for paving with the low quote being submitted by Prior
Lake Blacktop in the amount of $11,034,25,

The additional items to be completed by staff include concrete removal and
apron ($1,500), crack sealing/seal coating/striping ($2,030), sign installation
($1,500). The estimated cost of the second lift of paving next year is $5,935
which will be quoted next spring. All quotes and purchases will be completed
in accordance with the City's Purchase Policy.
Because there were large void areas under the existing buildings due to the
footings and cistern, Staff anticipates certain areas of the parking lot will settle
this winter. For that reason a 2nd lift of bituminous will be installed next spring.

CONCLUSION:
Staff recommends the Council approve completion of the parking lot as
detailed,
FINANCIAL
IMPACT:
The total cost is $22,000 for completion of a parking lot on the existing site.
The funds for this 21 stall parking facility are available in the Transit Fund.
ALTERNATIVES:
1, Authorize Staff to expend up to $22,000 for services and materials
required to construct the parking lot.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future

WHEREAS, On October 6, 2008 the City Council directed Staff to proceed with construction of an
interim parking lot on the Mn Nails/Joe's Pizza Property; and
WHEREAS, This parking lot will provide 21 additional parking stalls for the downtown; and
WHEREAS, Staff has solicited quotes to complete construction for $22,000 including initial and
second lifts of bituminous concrete apron construction, seal coating, striping and sign
installation; and
WHEREAS, The low quote for paving was submitted by Prior Lake Blacktop in the amount of
$11,034.25.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized to complete the parking lot as proposed here in for an amount not to exceed
$22,000,
3. Funding for the enclosure shall come from account # 603-49804-530.
